The coal sector of India
envisages doubling its pro-
duction in next five years.
This includes technology
development, adopting
best mining practices,
environment management,
development of skills,
improvement of safety etc.
Australia being the leading
coal producer in the world
with very high safety
records in coal mining is in
a position to help India in
improving the mining prac-
tices and development of
environment friendly tech-
nologies.
It is envisaged that the
technical cooperation
between India and
Australia in the coal mining
sector
would

oping clean coal technolo-
gies. In this context, the

For improvement of safety
in coal mines, officials from
coal companies are being
trained at SIMTARS,
Australia under the pro-
gramme of training for
trainers. It is proposed to
enhance the scale of this
training covering more
number of people from the
industry. It is proposed to
set up a virtual reality train-
ing centre at ISM,
Dhanbad with the help of
SIMTARS, Australia and
Indian coal mining compa-
nies namely CIL and
NTPC.
In regard to skill develop-
ment, both the countries
have agreed to set up a
Centre of Excellence for
Mining at Indian School of
Mines (ISM), Dhanbad.
This facility is envisaged to
provide opportunities for
partnership between
Australian institutions and
ISM, Dhanbad in the areas
of research and develop-
ment, mining technology,
safety and disaster man-
agement, clean coal and
energy technology etc. and
joint training programmes
for technological, manage-
rial and operational skill
development in coal sec-
tor. Government of India
has recently put in place a
policy for development of
underground coal gasifica-
tion and MoC is likely to
come up with some coal
blocks for offer for develop-
ment of the resource. The
Australian companies can
look forward for participa-
tion in this area.

New Delhi: The Prime Minister,
Shri Narendra Modi, today inter-
acted with over 230 youth who
have been working in rural areas
under the Prime Minister's Rural
Development Fellows (PMRDF)
Scheme of the Ministry of Rural
Development.
11 young participants presented
brief accounts of their work in
remote, rural, and tribal, and Left-
Wing Extremism affected areas,
on themes such as women
empowerment, maternal and
infant healthcare, education, nutri-
tion, livelihoods, Swachh Bharat,
Ek Bharat – Shreshtha Bharat,
and people's participation in gov-
ernance.
Later, in an interactive session
with the Prime Minister, several
participants shared their thoughts
on themes such as development
of the North-East, rural education,
tribal development, organic farm-
ing, and welfare of the disabled.
The Prime Minister recalled the
letter that he had written to all the
Fellows, seeking their responses
on the "Narendra Modi App." He
appreciated the extensive
responses that he had received
from the fellows, and especially
emphasized that there was not a
single complaint among the
responses. The Prime Minister
said that people's participation
emerges as a common theme
among the presentations given
today, as well as from the respons-
es which he has received. He
stressed that this can be the most
important aspect of bringing about
change.
Shri Narendra Modi appreciated
the participants for working with
dedication and devotion, in rural
and backward areas of the coun-
try, often withstanding peer and
family pressures.
The Prime Minister invited specific
comments and suggestions to fur-
ther refine the PMRDF initiative.
The Prime Minister released a
book – Scripting Change - which
visually demonstrates the essence
of the work being done by PMRD
Fellows across the country.

Delhi: Delhi, the capital of India, unbelievably has anoth-
er, completely distinct and unfamiliar face not known by
many. Surprisingly, not known by the Delhiites them-
selves!
This is about the 275 hidden villages hidden in the heart
of Delhi! The city’s sprawl mixes impeccably with the
rural areas so much that it becomes difficult to make out.
These villages are not on the periphery or the borderline
of the city but right in middle of it.
What is more flabbergasting is that you won’t realize you
are in a village. Until you don’t see men piping hookahs
on the end of the street! The term “Urban-Village” is not
just an oxymoron here, it really exists!
For instance, say the Hauz Khas village, Hangout spot
for many youngsters these days. It completely denies
accepting the rural-urban divisions, the rich and wealthy
as well as the poorest of poor reside in the same periph-
eries of the hauz khas village.
It has been claimed by the stats directorates that more
than 5% of the population of the city live in rural areas.
It has also been quoted in the book “Delhi” that some vil-
lages of the independence era were swallowed in the
making of New Delhi, while some emerged. The city
therefore survives on and around some very old villages.
Some villages like Malcha and Raisina survive only as
streets.
Though there is not much difference in the financial sta-
tus of the people here (thanks to the farmlands which
can be sold to make a good fortune) but the urban rural
status difference shows in the pompous attitudes of
“Delhi Walas”.

search and rescue dogs,
mounted search and rescue
horses, helicopters, the
"jaws of life", and other
hydrauliccutting and spread-
ing tools used to extricate
individuals from wrecked
vehicles. Rescue operations
are sometimes supported by
special vehicles such as fire
department's or EMS heavy
rescue vehicle. Rescue
operations require a high
degree of training and are
performed by rescue
squads, either independent
or part of larger organiza-
tions such as fire, police,
military, first aid, or ambu-
lance services. In the U.S.,
they are usually staffed by
medically trained personnel
as NFPA regulations require
it In former centuries the
word "rescue" had other
meanings: for example,
there is an old record of a
countryman living where
Wythenshaweis now, being
prosecuted in a local court
for "making rescue" of a pig
which had been seized as a
distress for non-payment of
money owed. Additionally,
20 Rescue Team (RTs), run
by NGOs, have been con-
tracted to move people
sleeping in open to nearest
night shelters. RTs patrol at
night to locate people sleep-
ing in open. Present capaci-
ty in night shelters is over
16,338, while occupancy
was 8,260 in 198 of the old
night shelters in the night of
17th Dec. 2015. Average
occupancy is close to 50%.

With the strike by municipal
employees entering its ninth
day, a delegation of agitat-
ing sanitation workers today
met Lt Governor Najeeb
Jung and said the fund
offered by the AAP govern-
ment for paying their
salaries were "insufficient".
While the MCD workers
refused to call off their
strike, they claimed that the
LG has assured them of
looking into their demands.
"Today we met Lt Governor
Najeeb Jung and told him
that the funds offered by the
Aam Aadmi Party govern-
ment is not sufficient to pay
our dues. Therefore, we are
going to continue the strike,"

New Delhi: The Ministry of Urban Development today
announced its partnership with Janaagraha Centre for
Citizenship and Democracy, to build and implement
mobile and web based applications targeted at citizens,
engineers and the municipal bodies. The proposed appli-
cation, called the ‘Swachh City Solutions’, is being devel-
oped to ensure timely and effective implementation of
the Swachh Bharat Mission (Urban) objectives in 4041
statutory towns in India, by providing the citizens a mech-
anism to post complaints and allowing municipalities to
address citizen grievances. A Memorandum of
Understanding to the effect has been signed today
between the Ministry of Urban Development and
Janaagraha.
The application is likely to go live by April 2016 and will
give citizens the access to the latest technology to com-
plain and allow them to actively participate and con-
tribute towards maintaining their city’s cleanliness.
Citizens will have features that will allow them to view
complaints posted nearby, and show support by ‘Voting
up’ on various complaints.

at present.
Vivek Bajaj: Virtual learn-
ing is an evolving concept
in India, and online teach-
ing is at a nascent stage. .
To be honest, I haven’t
seen a lot of companies
belonging to the financial
services industry foraying
into provision online edu-
cation in finance. Kredent

Unavailability of t right
infrastructure. Internet
penetration and broad-
band access needs
improvement. Secondly,
in today’s current junc-
ture, e-learning is most-
ly equated with watch-
ing educational videos.
Mindset of people
needs to change drasti-
cally to accept the con-
venience and ease of e-
learning and online
courses. Once that
happens, virtual learn-
ing will provide a signif-
icant boost in the edu-
cation sector. Thus we
prefer to view this as an
opportunity, rather call-
ing them a hurdle.
Q: Do you think e-learn-
ing has a promising
future in India?
Vivek Bajaj: Of course!
In a country like India
where education is
expensive, opportunities
are limited and economic
disparities exists, e-learn-
ing provides an incredible
opportunity using the vir-
tual world, to gain real-
world experience.

The entire world is under
the grip of terrorism. It has-
n't spared a single nation in
the world. Millions of inno-
cent people have lost their
lives to terrorism over the
years. India also doesn't
lag behind. India remains
vulnerable to the threat of
global terrorism. Terrorism
has already dug its claws in
our nation. India has been
an easy and favourite tar-
get for terrorist activities
over the years. Even the
year 2016 started off on a
horrific note as we encoun-
tered yet another terrorist
attack.
On Jan 19th the Delhi
police arrested a suspect-
ed terrorist from Roorkee,
Uttarakhand. The suspect
is said to be associated
with an international terror
group. Three other men
have also been detained by
the police in Uttarakhand.
Reports suggested, the ter-
rorists were planning to tar-
get the KumbhMela in
Haridwar.
They were also planning to
target some vital locations
in the national capital
along with other places in
its vicinity. The arrests
were made just a day after
the police had arrested a
terrorist belonging to Al-
Queda named Abu- al-
sami from Mewat, Haryana.
Sami has also provided the
police with certain informa-
tions concerning terror
strikes around Republic
day.
All of these arrests were
made in the light of the
recent Pathankot attack,
which has shaken the
entire nation. It was a sud-
den attack and people
were taken aback. It took a
while for people to register
the attack which took place
on 2nd Jan. The vicious
attack was made on the
Pathankot air force station
by a group of six terrorists.
The Indian defence forces
retaliated and made count-
er attack. Heavy casualties
were reported with seven
Indian soldiers sacrificing
their lives. United Jihad
council claimed the
responsibility of such a
gutless attack. Reports
also suggested that the
strategic attacks were an
attempt to hamper the
peace processes that are
meant to make a balance
between India and
Pakistan. Maulana Masood

High Court on Friday stayed its notification fixing four
years as the upper age limit for nursery admission in pri-
vate unaided schools of the national capital.
A bench of Justice Manmohan stayed the AAP govern-
ment’s decision fixing the upper age limit saying the par-
ents of the wards did not get enough time to plan the
future as the notification was issued on December 18
last year, just on the eve of start of the admission

Mumbai: The Reserve Bank of India has cancelled the certificate of registration of four
non-banking financial companies. No details were given by the central bank for the
cancellation of certificates of these firms.
"The Reserve Bank has cancelled the certificate of registration of four non-banking
financial companies (NBFCs) in exercise of the powers under the Reserve Bank of
India Act, 1934," it said in a notification on Monday.
NBFCs Goyal Commercial Pvt Ltd and First Debt Management Co of India Ltd belong
to Kolkata while Nostalgia Finvest Private Limited and Narad Realtors Private Limited
belong to Mumbai.The registration certificates of these NBFCs were cancelled in
November and December of 2015.
