This document proposes a regional rail network connecting Metro Vancouver with surrounding regions. It consists of 7 phases that would connect Vancouver, Surrey, Abbotsford, the North Shore, Squamish, Whistler, and the ferry terminals. The first phase is a Vancouver-Surrey-Abbotsford line, followed by upgrades to the existing West Coast Express. Future phases include a Waterfront connector tunnel, a line from Waterfront Station to Whistler, and a Tsawwassen-YVR line. The network aims to energize economic growth, enable sustainable development, and reduce emissions by providing faster commuter rail as an alternative to car travel.
