11. HEIs have made some real positive strides in the area of civic engagement partnerships and in many cases are an example of a good practice. However, HEIs need to develop an integrated institutional policy framework for human and social development; integrating the values of social responsibility transversally into their institutions as well as with a transdisciplinary and networking approach. Changes in these and other areas need to be taken into account in working out long-term strategies. Moreover, further research is urgently required now to promote and scale up good practice that could place Civic Engagement in a transversal way in teaching, research and institutional action in the motor of human and social development. .
