Introduction
 A library is not a building stacked with books, it is a
repository and source of information and ideas, a place for
learning and enquiry, and the creation of new knowledge.
They serve as local centres of information and learning,
and local gateways to national and global knowledge.
To nourish the dream vision 2020 of our former President
of India, Honourable Dr. A.P.J. Abdul Kalam in this era
of wide spread technology, Government of India has
constituted the National Knowledge Commission (NKC) in
2005. Our Prime Minister Dr. Manmohan Singh has taken
an initial step of implementing the National Knowledge
Commission (NKC) in these words “the time has come to
create a second wave of institution building, and of
excellence in the fields of education, research and
capability building.”

Objectives of NKC
1. Access to Knowledge: Access is one of the most
fundamental issues in a knowledge society. Even
if universities, research institutions and
laboratories produce large amounts of knowledge.
Approach to achieve:
- Individuals must possess the ability to receive
and comprehend knowledge.
- Accurate knowledge of the state and its activities
should be made available to the general public.

2. Knowledge Concepts: Knowledge concepts are
organized, distributed and transmitted through the
education system. Education is a potent force for
any developing state. It encourages individuals to
- Think independently
- Make better-informed decisions
- Keep abreast of important issues and trends at
the local and national level
- Question existing socio-economic arrangements
in a manner that leads to innovation, change and
development.

3. Knowledge Creation: Creation of new
knowledge principally depends on the education
system, foreign investment and technology.
A nation can develop in two ways:
– Either it learns to use existing resources better, or
– It discovers new resources.
4. Knowledge Application: The NKC has identified
some areas where knowledge application will
produce significant benefits. These areas are
education, agriculture, health, arts, culture and
rural areas.

5. Knowledge Services: Investment in knowledge
services will produce large-scale benefits for the
common man. The use of knowledge services,
more popularly known as e-governance, has the
potential to simplify many different points at
which citizens interact with the state. The
Benefits of e-Governance are as follows;
- Reducing the cost and improving the quality
of public services.
- Empowering citizens and increasing
transparency of government functioning.
- Re-engineering of processes that results in
greater efficiency and productivity.

Recommendations of NKC for Development of
Libraries
 Set up a National Commission on Libraries:
NKC suggested the set up of an autonomous
National Commission on Libraries. To launch the
process in mission mode, a National Mission on
Libraries should be set up immediately, for a
period of three years. The Mission should be
converted into a permanent National Mission on
Libraries.

The Role of the Proposed National Mission
 The role of the proposed National Mission is as
follows;
 To promote libraries and information services
 To suggest the government on libraries and
the information sector
 To set standards for collection, services and
technical processing
 To encourage public-private participation and
interact with State Governments
 To support research development and
technological development
 To ensure access to all publications, including
government and institutional public
documents

 Prepare a National Census of all Libraries: A
national survey should be conducted to create a
national census of all libraries. Survey of user
needs and reading habits should be periodic at the
national level as part of the National Sample
Survey.
 Revamp LIS Education, Training and
Research Facilities: Keeping the view of LIS
education and training the NKC suggested a
national institute for advanced training and R&D
(suggested name: Indian Institute of Library and
Information Science)

Major Functions of Indian Institute of Library
and Information Science
 To offer training programmes in relevant areas and
to conduct continuing education programmes
including training for library and information
professionals.
 Standardization of Indian names
 Development of open source software
 Development of Digital Libraries.
 User needs and reading habits for different groups
 To disseminate research findings, through printed
and online publications, seminars and conferences,
or web portals.

 Re-assess Staffing of Libraries: Keeping in view
the changing scenario and new responsibilities, the existing
staffing pattern, duties, qualifications, designations, pay
scale, career advancement, service conditions of library
staff in different types of libraries and departments of
library and information science recommended by NKC.
 Set up a Central Library Fund
 Modernize Library Management
 Networking of Libraries
 Promote ICT applications in all Libraries
 Encourage Public Private Partnerships in LIS

 Lending of materials for home use
 Reference service
 Providing Internet access
 Inter-library loan
 Photocopying
 Document delivery, including Electronic Document

 Online public access catalogue (OPAC)

 Digitization of rare resources
 Identify non-users and promote the use of libraries
among them
 All public academic and research institutes should be
encouraged to set up freely accessible institutional
repositories of their full-text articles and publications

NKC recommendations and University Libraries
 The university libraries will emerge as a dynamic
source of knowledge
 The recommendations regarding the Internet
connectivity, digitization, open sources, gateways,
portals, networking, Web OPAC, and inter-library
loan facilities will definitely enhance the resources
and the users, who will be benefited with prompt
services and will be time saving as well.
 The Use of ICT in Library services will enable the
remote users with access to latest information
across the world. This will automatically enhance
the reputations of the library services among the
members in a university with too many colleges.

  • 1. 3/28/2023 Introduction  A library is not a building stacked with books, it is a repository and source of information and ideas, a place for learning and enquiry, and the creation of new knowledge. They serve as local centres of information and learning, and local gateways to national and global knowledge. To nourish the dream vision 2020 of our former President of India, Honourable Dr. A.P.J. Abdul Kalam in this era of wide spread technology, Government of India has constituted the National Knowledge Commission (NKC) in 2005. Our Prime Minister Dr. Manmohan Singh has taken an initial step of implementing the National Knowledge Commission (NKC) in these words “the time has come to create a second wave of institution building, and of excellence in the fields of education, research and capability building.”
  • 2. 3/28/2023 Objectives of NKC 1. Access to Knowledge: Access is one of the most fundamental issues in a knowledge society. Even if universities, research institutions and laboratories produce large amounts of knowledge. Approach to achieve: - Individuals must possess the ability to receive and comprehend knowledge. - Accurate knowledge of the state and its activities should be made available to the general public.
  • 3. 3/28/2023 Cont. 2. Knowledge Concepts: Knowledge concepts are organized, distributed and transmitted through the education system. Education is a potent force for any developing state. It encourages individuals to - Think independently - Make better-informed decisions - Keep abreast of important issues and trends at the local and national level - Question existing socio-economic arrangements in a manner that leads to innovation, change and development.
  • 4. 3/28/2023 Cont. 3. Knowledge Creation: Creation of new knowledge principally depends on the education system, foreign investment and technology. A nation can develop in two ways: – Either it learns to use existing resources better, or – It discovers new resources. 4. Knowledge Application: The NKC has identified some areas where knowledge application will produce significant benefits. These areas are education, agriculture, health, arts, culture and rural areas.
  • 5. 3/28/2023 Cont. 5. Knowledge Services: Investment in knowledge services will produce large-scale benefits for the common man. The use of knowledge services, more popularly known as e-governance, has the potential to simplify many different points at which citizens interact with the state. The Benefits of e-Governance are as follows; - Reducing the cost and improving the quality of public services. - Empowering citizens and increasing transparency of government functioning. - Re-engineering of processes that results in greater efficiency and productivity.

  • 7. 3/28/2023 Recommendations of NKC for Development of Libraries  Set up a National Commission on Libraries: NKC suggested the set up of an autonomous National Commission on Libraries. To launch the process in mission mode, a National Mission on Libraries should be set up immediately, for a period of three years. The Mission should be converted into a permanent National Mission on Libraries.
  • 8. 3/28/2023 The Role of the Proposed National Mission  The role of the proposed National Mission is as follows;  To promote libraries and information services  To suggest the government on libraries and the information sector  To set standards for collection, services and technical processing  To encourage public-private participation and interact with State Governments  To support research development and technological development  To ensure access to all publications, including government and institutional public documents
  • 9. 3/28/2023 Recommendations Cont.  Prepare a National Census of all Libraries: A national survey should be conducted to create a national census of all libraries. Survey of user needs and reading habits should be periodic at the national level as part of the National Sample Survey.  Revamp LIS Education, Training and Research Facilities: Keeping the view of LIS education and training the NKC suggested a national institute for advanced training and R&D (suggested name: Indian Institute of Library and Information Science)
  • 10. 3/28/2023 Major Functions of Indian Institute of Library and Information Science  To offer training programmes in relevant areas and to conduct continuing education programmes including training for library and information professionals.  Standardization of Indian names  Development of open source software  Development of Digital Libraries.  User needs and reading habits for different groups  To disseminate research findings, through printed and online publications, seminars and conferences, or web portals.
  • 11. 3/28/2023 Recommendations Cont.  Re-assess Staffing of Libraries: Keeping in view the changing scenario and new responsibilities, the existing staffing pattern, duties, qualifications, designations, pay scale, career advancement, service conditions of library staff in different types of libraries and departments of library and information science recommended by NKC.  Set up a Central Library Fund  Modernize Library Management  Networking of Libraries  Promote ICT applications in all Libraries  Encourage Public Private Partnerships in LIS Development
  • 12. 3/28/2023 Recommendations: Services must be Provided by all Libraries  Lending of materials for home use  Reference service  Providing Internet access  Inter-library loan  Photocopying  Document delivery, including Electronic Document Delivery (EDD)  Online public access catalogue (OPAC)  Electronic/Audio-Video resources  Digitization of rare resources  Identify non-users and promote the use of libraries among them  All public academic and research institutes should be encouraged to set up freely accessible institutional repositories of their full-text articles and publications
  • 13. 3/28/2023 NKC recommendations and University Libraries  The university libraries will emerge as a dynamic source of knowledge  The recommendations regarding the Internet connectivity, digitization, open sources, gateways, portals, networking, Web OPAC, and inter-library loan facilities will definitely enhance the resources and the users, who will be benefited with prompt services and will be time saving as well.  The Use of ICT in Library services will enable the remote users with access to latest information across the world. This will automatically enhance the reputations of the library services among the members in a university with too many colleges.
