following bodies:-
1. A male age around 40/45 years, height 5’6” shallow complexion,
crushed face, strong built, wearing choclate colour pant, blue white lining
underwear, found on 24-10-2009.
2. A male age around 50/55 years, height 5’7”, shallow complexion,
round face, thin built, wearing mehroon colour shirt, checkdar lungi, found
on 27-10-2009.
3. A male age around 25 years, height 5’6”, wheatish complexion, round
face, medium built, wearing checkdar shirt and grey pant, found on
27-10-2009.
4. A male age around 50/55 years, height 5’6”, shallow complexion,
oval face, medium built wearing cream and choclate colour printed shirt,
matmaili jeans pant, found on 28-10-2009.
5. A male age around 18/20 years, height 5’6” wheatish complexion,
round face, normal built, grey pant and l;shirt, found on 29-10-2009.

Five members of “Biker” gang of snatchers and bus robbers
apprehended.
Nine cases of snatching, bus robbery and theft solved.
One stolen motorcycle used for committing snatchings recovered.
2. The Special Team of Crime Branch, Delhi Police has arrested five
members of a “Biker” gang of interstate robbers and snatchers. They are :-
1) Shaym @ Vikas s/o Attar Singh r/o F-4/276, Sultanpuri, Delhi, age 25
years.
2) Praveen Singh @ Gulab Singh s/o Gurcharan Singh r/o D-13, Indira
Jheel, Sultanpuri, Delhi age 30 years.
3) Ajit Singh s/o Pratap Singh r/o C-428, Aman Vihar, Delhi. age 34
years.
4) Shyambir @ Choudhary s/o Ramjilal r/o D-240, Sultanpuri, Delhi,
Jhuggi No. 300, Q Block, Mangolpuri, Delhi age 40 years.
5) Sanjaypal @ Sonu s/o Ramkishan r/o E-7/82, Shani Bazaar Road,
Sultanapuri. age 22 years.
The gang has been committing snatchings of chains/bags and
robberies in running buses at knife point. The gang uses motorcycles stolen
from nearby areas for their criminal activities.
On 22.10.2009, this gang had robbed one Mohd. Gilani of Rs.
15,000/- at knife point in a running bus at the busy Azad Market Chowk in the
area of PS Bara Hindu Rao. One Ajay was apprehended on the spot but the
others had escaped. A case FIR No. 127 /09 u/s 382/34 IPC was registered in
this regard.
A team under the supervision of Sh. Subhash Tandon, ACP Special
Team, consisting of HC Rishi Kumar, HC Murlidhar, HC Anil, HC Ved Prakash,
Ct. Sanjay led by SI Ritesh Kumar was detailed to apprehend the remaining gang
members. On 2.11.09, acting on a tip off, SI Ritesh and his team apprehended
the above mentioned robbers at 5.00 PM when they had assembled at ‘S’ Block
Park Mangolpuri Industrial Area, Mangolpuri, Delhi. Shyambir, Sanjay Pal and
Praveen were carrying spring actuated knives. Shyam Kumar and Ajit were on a
stolen motor cycle No. DL- 4S AJ 7884. On interrogation, the original No. of the
M/Cycle was found to be DL-4S AJ 7894 and this motorcycle was found to be
stolen from Sector-3, Rohini vide FIR No. 575/09.
Sustained interrogation of the criminals revealed that their gang
members usually travel on bus Route Nos. 721, 753, 39 & Mudrika Service
plying on the Outer Ring Road during peak hours. One or 2 gang members
follow the bus on a motorcycle. They rob bus passengers on knife point and the
gang member who has the robbed money gets off the bus quickly and escapes
on the motorcycle following the bus. Two of the arrested persons Ajit and
3. Shyambir have also admitted snatching gold chains from ladies walking alone on
the road. They have disclosed five such cases of snatching committed in the
area of PS Nihal Vihar reported vide FIR No. 29/09, 57/09, 116/09, 135/09 and
188/09, PS Nihal Vihar. They have also admitted having robbed Rs. 50,000/-
and some documents at knife point in a bus in the Karampura area of Punjabi
Bagh. In this incident, Shyam had decamped with the booty on the motorcycle
following the bus.
This gang is not only operating in Delhi but when they feel police pressure
is mounting, they shift their operations to adjoining states. They have also been
arrested in similar cases in Rajasthan.

MURDER OF FEMALE MAID SERVANT WORKED OUT –
ONE HOMOEOPATH DOCTOR ARRESTED
With the arrest of Dr. N.K. Sharma, a Homoeopath Doctor, Sun
Light Colony police of South-East District has worked out a case of murder of
maid and recovered hand gloves, IB Set with glucose bottle, brick used in the
murder of maid.
On 26.10.09 a dead body of one lady namely Gulabo @ Meena r/o
Aali Vihar, Badarpur, aged about 55 years was recovered in a highly
decomposed state at H.No. 44 Saini Gali, Bhagawan Nagar, Delhi. In this
regard, a case vide FIR No 51/09 dated 26.10.09 u/s 302 IPC P.S. Sunlight
Colony Delhi was registered and investigation taken up.
It was learnt that the said premise was taken on rent by one Dr
N.K.Sharma, a Homeopath practitioner at Badarpur on 10.10.09 through one
common friend Neeraj residing at Bhagwan Nagar, Delhi. The deceased was
working as a maid with Dr. N.K. Sharma at his clinic for the last 8-9 years. Dr
N.K.Sharma shifted on 15.10.09 at this flat. A team comprising of Inspr. J.P.
Singh, Inspr. Investigation, HC Veer Sain, 115/SE, Ct. Brijpal, 2043/SE and
Ct. Kaluram, 2046 was constituted led by Inspr. V.K.P.S. Yadav, SHOO/S.L.
Colony under supervision of Sh. Data Ram, ACP/New Friends Colony. During
investigation, it was learnt that Dr N. K. Sharma was last seen with the
deceased on 20.10.09 in the above said house. Intensive search of Dr
N.K.Sharma was made at different places. Local level intelligence was
developed and sources were mobilized to know the hideouts of Dr. N.K.
Sharma. On 03.11.09, an information was received that Dr N.K Sharma was
trying to board a bus from ISBT Kashmiri Gate and planning to leave Delhi.
Immediately the police team swung into action and rushed to ISBT Kashmiri
Gate from where Dr. N.K. Sharma was arrested.
During sustained interrogation, he revealed that he worked in Air
force and retired in the year 1989 as Sargent. He was married with Kusum in
the year 1979 and is having two sons. After retirement Dr N.K.Sharma and
Kusum did BEMS Course of Homeopathy from NEHM Institute, Janakpuri
Delhi. Both were running a clinic at Badarpur. After some time both the
couple developed difference of opinion which led to Dr. Dr N.K.Sharma to
divorce his wife in the month of October 2008. Dr Sharma and his wife were
residing separately since 2006. Kusum was also running a clinic
5. independently at Pul Prahladpur. During her separation Dr Sharma used to
call the prostitutes for sexual purpose. About two months back, the deceased
caught him red handed with one call girl in the first floor of the clinic. The
deceased started black mailing and defaming him in his circle. Dr Sharma
was worried that she could also tell this fact to his sons and wife. He made a
plan to get rid of her and gave 4 tablets of Alprex on 20.10.09 and took her to
his rented premise on the pretext of doing some treatment. He also took some
medical articles like hand gloves, IB set with glusoce bottle. They came at the
given address at around 5pm. By the time, they reached there, she started
dozing and after some time she fell asleep. Dr Sharma hit her with a brick on
her head and after that he strangulated her with an electric wire and
thereafter he left the place after locking the door. He went different places
including Meerut, Bagpat, Samli, Mathura and Haridwar.

DOUBLE MURDER OF TWO EUNUCHS SOLVED
With the arrest of three accused, the police of P.S. Jamia
Nagar, South-East District has solved a blind murder case of two eunuchs in
their house at Shaheen Bagh, Jamia Nagar, Delhi which created sensation
amongst the public in general and media in particular.
On 20.10.09, two eunuchs were found brutally murdered in
their house at Shaheen Bagh by slitting their throat with multiple sharp
injuries over their bodies and their bodies were found lying on the ground
floor and first floor of the house in a pool of blood. Condition of the dead
bodies pointed that the murder was committed some days ago and the
premises was locked from the outside by the assailants. Further, the house
was also ransacked. In this regard, a case vide FIR No. 315/09 dtd; 20.10.09,
u/s; 302 IPC, was registered at P.S: Jamia Nagar and a police team was
constituted under the supervision of Sh. Data Ram, ACP/NFC led by Inspr.
Awanish Dwivedi, SHO/Jamia Nagar comprising of Inspr. Amrit Raj, Inspr.
Investigation, S.I Ram Manohar, S.I Jitender, S.I Tikaram, HCs Chandra Veer,
Mahender, Cts. Om Prakash, Ramphal, Surajbhan and other staff of the
6. police station. The bodies were identified as that of eunuch Vimleesh aged 45
years and Meena aged 35 years.
During the spot investigation, it was revealed that driver of
Vimlesh Rajesh@Sultan was missing alongwith the Maruti van No.
DL-2CR-2786 belonging to deceased. The police team developed information
and it was found that the driver Rajesh@Sultan is a native of Bhind, Madhya
Pradesh. Extensive search was made and information gathered revealed that
the driver Rajesh was spending lavishly and roaming in the different villages
of Bhind and was hiding in the interior villages and dense forest area. The
police team conducted several raids in different villages of Bhind, Moraina,
Gwalior (Madhya Pradesh), Agra, Ferozabad, Sikohabad, Etawah, Ghazipur
(Uttar Pradesh) for locating him however he kept changing his hideouts. As a
result of perseverance and unrelenting zeal to work, meticulous planning and
courage to search criminals in late hours in the tough terrains of criminal and
dacoits infested areas of U.P and M.P, the police team succeeded in driving
him out of his native place and has finally arrested two accused namely
Rajesh@Sultan and Somveer for committing brutal murder of the two
eunuchs. From the possession of the accused 65 items of gold like jewellery,
17 items of silver jewellery, 23 silver coins, 3 wrist watches and cash Rs.5.82
lacs have been recovered. The fourth accused Bhoora, brother of the arrested
accused Rajesh, who accompanied and helped the assailants in escaping from
Delhi is to be arrested.
During interrogation, the arrested persons have disclosed
about their involvement in crime, planning, preparation and conspiracy
hatched for several days prior to the day of incident, under the active
connivance and support of mastermind Khalil being the main beneficiary of
crime. It was revealed that the driver Rajesh @ Sultan hatched a plan to
eliminate the eunuch Vimleesh in order to grab the cash and jewellery
amassed by her and in furtherance of his common intention Rajesh @ Sultan
lured his friend Somveer, who was called secretly on the day of incident in the
house of the deceased, to accompany him in committing crime, where Rajesh
and Somveer after consuming liquor murdered the eunuchs Vimleesh and
Meena on the night of 18th October while Vimleesh was watching TV after
taking dinner and Meena was washing utensils in kitchen. In order to reduce
the sound of the deceased who struggled for survival, the accused persons
increased the volume of TV. Vimlesh was murdered on her bed while the other
eunuch Meena who tried to run away after watching all this was caught on
the ground floor and murdered. Thereafter, the assailants ransacked the
house and decamped from the spot with cash and jewellery in Maruti van
belonging to the deceased. They were well aware about the cash and jewellery
worth several lacs kept in the house in unlocked almirahs. At the instance of
the arrested accused persons, the weapon of offence, a sharp edged blood
stained chopper has been recovered.
7. 1.Rajesh@Sultan (age 25 years) r/o; Vill & P.S: Adarsh Pawai, Tehsil &
Distt.; Bhind (M.P) is a class 8th drop out and married having two daughters
aged 4 years and 2 years respectively. He is the fourth in the family of six
brothers and working in Delhi for the last 10 years as a Tempo driver. He was
working as driver of the deceased eunuch Vimleesh for the last about 2
months. About 5 years back, he got familiar with the co-accused Somveer
while working with him in a firm which provides electric items on rent for
marriage at Santnagar, East of kailash. Later on, both of them started
working as driver and became close friends. He has been found previously
involved in case FIR No.181/08, u/s; 279/337 IPC, P.S: Jamia Nagar.
2.Somveer (age 23 years) r/o; Vill; Kirore, Tehsil; Jasrana, Distt;
Ferozabad (U.P). is a class 8th drop out and married having a son aged 3
years. He is the eldest in his family of five brothers and sisters. His father
works as a ‘Safai Karamchari’ at Holy family hospital, N.Delhi and residing at
NOIDA. He is presently working as a Taxi driver in NOIDA.
3. Khalil Ahmad (age 48 years) r/oHari Nagar Extn., Saurav Vihar,
Jaitpur, N.Delhi is the master mind of the crime. He has been accompanying
the deceased eunuch Vimleesh as her protection cover for the last several
years and was aware of all the cash and valuables she had in her custody. He
has two sons and a daughter and runs a shop in the area of Jaitpur, N.Delhi.

CASE OF BAG THEFT OF A NRI BY TSR DRIVER SOLVED –
FOREIGN & INDIAN CURRENCY, DIGITAL CAMERA, LAPTOP
MOBILE PHONES CONTAINING UK SIM CARD RECOVERED
8. The staff of police station New Friends Colony has solved a case of
bag theft by a TSR driver and had recovered stolen articles after locating the
address of TSR driver Rajender.
On 18/10/09, Shri Ashok Bhalla, an NRI R/o Wimbledon,
London boarded an auto from Nizamuddin Bus Depot to Sukhdev Vihar . On
the way he stopped at VERMA STORE to purchase some sweets. He went
inside the shop and when he came back the Auto driver had left taking away
his bag black colour containing his British Passport, Foreign Currency, Air
ticket folder containing legal papers, digital Camera, a LAPTOP and Indian
Currency notes and two mobile phones. He had noted only last 4 digit 0827 of
TSR. A case U/S 407 IPC was registered & investigation taken up.
During the investigation the IO HC Pramod, 432/SE along with Ct.
Jagat Singh No 1246/SE contacted the State Transport Authority, Burari and
found twelve such TSR having Regn. No. 0827. Out of these six TSR were
dismantled and scrapped while five remaining TSR were located by putting
tedious efforts and one TSR No DL 1RE 0827 found to be registered in the
name of Ram Das who had left the given address without intimating his
present address. M/s Anand Bhushan Maa Kirpa Auto Deals, Pahar Ganj was
located and from where the address of Rajender, the TSR driver was obtained
but he fled away from the given address leaving the house locked. A team was
sent to Agra at his native place but he was found absconding.
The photograph of the TSR driver was shown to complainant who
identified the TSR driver and after a search at his address police recovered the
Passport, Foreign Currency 500(G.BP) + 6500 Russian Roubles, Air ticket,
folder containing legal one jeans pant & shirt, Canon Digital Camera, one Dell
LAPTOP and Indian Currency Rs 95000/ and two mobile phones one Black
Berry worth 25,000/- containing UK Sim Card No. 00447740982729, one
Nokia 6111 and NOKIA Mobile 6288. The TSR has also been recovered.
Further investigation is in progress.

A GANG OF DREADED ROBBERS NABBED
The South-East Distt has achieved a major breakthrough
by apprehending six dreaded robbers, who used to rob the people on the
pretext of giving them lift.
On 26/10/09, a person namely Mahender Kumar Pandey
R/o GK-Ist, New Delhi was offered a lift by occupants of a Santro Car near
Pumposh Enclave, Bus Stand. When he sat in the car, the four occupants of
the car started beating him black & blue and he was robbed of his two mobile
phones, Rupees fifteen hundred, one bed sheet and one iron press and was
thrown away from the car after travelling a distance of about half a kilometer.
A case FIR No.296/09 was registered U/s 394/397 IPC at P.S. C.R. Park and
investigation taken up.
On 3/11/09, as per directions of senior officers, strong
pickets were deployed at the entry & exit points for routine checking of
vehicles. At about 3 PM, SI D.P Singh, SI Parveen, SI Mahesh, HC Jeet Singh,
No.256/SE & Ct. Dinesh No.1721/SE alongwith other staff intercepted one
Santro Car bearing No.DL3CAQ-4320 at Alakananda Picket. When they tried
to stop the car, the driver of the car accelerated the speed and tried to run
away but the occupants of the car were over powered. On their search, one
country made revolver, with two live cartridges was recovered from one of the
four occupants namely Chandan. A Kirpan was recovered from Ajit and
another similar Kirpan was recovered from Neeraj. All the four occupants were
subjected to sustained interrogation and it was found that they were traveling
in a stolen vehicle, which was stolen from Cannought Place area, and had
been robbing the people of their belongings on gun point.
Later on, their two more associates namely Suraj & Neeraj
were also apprehended from Jahapanah Forest, where they were about to
meet them. One of the two associates namely Suraj was found in possession
of a button knife. All the six accused persons are of age group between 18-21
years and have been committing snatching/robberies frequently. The
following stolen/robbed items have been recovered from their possession:

All the six accused persons have been arrested in Case FIR No.
296/09 U/s 394/397 IPC P.S. Chittranjan Park. Whereas Case FIR No.
205/09 U/s 379/406 IPC stands registered at Police Station Cannought Place
in respect of theft of stolen Santro Car recovered from the possession of the
accused persons, the mobile phones recovered from the accused persons are
being connected with the incidents committed by them at various places all
over Delhi
Further investigation is in progress and more recovery is
likely to be effected.

Whereas there have been incidents of explosion in the Cinema
Houses in Delhi in the past causing loss of life and property.
2. And whereas I have reasons to believe that circumstances exist where
carrying of concealed arms/fire arms/explosives etc. inside any place of
public amusement etc. in East District is likely to cause danger to human
life, safety, disturbance of public tranquility or a riot.
3. Now, therefore, I, Dr. O.P. MISHRA, Dy. Commissioner of Police,
East District, Delhi in exercise of the powers conferred upon me under
Section 144 Criminal Procedure Code, 1973, read with Govt. of India,
Ministry of Home Affairs and New Delhi’s Notification No.
U-11036/1/2008, (i) UTL, 26.11.2008, do hereby prohibit the carrying of
any Box, including Tiffin box, Bag, Hand Bag and any other container
capable of concealing any arm/fire-arm/explosive material inside any
place of public amusement including Cinema Houses in the East District.
4. The order shall come into force with effect from 08.11.2009 and shall
remain in force for a period of 60 days i.e. upto 06.01.2010 (both days
inclusive) unless withdrawn earlier.
11. 5. Any person contravening this order shall be punishable under Section
188 of the Indian Penal Code.
6. As the notice cannot be served individually on all concerned, the order
is passed ex-parte. It shall be published for the information of the public
through the press and by affixing copies on the notice boards of all DCsP,
Addl.DCsP/ACsP, Tehsil Offices of the Districts, all Police Stations
concerned and Offices of the MCD.

Whereas a large number of commercial places/shops have come up in East
District which are popularly known as Cyber Cafes and large number of people visit them to use
the facilities available in such place including e-mail facility.
7. And whereas, it has come to notice that certain criminal anti-social
elements/terrorists are also using these facilities to mislead the security/investigating
agencies, create panic amongst the public, endanger the security of VVIPs and Govt.
Institutions, held in the terrorist activities directly affecting the security of the State.
8. And whereas, it is necessary to take speedy measures in this behalf to prevent danger
to human life or safety, to thwart/prevent terrorist activities, which may affect the
security of the State and disturbance of public order and tranquility.
9. Now, therefore, I Dr. O.P. MISHRA Dy. Commissioner of Police, East District,
Delhi in exercise of the powers conferred upon me under Section 144 Criminal
Procedure Code, 1973 (No.2, 1974) read with Govt. of India, Ministry of Home
Affairs, New Delhi’s Notification No. U-11036/1/2008 - UTL, dated 26.11.08, do
hereby make this written order for strict compliance by the owners of such Cyber Cafes
in the entire East District, Delhi :-
a. prohibiting the use of Cyber Cafe by unknown person and whose identity has
not been established by the owner of the Cafe;
b. maintaining a register for identity of the visitor/user ;
c. make an entry in the handwriting of the visitor/user mentioning name, address,
telephone number and identity proof. The visitor/user shall also sign the register
kept for this purpose;
d. the identity of the visitor/user shall be established through identity card, voter
card, ration card, driving license, passport and photo credit card (any one of
them) ;
e. activity server log should be preserved in main server and its record should be
preserved for atleast six months ;
12. f. if any activity of the visitor is of a suspicious nature the owner of the Cyber
Café will immediately inform the Police Station ; and
g. record alongwith photograph be maintained about the specific computer used by
the person.
5. This order shall come into force with effect from 08.11.2009 and shall remain
in force for a period of 60 days i.e. upto 06.01.2010 (both day inclusive) unless withdrawn
earlier.
6. Any person contravening this order shall be punishable under Section 188 of the
Indian Penal Code.

adjoining areas are busy places frequently visited by a large number of accused
persons, petitioners etc. appearing in various Courts functioning in Karkardooma Court

10. And whereas reports have been received indicating that such conditions now
exist that unrestricted holding of public meetings, processions/demonstrations
etc. in the area are likely to cause obstruction to traffic, danger to human safety
and disturbance of public tranquility.
11. And whereas it is necessary to take speedy measures in this behalf to
prevent danger to human life or safety, and disturbance of public tranquility.
12. Now, therefore, in exercise of the powers conferred upon me by Section 144
Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home
Affairs, New Delhi’s Notification No. U-11036/1/2008 UTL, dated 26.11.2008. I,

vii) picketing or dharnas in any public place within the area specified in the
schedule and site plan appended to this order without a written
permission.

Whereas reports have been received that due to the situation
prevailing in the areas of Police Stations of East District, Delhi i.e. Vivek Vihar,
Anand Vihar, Farsh Bazar, Krishna Nagar, Gandhi Nagar, Geeta Colony, Shakar
Pur, Preet Vihar, Jagat Puri, Mandawali, Pandav Nagar, Madhu Vihar, Mayur
Vihar, Kalyan Puri & New Ashok Nagar it is apprehended that terrorist/anti-social
elements may seek hideouts in the residential areas of the said Police Stations
and there is every likelihood of breach of peace and disturbance of public
tranquility and also there is grave danger to human life and safety and injury to
public property on that account.

landlords/tenants so that terrorists/anti-social elements in the guise of tenants
may not cause explosions riots, shoot outs, affray etc. and that immediate action
is necessary for the prevention of the same.

East District, Delhi in exercise of the powers conferred by clause (b) of Sub-
section (I) of the Section 70 of the Delhi Police Act, 1978 (34 of 1978) upon me

THREE DESPERATE BURGLERS ARRESTED: 100 KGs STEEL CIRCLES
RECOVERED.
INTRODUCTION
16. With the arrest of three persons namely i) Naresh @ Binta, aged 20 years, S/o Vijender,
ii) Nagender @ Chikna @ Tinku, aged 20 years, s/o Raj Kumar and iii) Manoj @ Neta, aged 22
years, S/o Prem Singh, all resident of Jhuggi cluster, WPIA, Ashok Vihar, Delhi, the North West
District Police has busted a gang of desperate burglars and solved a case of burglary in a factory
at WPIA, Ashok Vihar. The Police team also recovered 100 Kgs. Steel circles from their
possession.
INCIDENT & TEAM
On intervening night of 29/30-10-2009, a PCR call was received at Police Station Ashok
Vihar regarding theft in the factory No. A-77/2, WPIA, Ashok Vihar. Immediately, a Police team
from PS Ashok Vihar reached the spot and inspected the place of occurrence. The statement of
complainant, the owner of factory, was recorded and a case of burglary was registered in the
Police Station Ashok Vihar. The complainant told that about 250 Kgs. steel circles have been
stolen from his factory in the night.
Accordingly, a Police team comprising of SIs Haroon Ahmed, Satya Prakash, HCs Brij
Bhan, Devender, Ct. Mohd Pasa led by Inspr. Pratap Singh, SHO/Ashok Vihar was constituted
under the close supervision of Sh. R.C. Saini, ACP/Ashok Vihar to nab the criminals.
INVESTIGATION
The Police team developed intelligence and deployed informer to trace out the criminals
behind the incident. During the investigation the Police team came to know that some burglars
are sitting in a park at ‘A’ Block, WPIA, Ashok Vihar who are planning to sell stolen some stolen
steel articles. The Police team immediately swung into action and raided the site, where Naresh
@ Binta and Nagender @ Chikna were caught by the Police team. The Police team also
recovered about 100 Kgs. Steel circles, which they are, intend to sell.
INTERROGATION & MODUS OPERANDI
On sustained interrogation the duo revealed that they used to choose isolated and shutter
down factories in the area of WPIA, as their target for committing burglaries in the night. Further
interrogation of duo disclosed that they have two other associates namely Manoj @ Neta and
Vinod @ Neta who were involved in above said burglary incident. On their instance Police team
arrested Manoj @ Neta and efforts are afoot to arrest Vinod @ Neta. They have also disclosed
that they have stolen about 250 Kgs. of steel circles, after removing tin shed of the factory.
Nagender @ Chikna and Manoj @ Neta are found involved in 3 cases of burglary in the
Police Station Ashok Vihar.
More arrest and recoveries are likely to affect in the case.

DOMESTIC SERVANT ARRESTED IN HOUSE THEFT CASE.
INTRODUCTION
With the arrest of two persons namely i) Jugal Kishroe aged 24 YEARS, s/O Ram Pratap
r/o Village Sita Pur, Distt. Karvi Chitra Koot UP and ii) Rahul Sharma aged 20 years, S/o Ram
Shroman r/o Vilalge Khandeha, Distt. Manik Pur, UP, the North West Distt. Police arrested two
domestic servant who were involved in house theft cases.
INCIDENT & TEAM
On 15.10.2009 a PCR call was received regarding theft in a house at TU block,
Pitampura, Delhi. Accordingly a Police team was sent to the place of occurrence, where it came
to notice that house belongs to one Sh. Pradeep Kumar Bagga, Director Ministry of Finance who
was staying with his servant Jugal Kishor. The house was found ransacked. On enquiry by the
Police team Sh. Pradeep Kumar revealed that when he came from his office around 8.00 p.m. he
found his domestic servant was tied with cello tape in a room and room was ransacked. Cash Rs.
40,000/-, silver decorative vessels, Asahi Pentax SLR camera, Digital camera, Cell Phone N-71
and a wrist watch were found stolen.
Accordingly, a Police team was constituted to nab the criminals.
INVESTIGATION
During investigation Jugal Kishore stated that on the fateful day he was alone in the
house, when two persons entered in the house on the pretext of employee of Malaria Department
and they overpowered him, tied him with cello tape and robbed the above mentioned articles
from the house. A case FIR No. 532/09 u/s. 392/34-IPC dated 15.10.2009 was got registered in
the Police Station Maurya Enclave and the investigation entrusted to the Police team. During the
course of investigation it came to notice that the stolen mobile phone was being used by one Ram
Pratap r/o Sita Pura, Chitrakoot, U.P., who was the father of complainant Jugal Kishore. The
complainant was intensively interrogated, on the basis of the above facts.
INTERROGATION & MOTIVE
On sustained interrogation the accused Jugal Kishore revealed that he had conspired with
one Rahul (his cousin) and made a plan to rob the house and according to their plan the duo
committed the above said theft.
The motive of the duo is to earn easy money through illegal means. Both the accused are
working as domestic help for the last 4 years in Delhi.
RECOVERY
Silver decorative pieces have been recovered from the possession of co-accused Rahul.
The accused Jugal Kishore has disclosed that he has sent the remaining items and cash to his
village through his father Ram Pratap.

TWO AUTO LIFTERS OF INTERSTATE GANG ARRESTED
Anti Auto Theft Squad of North-West District has arrested two auto lifters
of interstate gang namely (1) Sultan Ali @ Ahmad Ali (25 yrs.) s/o Late Sh. Manzoor
Ali (UP) r/o H No. A/13 Masjid wali Gali, Aman Vihar, Delhi and (2) Mohd. Aslam
(28 yrs.) ( Bihar ) s/o Abdul Aziz r/o HNo. H-1/315-316, Sultan Puri, Delhi, vide DD
No. 83B dated 3.11.09 u/s 41.1.(D) Cr.P.C. PS Shalimar Bagh, Delhi and recovered one
TATA-407 and one Motor Cycle at their instance. They also admitted that they have
stolen 8 other TATA-407 from various parts of Delhi. 10 cases of auto theft have been
worked out with their arrest.
BRIEF FACTS :
With a view to keep a check on the incidents of auto theft and to nab the
criminals involved in auto lifting, the A.A.T.S. of North-West District had been
sensitized and check had also been intensified in the area of North-West District. On
3.11.09 a secret information was received in A.A.T.S. of North-West District through
informer that one notorious auto lifter namely Sultan who is involved in various auto
theft cases, would come in a stolen TATA-407 bearing No. DL-1L-D-5501 from
Madhuban Chowk and further proceed towards Azad Pur via Shalimar Bagh to dispose
off the said stolen TATA-407. On this information Sh K.K. Sharma, ACP/OPS./NWD
constituted a team of A.A.T.S. in the leadership of Inspr. L.C.Yadav consisting ASI
Suredner Kumar, HC Naresh Kumar, HC Sri Bhagwan, Ct. Satish Kumar, Ct. Sohan
Tyagi, Ct. Jai Bhagwan, Ct. Kulbhushan and Ct. (DVR) Sushil who were detailed for
vehicle checking at Radha Krishan Mandir Shalimar Bagh. During the checking of
vehicles, at about 4 PM one TATA-407 bearing No. DL-1L-D-5501 was seen coming
from iron bridge side. The Tempo driver was signaled to stop but instead of stopping,
driver speed up the tempo towards Azad Pur. On this, staff intercepted the car with the
help of barricade and apprehended the tempo driver with said vehicle. On enquiry the
name of tempo driver was revealed as Sultan Ali @ Ahmad Ali s/o Late Sh. Manzoor Ali
r/o HNo. A/13 Masjid wali Gali, Aman Vihar, Delhi and another person who was sitting
beside him identified as Mohd. Aslam s/o Abdul Aziz r/o HNo. H-1/315-316, Sultan
Puri, Delhi. On asking the ownership of the tempo Sultan could not produce any
documentary proof of the said vehicle. On personal search of Aslam one RC of motor
cycle No. DL-8S-AA-2999 was recovered form his pocket. About which he disclosed
that they have stolen the same motor cycle from the area of PS Prashant Vihar and
presently parked it at residence of accused Sultan in Aman Vihar. On further cross
checking the tempo was also found stolen from the area of PS Mangol Puri, Delhi vide
FIR No. 370/09 u/s 379 IPC.
19. INTERROGATION :-
During sustained interrogation the accused persons disclosed that Aslam
was a TSR driver in the night shift and Sultan Ali was working as driver of TATA-407 at
cement siding Shakur Basti Railway Station when they met Shahid who was spending
money lavishly and was very clever in stealing and sale of commercial vehicles. To earn
easy money they joined with Shahid and committed a series of incidents of auto theft and
sold the stolen vehicles in nearby area of Bulandshahar, Firozabad and Aligarh in UP.
After the arrest of Shahid, Sultan became the leader of his gang. They have dioscled their
involvement in the cases of theft of commercial vehicles No. (1) RJ-2G-7359 from
Ramgarh service road, PS Jahangir Puri, Delhi, (2) DL-1L-V-3879 from railway colony,
Kishan Ganj, PS Sarai Rohilla, Delhi, (3) HR-55-A-9139 from A block Phase-I, Naraina
Industrial Area, PS Naraina, Delhi, (4) HR-37-7729 from J.J. Colony Nangloi, PS
Nangloi, Delhi, (5) Two oil Tankers and (6) one LP Truck from Transport Nagar, Punjabi
Bagh, Delhi and (7) one TATA-407 from Ramgarh service road, PS Jahangir Puri, Delhi.
MODUS OPERANDI :
The accused persons have disclosed that Shahid, Sultan, Aslam, Babloo,
Guddu and Sonu are all relatives and they used to assemble in Aman Vihar in the late
night Aslam used to come in TSR which he drive on hire and Sultan and Shahid come
with duplicate keys of Tata-407 with them and go for hunt in auto of Aslam. When they
found any commercial vehicle parked at lonely place, they try to start the vehicle with the
duplicate keys, if it works, two persons of the gang, sit in vehicle and flee away with the
stolen vehicle. They park the vehicle in transport area so that nobody could identify the
vehicle. After that they used to contact probable buyer at Bulandshahar, Aligarh and
Firozabad (UP) to sale out the said vehicle without papers. When the deal is settled they
take the vehicle to the destination after changing the number plate given by the buyer
with fake papers. Accordingly they all share the booty.
ACCUSED ARRESTED :-
(1) Sultan Ali @ Ahmad Ali (25 yrs.) s/o Late Sh. Manzoor Ali r/o HNo. A/13
Masjid wali Gali, Aman Vihar, Delhi. He is a native of village Gurugaon, PS
Bhogni Pur, District Kanpur (UP) and earlier he was working as Driver at
Cement site in Sakur Basti, Delhi when he came into contact with Shahid who
was earlier involved in theft of commercial vehicles and started criminal activities
with him. Shahid was arrested by Crime Branch in August-2009. After arrest of
Shahid, Sultan became the leader of the gang. He is married and was not arrested
earlier.
(2) Mohd. Aslam (28 yrs.) s/o Abdul Aziz r/o HNo. H-1/315-316, Sultan Puri, Delhi
and permanent address Vill.Hari Pur PS Pusha Distt Samasti Pur Bihar. He is
auto driver by profession. He used to take auto on hire to drive during the night.
He came into contact Shahid about one year ago and started to ferry Shahid,
Sultan, Guddu,Bablu and other members of the gang, when they go for hunt in the
20. night at various parts of Delhi. He also get the share of booty. He is married
having two children and was not arrested earlier.

INTRODUCTION

vagabond, Ghodewala Park, Raghubir Nagar, Delhi and ii) Aarti, aged 25 years, w/o Karan also
vegabound of Ghodewala Park, Raghubir Nagar, Delhi, the North West District Police has busted
a gang of women committing pick pocketing in running buses.
INCIDENT
On 3.11.09, one Amrik Kaur, d/o Ram Swaroop SAini r/o Libas Pur, Delhi reported that
while she was returning from PCTI Institute Pitampura, Delhi in bus route No. 883 and the bus
was overcrowded, two women were standing both side of the girl. One of them put her dupta
over her hand bag and tried to take out Rs. 500 and a gold chain from her bag. When Amrik Kaur
realized that her articles are being removed by two lady she raised an alarm and the above two
women pick pockets were arrested red handed. On the statement of Amrik Kaur the case was
registered and the investigation was taken up in the Police Station Maurya Enclave.
INTERROGATION & MOTIVE
During the interrogation both the women revealed that they used to commit pick
pocketing in running buses from Raja Garden to ISBT. Both the women are real sister and
married.

INTERSTATE GANG OF AUTO LIFTERS BUSTED
With the arrest of (1) Moin Khan, aged 25 years, s/o Hissamuddin r/o village
Anti, Tehsil & P.S. - Khatauli, District Muzzafar Nagar, UP, and (2) Manoj Kumar @
Sumit, aged 33 years, s/o Om Prakash r/o H.N. 249, Gali No.-22, Gandhi Colony,
Muzzafar Nagar, UP, North District police has busted a gang of inter state auto lifters.
INCIDENT AND TEAM
On the intervening night of 2/3-10-09, HC Sanjay Kumar, Ct. Balbir Raj and
Ct. Anuj, while on night patrolling duty in the area of P.S. Subzi Mandi, spotted one
young man, namely Moin Khan, using a drill machine to cut the side glass of car no.
DL-4C-AJ-3111, make Hundai Verna. On suspicion, when the head constable made
enquiries, that person tried to hoodwink the police staff by pretending to be the driver of
the said vehicle and told that since the keys of the car were lost, his employer had told
him to open the car. The police team was not satisfied so they traced the car owner in the
locality and confirmed that the suspect was, in fact, trying to steal the car. In the
meantime, his associate, Manoj, who was waiting nearby in a car, ran away from the spot.
Subsequently a case vide FIR No. 250/09 u/s 379/511 IPC was registered at Police
Station Subzi Mandi and Moin Khan was arrested. A team consisting of Inspector
Virender Singh, ATO/Subzi Mandi, SI Ram Phal, HC Sanjay Kumar, HC Udham Singh,
Ct. Balbir Raj, Ct. Anuj and Ct. Brijesh under the leadership of Insp. Ram Singh,
SHO/Subzi mandi and overall supervision of Sh Sahdev Singh, ACP/Sadar Bazar was
formed.
22. INTERROGATION
The accused Moin Khan was put under sustained interrogation. His police
custody remand was obtained. During interrogation, Moin Khan revealed that he was a
trained car mechanic. He was previously involved in 4 criminal cases and while he was
lodged in Dasna Jail, Ghaziabad, he became friendly with one Manoj Kumar. After
getting out from Jail in the third week of September, he joined hands with Manoj in
stealing cars for a share of the booty received from sale of the vehicle. Moin Khan led
police team to the hideout of the main accused, Manoj Kumar but he was found
absconding.
Several raids were conducted at different places in Meerut and Muzzafar Nagar to
nab Manoj Kumar. A trap was laid and Manoj was apprehended when he visited his
house at Muzzafar Nagar in a stolen Santro Car. He tried to flee away but was
overpowered by the determined police team. The police party broke the front wind
screen of his car and in the process the accused and one UP police personal sustained
minor injuries. On sustained interrogation, the accused, Manoj Kumar, revealed that he
was involved in about 40-45 cases of motor vehicle theft and had been arrested in
about 10 cases on various occasions. The Santro car he was traveling in was also stolen
from Anand Vihar area of Delhi in the early hours of that day. A bag containing a
Chinese Drill Machine with spare battery, one battery charger and a number of
tools were recovered from his possession.
After sustained interrogation he led the police party to various places from where
the had stolen vehicles and also to the locations at Khatauli, Muzzafar Nagar, UP where
his accomplices used to dismantle and dispose off the stolen vehicles. Two oxygen gas
cylinders, one gas cutter, one chain pulley, one Tool box, one hammer and large numbers
of spanners and other tools have been recovered.
Remnants of a large number of disposed off cars have also been found and the
same are being checked by the local police of Khatuli for any identification marks and
further investigation. He further revealed that they used to select their target on city roads
in the early morning. They used battery operated drill machine to cut the window
glass, built-in steering lock and gear lock etc. Then they used to replace the ignition
lock of the car. Stolen car was then dismantled and its body cut into pieces at a
23. factory yard in Meerut, U.P. with a gas cutter. Of late accused Manoj was selling
stolen cars to two of his accomplices of Meerut who are absconding. He has been
changing his associates every time he was arrested in the past. Efforts are afoot to arrest
his accomplices and further investigation is in progress.
PROFILE OF ACCUSED
1. Moin Khan, aged 25 years, s/o Hissamuddin r/o village Anti, Tehsil & P.S. -
Khatauli, District Muzzafar Nagar, UP has studied up to 6th standard and is
married. He has basic knowledge of a car mechanic and is an expert and fast
driver. He alongwith co-accused Manoj Kumar, used to steal the vehicle and
drove it to the destination given by Manoj for a consideration of Rs. 5000/-. He is
involved in 4 criminal cases of Arms act, NDPS Act, Robbery and forgery in
Delhi and Ghaziabad, U.P. He is involved in following cases:-

2. Manoj Kumar @ Sumit, aged 33 years, s/o Om Prakash r/o H.N. 249, Gali
No.-22, Gandhi Colony, Muzzafar Nagar, U.P. He is B. Sc., B Ed. and is married.
He has two children. He is also running a cassettes shop from his residence as a
front. He is the mastermind in this gang. In December 1997, while he was
studying, he stole a Hero Splender Motor cycle from Delhi University area to
impress his classmates and girl friends. He was arrested in that case in the year
1998. While in jail he became friendly with one Sandeep @ Rahul r/o Janakpuri
who was a desperate auto lifter. Manoj could not get any regular job even after
having two degrees. To earn quick and easy money he joined Sandeep @
Rahul and involved in motor vehicle theft. In the year 2004, he was arrested
twice by AATS/ New Delhi District. From thence he graduated as a full time auto
lifter and after release from jail, he joined other criminals and continued to steal
cars. He was later on arrested by Muzzafar Nagar police in the year 2006, 2007
24. and again in February 2009 and two stolen cars were recovered from him. He
came out from jail in August 2009 since then he has stolen 7 cars. He has been
previously arrested in 10 criminal cases in Delhi and U.P. He is involved in
