Company Authorisation : Establish and control 
the competence of certifying staff authorisation 
based on CAR 145 
Component Authorisation is based on CAR Sec 
2 Series L Part X
Definition 
145.A.35(a)(i) “Support staff” means those staff 
holding a type rated aircraft maintenance 
licence as appropriate on the aircraft type, 
working in a base maintenance 
environment while not necessarily holding 
certification privileges.

145.A.35(a)(iii) “Certification authorisation” 
means the authorisation issued to certifying 
staff by the organisation and which specifies 
the fact that they may sign certificates of 
release to service within the limitations stated in 
such authorisation on behalf of the approved 
organisation.’;
145.A.30(e) 
145.A.30(e) The organisation shall establish 
and control the competence of personnel 
involved in any maintenance, management 
and/or quality audits in accordance with a 
procedure and to a standard agreed by DGCA.
AMC 145.A.30 (e) Personnel requirements 
1. The referenced procedure requires amongst 
others that planners, mechanics, specialised 
services staff, supervisors and certifying staff are 
assessed for competence by 'on the job' 
evaluation and/or by examination relevant to their 
particular job role within the organisation before 
unsupervised work is permitted.

3. (a) Planners are able to interpret maintenance 
requirements into maintenance tasks, and have 
an appreciation that they have no authority to 
deviate from the maintenance data.

3. (b) Mechanics are able to carry out 
maintenance tasks to any standard specified in 
the maintenance data and will notify supervisors 
of mistakes requiring rectification to re-establish 
required maintenance standards.

3. (c) Specialised services staffs are able to carry 
out specialised maintenance tasks to the 
standard specified in the maintenance data and 
will both inform and await instructions from their 
supervisor in any case where it is not possible to 
complete the specialised maintenance in 
accordance with the maintenance data.

3. (d) Supervisors are able to ensure that all 
required maintenance tasks are carried out and 
where not completed or where it is evident that a 
particular maintenance task cannot be carried out 
to the maintenance data, then such problems will 
be reported to the145.A.30(c) person for 
appropriate action. In addition, for those 
supervisors who also carry out maintenance 
tasks that they understand such

3. (e) Certifying staff are able to determine when 
the aircraft or aircraft component is ready to 
release to service and when it should not be 
released to service.
145.A.35 Certifying and support staff 
(a) the organisation shall ensure that certifying 
staff and support staff have an adequate 
understanding of the relevant aircraft and/or 
components to be maintained together with the 
associated organisation procedures. In the case 
of certifying staff, this shall be accomplished 
before the issue or re-issue of the certification 
authorisation.
145.A.35 Certifying and support staff 
(a) (iii) “Certification authorisation” means the 
authorisation issued to certifying staff by the 
organisation and which specifies the fact that they 
may sign certificates of release to service within 
the limitations stated in such authorisation on 
behalf of the approved organisation.’;

authorisation when satisfied that compliance 
has been established with the appropriate 
paragraphs of CAR-145 and DGCA Licencing 
requirement

In granting the certification authorisation the 
maintenance organisation approved under CAR- 
145 needs to be satisfied that the person holds a 
valid DGCA aircraft maintenance licence and may 
need to confirm such fact with DGCA.
145.A.35 (d) Certifying and support staff 
(d) The organisation shall ensure that all 
certifying staff and support staff receive 
sufficient continuation training in each two year 
period to ensure that such staff have up-to-date 
knowledge of relevant technology, organisation 
procedures and human factor issues.

145.A.35 (e) Certifying and support staff 
(e) The organisation shall establish a programme 
for continuation training for certifying staff and 
support staff including a procedure to ensure 
compliance with the relevant paragraphs of 145. 
A.35 as the basis for issuing certification 
authorisations under this CAR to certifying staff, 
and a procedure to ensure compliance with 
DGCA licensing system.
145.A.35 (f) Certifying and support staff 
(f) the organisation shall assess all prospective 
certifying staff for their competence, qualification 
and capability to carry out their intended certifying 
duties in accordance with a procedure as 
specified in the exposition prior to the issue or re-issue 
of a certification authorisation under this 
CAR.
145.A.35 (g) Certifying and support staff 
(g) When CS fulfil the requirement 
● relevant knowledge to technology and 
procedures 
● valid AMEL , 
● continuation training, 
● assessed for qualification and capability 
● least six months of actual relevant 
maintenance experience in a two year period
145.A.35 (g) Certifying and support staff 
(g) organisation shall issue a certification 
authorisation that clearly specifies the scope and 
limits of such authorisation. Continued validity of 
the certification authorisation is dependent upon 
continued compliance with paragraphs (a), (b), 
(d), and where applicable, paragraph(c).
145.A.35 (h) Certifying and support staff 
(h) The certification authorisation must be in a 
style that makes its scope clear to the certifying 
staff and any authorised person who may require 
to examine the authorisation.
145.A.35 (h) Certifying and support staff 
(h) where codes are used to define scope, the 
organisation shall make a code translation readily 
available.‘authorised person’ means the officials 
of DGCA, who has responsibility for the oversight 
of the maintained aircraft or component.
145.A.35 (i) Certifying and support staff 
(i) The person responsible for the quality system 
shall also remain responsible on behalf of the 
organisation for issuing certification 
authorisations to certifying staff.Such person may 
nominate other persons to actually issue or 
revoke the certification authorisations in 
accordance with a procedure as specified in the 
exposition.

Aircraft certification authorisation

  • 2. Reference Company Authorisation : Establish and control the competence of certifying staff authorisation based on CAR 145 Component Authorisation is based on CAR Sec 2 Series L Part X
  • 3. Definition 145.A.35(a)(i) “Support staff” means those staff holding a type rated aircraft maintenance licence as appropriate on the aircraft type, working in a base maintenance environment while not necessarily holding certification privileges.
  • 4. Definition 145.A.35(a)(iii) “Certification authorisation” means the authorisation issued to certifying staff by the organisation and which specifies the fact that they may sign certificates of release to service within the limitations stated in such authorisation on behalf of the approved organisation.’;
  • 5. 145.A.30(e) 145.A.30(e) The organisation shall establish and control the competence of personnel involved in any maintenance, management and/or quality audits in accordance with a procedure and to a standard agreed by DGCA.
  • 6. AMC 145.A.30 (e) Personnel requirements 1. The referenced procedure requires amongst others that planners, mechanics, specialised services staff, supervisors and certifying staff are assessed for competence by 'on the job' evaluation and/or by examination relevant to their particular job role within the organisation before unsupervised work is permitted.

  • 10. AMC 145.A.30 (e) Personnel requirements 3. (a) Planners are able to interpret maintenance requirements into maintenance tasks, and have an appreciation that they have no authority to deviate from the maintenance data.
  • 11. AMC 145.A.30 (e) Personnel requirements 3. (b) Mechanics are able to carry out maintenance tasks to any standard specified in the maintenance data and will notify supervisors of mistakes requiring rectification to re-establish required maintenance standards.

(c) Specialised services staffs are able to carry out specialised maintenance tasks to the standard specified in the maintenance data and will both inform and await instructions from their supervisor in any case where it is not possible to complete the specialised maintenance in accordance with the maintenance data.

(d) Supervisors are able to ensure that all required maintenance tasks are carried out and where not completed or where it is evident that a particular maintenance task cannot be carried out to the maintenance data, then such problems will be reported to the145.A.30(c) person for appropriate action.   • 15. AMC 145.A.30 (e) Personnel requirements 3. (e) Certifying staff are able to determine when the aircraft or aircraft component is ready to release to service and when it should not be released to service.
  • 16. 145.A.35 Certifying and support staff (a) the organisation shall ensure that certifying staff and support staff have an adequate understanding of the relevant aircraft and/or components to be maintained together with the associated organisation procedures. In the case of certifying staff, this shall be accomplished before the issue or re-issue of the certification authorisation.
  • 17. 145.A.35 Certifying and support staff (a) (iii) “Certification authorisation” means the authorisation issued to certifying staff by the organisation and which specifies the fact that they may sign certificates of release to service within the limitations stated in such authorisation on behalf of the approved organisation.’;
  • 18. AMC 145.A.35 Certifying and support staff The organisation issues the certification authorisation when satisfied that compliance has been established with the appropriate paragraphs of CAR-145 and DGCA Licencing requirement
  • 19. AMC 145.A.35 Certifying and support staff In granting the certification authorisation the maintenance organisation approved under CAR- 145 needs to be satisfied that the person holds a valid DGCA aircraft maintenance licence and may need to confirm such fact with DGCA.
  • 20. 145.A.35 (d) Certifying and support staff (d) The organisation shall ensure that all certifying staff and support staff receive sufficient continuation training in each two year period to ensure that such staff have up-to-date knowledge of relevant technology, organisation procedures and human factor issues.

  • 22. 145.A.35 (e) Certifying and support staff (e) The organisation shall establish a programme for continuation training for certifying staff and support staff including a procedure to ensure compliance with the relevant paragraphs of 145. A.35 as the basis for issuing certification authorisations under this CAR to certifying staff, and a procedure to ensure compliance with DGCA licensing system.
  • 23. 145.A.35 (f) Certifying and support staff (f) the organisation shall assess all prospective certifying staff for their competence, qualification and capability to carry out their intended certifying duties in accordance with a procedure as specified in the exposition prior to the issue or re-issue of a certification authorisation under this CAR.
  • 24. 145.A.35 (g) Certifying and support staff (g) When CS fulfil the requirement ● relevant knowledge to technology and procedures ● valid AMEL , ● continuation training, ● assessed for qualification and capability ● least six months of actual relevant maintenance experience in a two year period
  • 25. 145.A.35 (g) Certifying and support staff (g) organisation shall issue a certification authorisation that clearly specifies the scope and limits of such authorisation. Continued validity of the certification authorisation is dependent upon continued compliance with paragraphs (a), (b), (d), and where applicable, paragraph(c).
  • 26. 145.A.35 (h) Certifying and support staff (h) The certification authorisation must be in a style that makes its scope clear to the certifying staff and any authorised person who may require to examine the authorisation.
  • 27. 145.A.35 (h) Certifying and support staff (h) where codes are used to define scope, the organisation shall make a code translation readily available.‘authorised person’ means the officials of DGCA, who has responsibility for the oversight of the maintained aircraft or component.
  • 28. 145.A.35 (i) Certifying and support staff (i) The person responsible for the quality system shall also remain responsible on behalf of the organisation for issuing certification authorisations to certifying staff.Such person may nominate other persons to actually issue or revoke the certification authorisations in accordance with a procedure as specified in the exposition.
