For the past 20 years, NGO Pravasi Sathi has been working to improve the lives of migrant workers in India. They have received several accolades for their work in assisting and conducting programs for various lower income groups of the country. In order for them to scale and reach remote areas, they want to scale using tech. They have identified a program—the Migrants Social Security program—and are working on collecting migrants’ personal, professional, and skills data through manual collection from house to house or construction sites or camps and centers. This data will be analyzed later, but they can’t really use it right now.
Providing a detail soltion for the above case
2. EXECUTIVE BRIEFING
Problem: The analysis of paper-based survey data is
a challenging undertaking.
Who: Enumerators
Why: Human error, unsecure and time lag between
data collection and data entry process takes month of
effort and cost 10% of total budget for data
collection.
How: Upgrading from analog to digital.
Solution: Survey software that is easy to use and
flexible and works on both online and offline modes.
It can handle complex and long surveys, which offers
robust encryption procedures for data security.
3. Mission
Aim to ensure safe migration and worker
protection for the most vulnerable social groups.
Goal
The organization wants to collect migrants'
personal, professional, and skills data over time so
that it can build a database to generate jobs and
present this information to government agencies
in order to produce data-driven schemes.
Goal of Project:
Aim to improve efficiency of data collection
and reduce paper-based surveys by 90% by year
end.

4. PROBLEM
Data quality is a significant concern, since errors can
be introduced at any stage of the data collection and
entry processes.
The time gap between collecting data and the
availability of that data for analysis can prevent or
significantly delay feedback to partners.
Paper-based survey forms must be printed and then, if
revisions are later required (a common situation),
stickers or replacement pages may need to be printed
and inserted into existing forms.
Data collected in a survey may contain personal
information, making it vulnerable to being
mishandled by others.

6. OBSTACLES TO THE FUTURE
The number of internal migrants in India was 450
million as per the most recent 2011 census. This
is an increase of 45% over the 309 million
recorded in 2001.
Urbanization, Lack of security, Employment,
Environmental and disaster induced factors for
migration, and it will grow in future.
Lawmakers are considering new legislation to
safeguard personal information. This is
because personal data is a valuable commodity,
which attracts many shady players, when
collected physically.

7. ENUMERATORS RAMESH
Daily Life: Ramesh comes from a lower-income family. He has a
high school technical diploma and has demonstrated the ability
to work in teams, complete multiple projects independently,
prioritize work and be motivated by his own initiative. He is not
tech savvy but uses smart phones and knows all functions
of a smart phone.
Goal: Sustainable personal growth with high achievements at
work. Looking to improve his skills and abilities to qualify for a
team leader position.
Frustration:
Talking to strange people is a skill he is still learning.
Talking to the people as well as keep writing the paper
form is a tough job.
Last minute change in the paper form , make life difficult
as he need to adjust survey accordingly.
Working in remote areas can make a smartphone nearly
useless.
Due to bad handwriting, sometimes I don't recognize what I filled out in
the survey.

9. MIGRANT DHIRENDRA
Daily Life: Dhirendra wakes up at 5 am to shower, cook
food and leave for work by 8. On his 12-hour schedule,
he has a one-hour break for lunch. After returning home
from work, he must prepare dinner and go to bed soon
after eating because he is exhausted.
Goal: Give back the loan he owes and give his son a
good education.
Values:
Simple and authentic.
Trust more only people he knows .
He is only fluent in his mother tongue.
He is interested in any possible benefits.
Don't try to deceive me; I can read people quickly.
10. HYPOTHESIS
By giving digital form in mobile that works in offline
mode, enumerators may be able to submit their surveys
more quickly.
By giving digital form to the questionnaire, the
enumerator will be able to keep the respondent’s
personal data secure.
By conducting surveys digitally, the NGO will be able
to reduce costs, scale its operations and analyze data
more quickly.
By creating smart scanner which can read from paper
survey, will help to analyze data more quickly.
By using mixed-mode survey paper and digital, the
NGO will be able to collect and process data faster.
12. The survey template will be loaded on the data collectors'
devices before they go out in the field.
Forms can accept multiple-choice and write-in responses,
record GPS locations, take photos, record audio or video,
perform calculations and more.
