2. • Abbreviation of BSUP is Basic Services to Urban Poor
• It is one of the two sub-missions of JNNURM (Jawaharlal Nehru National Urban Renewal Mission)
• Urban Infrastructure and Governance mission is under the ministry of Urban Development where as
Basic Services to Urban Poor mission is under the ministry of Urban poverty alleviation.
• The main thrust of the sub-mission on Basic Services to the Urban Poor (BSUP) will be on integrated
development of slums through projects for providing shelter, basic services and other civic amenities
with a view to provide utilities to the urban poor.
• This scheme was officially inaugurated by Prime Minister Manmohan Singh on 3 December 2005.
WHAT IS BSUP?

3. Jawaharlal Nehru National Urban Renewal Mission is an ambitious programme of the Government of India
to bring about improvement in the existing urban service levels and urban infrastructure in a financially
sustainable manner. This programme, to be implemented over a period of 7 years with a financial outlay of
around Rs 50,000 crore from the Government of India, will be executed in 63 cities and towns across India.
AIM OF JNNURM: The aim is to encourage reforms and fast track planned development of identified
cities.Focus is to be on efficiency in urban infrastructure and service delivery mechanisms, community
participation, and accountability of urban local bodies/ parastatal agencies towards citizens.
OBJECTIVE OF JNNURM: The primary objective is to create economically productive, efficient, equitable
and responsive cities.
WHAT IS JNNURM?

4. The Mission, comprising of 2 sub-missions –
1.each for Urban Infrastructure & Governance and
2. Basic Services to Urban Poor (BSUP), will support projects in various sectors such as water supply,
sewerage and sanitation, solid waste management, renewal of inner city areas, urban transport, preservation of
water bodies and integrated development of slums.
The mission also has two sub- schemes -1.Urban Infrastructure Development Scheme for Small and Medium Towns
(UIDSSMT) and 2.Integrated Housing and Slum Development Programme (IHSDP).
There are 3 categories of cities selected for financial support under the JNNURM. Each category of cities has a
specific financing pattern with variable grant funding from the Government of India and the respective State
Government. The categories are as follows:
1. Cities/Urban Agglomerations with 4 million plus population as per 2001 census… EXAMPLE: delhi, hyderabad,
greater mumbai, ahmedabad, banglore, chennai and kolkata
2. Cities/Urban Agglomerations with 1 million plus but less that 4 million population as per 2001 census… EXAMPLE:
Patna- 16.98 lakhs population , Faridabad -10.56lakhs, Bhopal -14.58lakhs, Ludhiana- 13.98 lakhs,Jaipur -23.27
lakhs 3. Selected Cities/Urban Agglomerations (these are state capitals and other cities and urban agglomerations
of religious, historic and tourist importance)… EXAMPLE: Panaji - 0.99lakhs, Shimla-1.45 lakhs,
WHAT IS JNNURM?

5. As per 2001 population census, 285.35 million people reside in urban areas. It constitutes 27.8% of the total
population of the country. In post independence era while population of India has grown three times, the urban
population has grown five times. The rising urban population has also given rise to increase in the number of urban
poor. As per 2001 estimates, the slum population is estimated to be 61.8 million. The ever increasing number of slum
dwellers causes tremendous pressure on urban basic services and infrastructure. In order to cope with massive
problems that have emerged as a result of rapid urban growth, it has become imperative to draw up a coherent
urbanization policy/strategy to implement projects in select cities on mission mode.
This mission helps to Focus attention on integrated development of Basic Services to the
Urban Poor in the cities

AIM OF BSUP:
OBJECTIVES OF BSUP:
• Upgrade the slums under the categories of municipal services such as water supply, toilets, waste
water drainage, solid waste management, power, roads, transport, etc.
• To improve the sustainable the quality of life of the urban poor, all the urban poor settlements must
connect with the municipal networkings.
• To ensure better education to the community,
• improved health and access to sustainable livelihoods which in turn would help reduce poverty.
• Giving an opportunity to the people to raise their voice on demands/grievances related to basic
service provision – provide better governance.

8. KEY COMPONENTS TAKEN UP UNDER BSUP
• Housing and development of infrastructure projects in the slums in the identified cities
• Projects for development/improvement/maintenance of basic services to urban poor
• Slum Improvement and rehabilitation projects
• Projects on water supply/sewerage/drainage, community toilets/baths etc
• Houses at affordable costs for slum dwellers/urban poor/EWS/LIG categories
• Construction and improvements of drains/storm water drains
• Environmental improvement of slums and solid waste management
• Street Lighting
• Civic Amenities like community halls, child care centres, etc
• Operation and maintenance of assets created under this component
• Convergence of health, education and social security schemes for the urban poor

9. FUNDS RELEASE UNDER BSUP

• Cities/Towns in the North Eastern and Jammu & Kashmir : 90 % Centre share 10 % State/ULB/Beneficiary

The BSUP covers 65 cities and towns. These are such as;
• Seven cities having 4 million plus population as per the 2001 Census.
• 28 cities having 1 million, but less than 4 million populations.
• 30 selected cities of religious/historic and tourist importance.

12. Mission Strategy
Rajiv Awas Yojana (RAY):
Encourage States/Union Territories (UTs) to tackle slums
• Bringing all existing slums, notified or non-notified.
• Redressing the failures of the formal system creation of slums for the urban poor.
• Initiated learning from successes/failures of BSUP and IHSDP.
• RAY permits private sector brought in through PPP scheme.
• 33% of sanctioned housing projects have been completed under BSUP, figure of 29%
• RAY is more comprehensive and less ad-hoc
• economically-weaker sections (EWS), LIG housing and earmarking of 25%
Problems arised:
• 50% of costs come from Centre 25% from states and 25% from ULBs
• The mission earmark 20-25% of land for housing projects-land doesn't solve the problem
• Prescribe sizes for EWS/LIG/MIG dwellings and selling prices-monthly home loan repayments that do
not exceed 30-40% of monthly income.

13. Mission Strategy
Jawaharlal Nehru National Urban Renewal Mission (JNNURM)-
2005-06:
Main Aim is to address the problems of infrastructure and basic services to the poor in cities and towns.
• Initiated with Rs. 50,000 Crore later fund rised up to Rs. 60,000 Crore
• Beneficiary Contribution 12% (SC/ST/BC/OBC/PH) others-10%
• One supplementary DPR for Social Infrastructure approved for Aanganwadi & Compound Wall
Phase-I : Total DUs 5392: Completed and allotted to beneficiaries.
Phase-II : Total DUs 5664: Completed
Phase-III, IV & V: Total 10,640 DUs are under progress.

16. BSUP PROJECT COVERAGE IN BANGALORE AND MYSORE:
• Under BSUP Sub-Mission, 18 projects were sanctioned at a cost of Rs. 837.79 crore of which 14 projects
at Rs. 578.95 crore were for Bangalore and 4 projects estimated at Rs. 258.84 crore were for Mysore city.
• Total 27925 dwelling units, with all essential services, in 158 slums of Bangalore and Mysore together,
have been approved so far.
• 26707 DUs have been completed and 948 DUs are under construction. Totally, 6 projects have been
completed. The financial progress is Rs. 769.53 crore as on March, 2016.

17. ACHIEVEMENTS UNDER BSUP PROJECT IN BANGALORE AND MYSORE:
Achievements in 3 Years (Apr 13-March, 2016):
Physical progress:
During the period, out of total 18 projects, 6254 DUs and 4 projects have been completed as below:
· Nagareshwara Nagenahalli slum area for the construction of 208 DUs.
· Kanteeravanagara slum area for the construction of 487DUs.
· Roshan Nagara slum area for the construction of 320 DUs.
· Veerabadranagar slum area for the construction of 256 DUs.
Financial Progress:
During this period, Rs. 133.68 crore has been released (Central and State share) and Rs. 211.63 crore has been spent,
including beneficiaries share.
at least 20-25 percent of Developed Land in all Housing Projects (both Public and Private Agencies) for EWS/LIG
Category with System of Cross Subsidization has been implemented during this period.

•Total 2508 dwelling units ( Bhubaneswar- 2153 D.Ws, Puri- 355
DWs) with infrastructure facilities.
FUND:
•Total project cost: Rs. 68.00crore
•ACA component: Rs. 54.27 crore
•State share: Rs. 13.73 crore
IMPLEMENTATION STATUS:
•Out of 2508 dwelling units, work under progress for 563 units.
Due to nil participation in tender even after repeated tenders,
permitting NGOs to executive the works is approved.
•Total Expenditure: Rs.4.27 crore

19. CASESTUDY 2: BSUP PROJECTS OF ODISHA
AIM OF THE PROJECT: TO CONSTRUCT DWELLING UNITS IN 4 SITES
OF BHUBANESWAR WITH INFRASTRUCTURE FACILTIES
The Ministry of Housing & Urban Poverty Alleviation has approved 6 projects under the
Basic Services to the Urban Poor (BSUP) in Orissa (4 IN BHUBANESWAR and 2 in
puri). These projects have been approved by the Central Sanctioning and Monitoring
Committee and Central Sanctioning Committee.
• Total project cost: 67.17 crore
• Total dwelling units: 2153 dwelling units
• Approved money: Central Government-48.77 crore and State Government- 18.40
crore.
The total Additional Central Assistance of Rs. 12.19 crore has also
been released by the Ministry of Finance.
• Nodal Agencies for project: BMC and BDA.
• Site Allocation for projects: Gadakan, Damana,Chandrasekharpur, Nayapali, Bharatpur
and Dumdama.

23. Cities which is in lack of basic services for urban poor is creating unhygienic conditions. So BSUP
helped urban poor to have basic services like housing units, water supply, sanitation, education,
health facilities etc., From government. This will improvise the living conditions of urban poor and
will help to stop the growth of informal settlements inside the city. If government would able to
finance basic services for all urban poor in cities under BSUP, slums will get vanished from cities and
everyone can have better living conditions
