Online Week 2013 in Latvia
By signing the memorandum,
government, non-governmental
organizations and entrepreneurs
agreed to cooperate in four main
areas:
ICT training for the labour market needs;
Youth involvement in ICT;
Modern and interactive learning
process;
Awareness raising about the
importance of digital and media
literacy.
LOCAL COALITION FOR E-SKILLS AND JOBS IN LATVIA
Memorandum of cooperation on “E-skills partnership” have been signed by LIKTA,
Ministry of Environmental Protection and Regional Development, Ministry of
Economics, Ministry of Education and Science, Ministry of Welfare, Latvian Chamber
of Commerce, Latvian Open Technology Association and Latvian Internet
Association

computer network for on-line
purchases (EU – 18.6%)
8.8% of Latvia’s SMEs are using
computer networks for sales on-
line (EU – 12.4%)
11.3% of Latvia’s enterprises are
using CRM software (EU – 17%)
More than 33% of workers in
Latvia judge their current ICT
skills insufficient for changing
job within a year (EU – 20.6%)

ICT TRAINING FOR MICRO AND SMALL ENTERPRISES
Project is carried out by LIKTA in
cooperation with Latvian State Investment
and Development agency
Total value of the project is over 1.95 MLN
EUR
Co-financing from European Social fund –
80%
In 3 years more than 6000 managers and
employees of micro and small enterprises
will receive ICT training, 16 different training
programmes available
Training takes place around Latvia in 10
regional cities, classroom training combined
with advanced e-learning courses
Until now there are 600 SMEs registered, in
average every day we receive applications
from 3 new SMEs! 1000 trainings completed
SME TRAINING PROGRAMMES
3 level training programs are
offered for SMEs within the project:
1st level training – Digital Skills and
ICT Solutions for the Facilitation of
Competitiveness;
2nd level training – The Usage of ICT
Tools for Developing SME
Competitiveness and Development;
3rd level training – The Usage of ICT
Solutions for Raising Business
Effectiveness and the Development
of Export.
MY FUTURE JOB WITH IT
LIKTA in cooperation with Microsoft Latvia
in the framework of Microsoft YouthSpark
initiative is organising ICT training of 1200
young people of age 16-24 in Latvia’s 3
remote regions :
Latgale region: Preili and Daugavpils;
Zemgale region: Jekabpils, Aizkraukle and
Jelgava;
Kurzeme region: Ventspils and Liepaja.
Project has been launched during Get online
week 2013 opening event in Riga, March 18
Training is modular:
Microsoft Office 365,
WEB site and banner development,
digital presentation tools – data visualisation
using Infogr.am

SUPPORTING YOUTH AND NEW TALENTS
ICT Career days in the framework of Get Online week
2013:
More than 300 students took part,
13 ICT organizations hosted ICT Career day in Latvia,
Programmers, software testers, customer support
specialists, high level managers and other specialities
LIKTA and ICT industry companies have supported
Latvian programmer team participation in the Baltic
Olympiad in Informatics 2013 in Rostock, Germany:
All 6 participants from Latvia received medals including
the gold,
Next step – the International Olympiad in Informatics
in Brisbane, Australia, 6-13 July 2013:
Latvian team received one silver and 2 bronze medals
demonstrating the best results from the Baltic states!
The team was welcomed by Vjačeslavs Dombrovskis,
the Minister of Education and Science of Latvija

About LIKTA LIKTA – Latvian Information and Communications Technology Association (established in 1998) NGO which holds charity status and licence of education institution A professional association representing the ICT industry and ICT professionals LIKTA unites more than 220 members: Over 100 organizations of ICT industry, research and educational institutions Individual members (ICT professionals) and other associations LIKTA is an active member of Pan-European associations: Telecentre Europe association CEPIS – Council of European Professional Informatics Societies ECDL – European Computer Driving License Foundation

  • 7. PARTNERSHIP IS A KEY! Local coalition for e-skills and jobs established at the opening of Get Online Week 2013 in Latvia By signing the memorandum, government, non-governmental organizations and entrepreneurs agreed to cooperate in four main areas: ICT training for the labour market needs; Youth involvement in ICT; Modern and interactive learning process; Awareness raising about the importance of digital and media literacy.

LOCAL COALITION FOR E-SKILLS AND JOBS IN LATVIA Memorandum of cooperation on “E-skills partnership” have been signed by LIKTA, Ministry of Environmental Protection and Regional Development, Ministry of Economics, Ministry of Education and Science, Ministry of Welfare, Latvian Chamber of Commerce, Latvian Open Technology Association and Latvian Internet Association

ICT USE IN SME SECTOR 13.7% of Latvia’s SMEs are using computer network for on-line purchases (EU – 18.6%) 8.8% of Latvia’s SMEs are using computer networks for sales on- line (EU – 12.4%) 11.3% of Latvia’s enterprises are using CRM software (EU – 17%) More than 33% of workers in Latvia judge their current ICT skills insufficient for changing job within a year (EU – 20.6%) Source: EU Digital Agenda Scoreboard 2012

ICT TRAINING FOR MICRO AND SMALL ENTERPRISES Project is carried out by LIKTA in cooperation with Latvian State Investment and Development agency Total value of the project is over 1.95 MLN EUR Co-financing from European Social fund – 80% In 3 years more than 6000 managers and employees of micro and small enterprises will receive ICT training, 16 different training programmes available Training takes place around Latvia in 10 regional cities, classroom training combined with advanced e-learning courses Until now there are 600 SMEs registered, in average every day we receive applications from 3 new SMEs! 1000 trainings completed

SME TRAINING PROGRAMMES 3 level training programs are offered for SMEs within the project: 1st level training – Digital Skills and ICT Solutions for the Facilitation of Competitiveness; 2nd level training – The Usage of ICT Tools for Developing SME Competitiveness and Development; 3rd level training – The Usage of ICT Solutions for Raising Business Effectiveness and the Development of Export.

MY FUTURE JOB WITH IT LIKTA in cooperation with Microsoft Latvia in the framework of Microsoft YouthSpark initiative is organising ICT training of 1200 young people of age 16-24 in Latvia’s 3 remote regions : Latgale region: Preili and Daugavpils; Zemgale region: Jekabpils, Aizkraukle and Jelgava; Kurzeme region: Ventspils and Liepaja. Project has been launched during Get online week 2013 opening event in Riga, March 18 Training is modular: Microsoft Office 365, WEB site and banner development, digital presentation tools – data visualisation using Infogr.am

SUPPORTING YOUTH AND NEW TALENTS ICT Career days in the framework of Get Online week 2013: More than 300 students took part, 13 ICT organizations hosted ICT Career day in Latvia, Programmers, software testers, customer support specialists, high level managers and other specialities LIKTA and ICT industry companies have supported Latvian programmer team participation in the Baltic Olympiad in Informatics 2013 in Rostock, Germany: All 6 participants from Latvia received medals including the gold, Next step – the International Olympiad in Informatics in Brisbane, Australia, 6-13 July 2013: Latvian team received one silver and 2 bronze medals demonstrating the best results from the Baltic states! The team was welcomed by Vjačeslavs Dombrovskis, the Minister of Education and Science of Latvija

E-Facilitators During the annual LIKTA conference 2012 Latvian Annual ICT Prize Platinum Mouse has been presented: For the first time the best E-teachers have been welcomed, Out of 29 applicants 5 finalists were selected Awards announced in 2 categories Best teacher of ICT ( formal education system ) Best e-facilitator ( adult audience )

  1. On the opening event of Get Online week 2013, representatives of governmental sector, non-governmental organizations and key industry players have signed a cooperation agreement aimed at development of e-Skills for jobs in Latvia. Memorandum of cooperation on “E-skills partnership” have been signed by LIKTA, Ministry of Environmental Protection and Regional Development, Ministry of Economics, Ministry of Education and Science, Ministry of Welfare, Latvian Chamber of Commerce, Latvian Open Technology Association and Latvian Internet Association. This cooperation shall comply with the priority axes defined in such European Union and Latvian policy development documents as Latvia 2030, the National Development Plan for Latvia 2014-2020, the Information Society Guidelines for Latvia 2014-2020, Digital Agenda for Europe, The Grand Coalition for Digital jobs initiative and LIKTA ICT Charter.
  2. 91% of all economically active statistical units are micro and only 0.3% are large - including self-employed persons, individual merchants, commercial companies, peasant and fishermen&apos;s farms (funds, foundations and associations, state budgetary institutions, local government budgetary institutions are not included). - Large: with the number of employees 250 and more or with annual turnover above LVL 35.1 million or with the balance total exceeding LVL 30.2 million; - Medium: with the number of employees 50-249 or the annual turnover equal to or lower than LVL 35.1 million or with the total balance equal to or lower than LVL 30.2 million; - Small: with the number of employees 10-49 or the annual turnover equal to or lower than LVL 7.0 million or the total balance equal to or lower than LVL 7.0 million; - Micro: with the number of employees 9 and less or with the annual turnover equal to or lower than LVL 1.4 million or with the total balance equal to or lower than LVL 1.4 million.
  3. According to IDC White Paper in 2015 90% of all jobs un every industry sector will require technical skills. As we can see from the slide, statistics shows that there is space for improvement both in Europe and Latvia.
  4. Employees of Small and Micro Enterprises (SME) in Latvia significantly drop behind in the usage of ICT skills and technologies although ICT is one of the tools with the help of which SMEs can raise their efficiency. As well as e-commerce solutions and Internet marketing could help to facilitate export and international competitiveness of SMEs. The aim of this training is to offer modular training system, which comprises specifically aimed training for the needs of SME, i.e., the training of how to use suitable ICT solutions available in Latvia in their business in order to raise SME work effectiveness (&gt;30%) and facilitate competitiveness. Project has started in summer 2012, until now there are 496 SMEs registered for training in the project (209 accepted as eligible). In average every day we receive application s from 3 new SMEs.
  5. Project idea is to develop entrepreneurial, IT and communication skills for young people by offering interactive seminars about how to identify their IT skills level and skills for entrepreneurship, develop IT small business, effectively use communication tools, learn about new technologies and build valuable skills. Training will be modular, divided in separate modules: Microsoft Office 365, WEB site and banner development, digital presentation tools – data visualisation using Infogr.am. Training is modular, each module for 18 h organised in in 7 Latvia@World training centres. Trainees will receive certificate for each training module.
  6. The aim of ICT Career days - to promote the ICT profession among students aged 15-19. The event provided 9th to 12th grade students with an opportunity to discover the secrets of the ICT industry professions through attending ICT oriented companies and organizations. Students, career consultants and teachers had opportunity to follow professionals like programmers, software testers, customer support specialists and high level managers, as well as to attend seminars to learn more about ICT career opportunities. ICT Career day were attended by students and teachers from different cities in Latvia: Riga, Jelgava, Smiltene, Dobele, Preili, Kuldiga, Ogre, Ventspils and Lielvardes. 13 ICT organizations hosted ICT Career day in Latvia - AS Exigen Services Latvia, State limited Liability Company &quot;Latvian Environment, Geology and Meteorology Centre&quot;, Kuldiga library, AS RIX Technologies, AS Digital Mind, Liepaja University Science and Innovation Park, SIA FMS, AS Swedbank, Latvian Geospatial Information Agency and East Division of Agency, Riga Central library, Accenture Latvian branch un Microsoft Latvia. The Baltic Olympiad in Informatics (BOI) is a computer programming contest for high school students. All countries situated around the Baltic Sea, including all Scandinavian countries, are regular participants in BOI. Each country may send up to six contestants accompanied by two leaders. The competition is divided into two sessions on subsequent days. Each session is five hours long, during which the student has to individually solve a set of difficult tasks by writing a computer program. After the session the programs are evaluated for correctness and efficiency by an automatic procedure. This year in BOI participated 54 students from 9 countries.
