  • 2. Reference  levels  and  REDD+  GHG   accoun9ng   •  We  need  to  know  what  is  happening   •  How  to  measure  it   •  How  to  measure  changes   •  How  to  calculate  emissions  reduc9ons   •  Then  the  finance  and  policy  bodies  must  do   their  job  to  drive  finance  and  incen9ves   •  And  developing  countries  should  explore   other  demand/finance  for  REDD+  ac9vi9es  
  • 3. Review  of  SBSTA/COP  decisions  on   REDD+  GHG  accoun9ng   Montreal  (CP/2005/5)   –  Two  year  SBSTA  methodological  work  program   Bali  2/CP.13   •  Requested  SBSTA  to  do  more  methodological  work  on:   Reference  levels,  forest  carbon,  na9onal  and  subna9onal   approaches,  criteria  for  evalua9ng  ac9ons   •  Advance  development  approaches  and  report  to  COP14   •  Indica9ve  guidance  included:   –  Reduc9ons  based  on  historical  emissions  and  take  into  account   na9onal  circumstances   –  Allows  for  subna9onal  approaches  within  na9onal  systems   –  Independent  expert  review  encourages  
  • 4. COP  15  decision  on  REDD+  GHG   accoun9ng   •  Copenhagen  4.CP15  requested  developing  country  Par9es  to:     •  Iden9fy  drivers  of  deforesta9on/degrada9on  resul9ng  in  emissions  and   the  means  to  address  these.   •  Iden9fy  ac9vi9es  that  reduce  emissions,  increase  removals,  stabilize   forest  carbon  stocks.   •  Use  most  recent  IPCC  guidelines  as  a  basis  for  es9ma9ng  forest  related   GHG  emissions  by  sources,  removals  by  sinks,  forest  carbon  stocks  and   forest  area  changes.   •  Establish  robust  and  transparent  na9onal  and  subna9onal  forest   monitoring  systems  that:   –  Combine  remote  sensing  and  forest  carbon  inventories   –  Produce  es9mates  that  are  transparent,  consistent  accurate  as  possible  and  that   reduce  uncertain9es   –  Are  transparent,  results  available  and  suitable  for  review  as  agreed  by  COP.   –  And  that  forest  reference  emissions  levels  should  be  transparent,  based  on   historical  data,  combined  with  na9onal  circumstances,  in  accordance  with   relevant  COP  decisions.

COP  16  decision  (1/3)  on  REDD+  GHG   accoun9ng   Cancun  Agreements  (Annex  II):  By  COP17   •  Develop  modali9es  related  to  REDD+   na9onal  and  subna9onal  forest  reference   emission  levels  and  forest  reference  levels   and  na9onal  and  subna9onal  forest   monitoring  systems   •  Elabora9on  of  those  provisions  by  COP,  in   accordance  with  4/CP.15   •  Guidance  on  safeguards  for  implemen9ng   REDD  
  • 6. COP  16  decision  (2/3)  on  REDD+  GHG   accoun9ng   By  COP17   •  Modali9es  for  MRV  of  REDD   •  Consistent  with  any  MRV  of  NAMAs   agreed  by  COP     •  Taking  into  account,  again,  4/CP.15  
  • 7. COP  16  decision  (3/3)  on  REDD+  GHG   accoun9ng   By  COP18   •  Iden9fy  LULUCF  ac9vi9es  in  developing   countries,  especially  those  linked  to   drivers  of  deforesta9on.   •  Iden9fy  methodological  issues   associated  to  es9mate  emissions  and   removals  of  these  ac9vi9es   •  Assess  poten9al  contribu9on  of  these   ac9vi9es  to  mi9ga9on  of  climate  change  
  • 8. Key  reference  level  and  accoun9ng  issues  have   been  FULLY  covered   •  Reference  levels  are  needed  and  should  be   transparent  and  comparable   •  Based  on  historical  rates,  adjusted  for  na9onal   circumstances   •  Using  IPCC  guidance  with  interna9onal  review   •  The  SBSTA  work  on  measurements  and   accoun9ng  is  the  most  advanced  of  any  topic  or   sector.     •  Literally  a  forest  trail  of  decisions,  reports,  issues,   guidance,  recommenda9ons,  and  specific   methodologies  and  case  studies.  
  • 9. How  does  this  history  lesson  relate  to   agricultural  drivers  of  deforesta9on?   •  Agriculture  is  a  major  driver  of  deforesta9on   •  Drivers  are  known,  they  can  be  measured   •  Na9onal  &  subna9onal  specifici9es  are  key   •  Countries  and  subna9onal  jurisdic9ons  have  varying   degrees  of  small  scale  agriculture  and  large  scale/ commodity  agriculture   •  Countries/states/provinces  have  varying  plans  to  deal   with  drivers,  oeen  linked  to  na9onal  plans   •  UNFCCC  process  -­‐  at  large  -­‐  should  encourage  less   forest  clearing,  done  appropriately,  while  maintaining   food  security  and  output.    
  • 10. SBSTA  34  modali9es  should:   •  Build  off  the  enormous  number  of  technical  decisions   developed  over  the  past  6  years  inside  UNFCCC.   •  And  through  outside  channels  (FCPF,  UN  REDD,  GCF,  etc)   •  Ensure  global  consistency  and  addi9onality  on  reference   levels,  based  on  logical  expert  review  called  for  in  4/CP.15.   •  Be  as  specific  as  poli9cally  possible  and  set  a  deadline  for   these  levels  to  be  adopted  (NOT  JUST  THE  MODALITIES  FOR   THE  LEVELS  BUT  THE  LEVELS  THEMSELVES).   •  Provide  clear  indicators/guidance  for  lis9ng  subna9onal   reference  levels  and  monitoring  and  links  to  NAMAs   seeking  interna9onal  support  on  emerging  registry.
