The URL for the homepage is  www.militaryonesource.com/townhall .  It will link you to the page where you'll be able to post a question and vote on the questions that have already been posted. The site will be open from 18 Aug-18 Sep and for those who can't access this Web site but have a question, a separate e-mail address has been set up at  [email_address] .  Town Hall Meeting with Commander in Chief Effective October 2009, the organizational construct and business rules on CMS-ID (Interactive Detailing) will change as follows: A. The sailor negotiation window will be nine to seven months prior to a Sailor's PRD, providing a 3-month window to negotiate for orders before a sailor is eligible for a directed "needs of the navy" assignment.  B. The manning control authorities (MCA) will use CMS/ID to advertise more requisitions each cycle. C.  The majority of the requisitions will be displayed in the green zone.  GSA requisitions will continue to be displayed in the purple zone.  A major enhancement, the red zone, will now display the most critical readiness degrading requisitions D. If not filled, they will directly degrade the mission capability of a deploying unit, operational support organization or training command.  NPC will fill every red zone requisition every month, and all sailors in the negotiating window (PRD minus 9 months) will be considered to be eligible for assignment, perhaps involuntarily, to red zone requisitions.  These priority requisitions will be identified each month by the MCA, and the number of red zone requisitions will not exceed two per rate (e.g., Two YN3, two YN2, two YN1, etc) for both sea and shore requisitions. (From Page 1, CMS-ID) Detailers will identify sailors for assignment to critical red zone requirements using the following priorities: (1) first priority - volunteers. (2) second priority - sailors who are available for immediate assignment.  Generally, these are sailors returning to full duty from limited duty, or sailors whose current assignment has been curtailed for some reason. (3) third priority - sailors who are unassigned and who are within their "needs of the navy" window (PRD minus 6 months). (4) fourth priority - sailors who are within 9 months of their PRD.  These sailors will be further categorized by PRD month, starting with those who have been in their negotiation window the longest. Read NAVADMIN 249/09 for complete details. Currently, a Sailor has to obligate for 12 months when they receive orders to sea duty, unless DoD area requirements are greater. The new policy will require 24 months of obligated service, with these exceptions:  * Sailors with less than 24 months until their high year tenure date must only obligate for the amount of time needed to reach that date. * Sailors will obligate for the requisite time-on-station requirements for PCS orders to places that require less than 24 months, such as Diego Garcia and unaccompanied tours. * All other obligated-service requirements will remain the same. The maximum number of short-term extensions that a Sailor may now use will be two per contract. The length of an extension will be limited to 23 months, and the total of all extensions cannot exceed 24 months. Other rules include: * Extensions counting against the Sailor's two-extension limit are those that help manage their careers or if they benefit to the Sailor. For example: Instead of reenlisting, a Sailor uses an extension to obtain OBLISERV so he/she can execute PCS orders. * Extensions not counted are Navy-required ones, such as the PCS delay this past summer.  Sailors choosing not to obligate for the required 24 months but have more than 12 months of contract time left will be assigned based on the "needs of the Navy" or, if eligible, will be encouraged to voluntarily separate at end of obligated service {EAOS} or projected rotation date {PRD), whichever is closer. Those assigned "needs of the Navy" orders will not necessarily stay at their present command. A LaDR guides Sailors in identifying current, and projecting future, enlisted training and education opportunities including rate training, Professional Military Education (PME), advanced education initiatives, professional certifications, etc.  A Learning and Development Roadmap is just what the name implies - a roadmap through the Enlisted Learning and Development Continuum by which Sailors professional development is guided. In short, use this to guide you & your Sailors on what to review / study (this is NOT a Bibliography), what course or job to do while on that certain path (rating). Unfortunately not all ratings are yet available (particularly Aviation and most Admin). https:// wwwa.nko.navy.mil/portal/careermanagement/eld/home   What’s New The Chief of Naval Personnel (CNP) released an update in NAVADMIN 236/09 on permanent change of station (PCS) orders indicating that some Sailors set to move in the first quarter of fiscal year 2010 (FY10) will receive their orders after Oct. 1.  The recent supplemental funding from Congress allowed Navy Personnel Command (NPC) to resume normal order writing for the fourth quarter this fiscal year. This followed a temporary hold initiated in April.  Although funds were restored for those receiving orders through September, the majority of PRDs that were shifted to FY10 will remain adjusted.  Current funding levels support all identified fourth quarter FY09 moves. However, a PCS obligation policy change that went into effect earlier this year means that PCS funds must be obligated when orders are released, instead of when the Sailor detaches. The result is that some of the FY10 orders cannot be released until the new fiscal year. Through his direct engagement as Chairman of all CDBs, 9 of 10 Sailors have met PTS requirements, 7 of 8 (88%) E-5 were advanced to E-6 (Flt Avg 30%), and 4 of 6 (66%) E-6’s were advanced to CPO (Flt Avg 33%). OUTSTANDING OS. Qualified as AAWC, normally an officer position. As a member of CSTT/STT, he was the key to qualifying 3 AICs and 2 CIC watch teams, developed complex combat systems scenarios and increased PQS accomplishment from 40% to 90% in five months.  My best AAWC, he is the General Quarters AAWC because I trust him most to fight the ship if needed. EXCEPTIONAL SUPERVISOR.  As OPS department 3M assistant, he managed 7 work centers and accomplished 100% RAR And 95% SAR during the most recent 3M certification.  Department  achieved certification during initial assessment. COMMITTED MENTOR.  Has taken on the role as mentor to seven Chief Petty Officers who had previously been struggling.  As  result, Engineering Department was able to certify EOC at ULTRA-E, freeing up 6 weeks of training time from a tight schedule. Hand selected by the CMDCM and myself to be on one of only three Chiefs (out of 18) to be a permanent member of all CDBs. MISSION FOCUSED.  Volunteered as Command PRT Coordinator.  Reduced PRT failures from 14% to 3% in 6 six months.  UNLIMITED POTENTIAL TO EXCEL. Has my complete trust in all areas.
