Mr. TOOMEY introduced the following bill; which was read twice and referred
to the Committee on Armed Services
A BILL
To require a study on the Russian RD–180 rocket engine.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled,2
SECTION 1. SHORT TITLE.3
This Act may be cited as the ‘‘National Security4
Rocket Engine Study Act of 2013’’.5
SEC. 2. REPORT ON RUSSIAN RD–180 ROCKET ENGINE.6
(a) IN GENERAL.—Not later than 180 days after the7
date of the enactment of this Act, the Secretary of Defense8
shall submit to the congressional defense committees a re-9
port on the Russian RD–180 rocket engine.10
(b) ELEMENTS.—The report required under sub-11
section (a) shall include the following elements:12

(1) An assessment of the feasibility of manufac-1
turing an alternative rocket engine in the United2
States.3
(2) An estimate of the cost of manufacturing an4
alternative rocket engine in the United States, in-5
cluding any cost savings that manufacturing a do-6
mestic alternative provides compared to the cost of7
buying Russian engines over the life of the Evolved8
Expendable Launch Vehicle program.9
(3) A description of policy benefits and policy10
concerns related to where the rocket engine is manu-11
factured.12
(c) COMPTROLLER GENERAL REVIEW.—The Comp-13
troller General shall review the report submitted under14
subsection (a) and submit the results of its study to the15
congressional defense committees.16
