humanities”

Springer Nature のIPO 失敗
• Springer Natureは現在 Holtzbrinck家と BC Partnersの 所有
• 2018年 5月にIPO の噂 ⇒ すぐに撤回
• 理由は、(会社の価値の)評価によるもの考えられる
• 2019年度収入予測の8.8倍から 12.2倍の資金調達を 狙
ったが、市場が見合わないと判断した(負債もけっこ う
あるらしい)
• つまり、今のSpringer Natureのビジネスでは価値がな
いということ。つまり、Open Access ビジネスはまだ
市場的には評価が定まらないということか
• Springer Natureにとっては、すでに十分な負債があり、
経営拡大すると経費がかかる(Digital ScienceがNature
Springerにはいってない理由らしいが、将来的には一部
としてプラットフォームビジネス化に展開する可能性)
• Elsevier にとっては、プラットフォーム化の可能な競争
相手が当分は出てこないということで安心してよいら
しく、とりあえず一人勝ち変わらず

図書館にとっては、、、
• 考えてみれば、大学図書館はもともと「プラット
フォームビジネス」ぽい
• 大学内の諸組織、研究者、学生、研究・学習資源を、
「人間= 図書館員の働きで」結びつけていた ⇒ 資料購
入、閲覧サービス、レファレンスサービス等々
• 近年のディジタルプラットフォームの展開は、これら
のをすべてテクノロジーに代替させようという動向と
見るべき ⇒ つまり、(従来からの) 図書館の仕事はな
くなる。「AI が職を奪う」? ⇒ これらの商品を買うた
めには、図書館員の雇用を減らせばよい
• 逆にこれらを取り込めればよりよいサービスの提供が
できるようになるのかもしれない ⇒ それが、大学に
おける教育、研究の向上に継がる可能性はある

“A Response to Plan-S from Academic Researchers:
Unethical, Too Risky!”
“While subscription TA journals work with a reading paywall, pure
Gold OA journals create a paywall for the researchers.We are
aware that the current Plan S suggests putting a capon article
processing costs (APCs). However, it is unclearwhat this cap
would be and whether policy makers will succeed in reducing APCs
at all.”
“A high quality journal, to us, is one with rigorous peerreview and
editorial oversight, where the publications provide a comprehensive
study (as opposed to salami slicing), thatmakes a significant
contribution to our knowledge of the field and checks for true
novelty.”

• 市民科学がデータ収集とパズル解きにとどまるならば、

OAと質
• オープンアクセスと「質」の問題は無関係である
• オープンアクセスはアクセスの問題である
• 「質」の問題は質の問題である
• アクセスの問題は、インターネット利用で限界費用が
ゼロになることからある意味で解決
• 質の問題については意見が分かれている: コストがか
かる、いや、ボランタリーな活動なのだからコストは
かかってない
• その意味でPredatory journal の貢献は大きい
• Green は質は保証できるがスケールしない。Goldは、
総額の上限が見えない
• さらに、Global South 問題: Joachim Sch¨opfel and
Ulrich Herb (eds.) Open Devide: Critical Studies on
Open Access, 2018
