The variables used to set up goals were based on
• Caries history
: dft index (decayed and filled deciduous teeth), DMFT index,
SiC index (the mean DMFT of the population with the highest DMFT),
Restoration Index (filled fraction of the DMFT index).
• Gingival health
: the CPI (Community Periodontal Index)
• Daily tooth brushing & difficulty in eating/chewing

• an increase in the percentage of people with healthy gingiva
• a decrease in the prevalence of caries
• a decrease in the number of teeth affected (decayed or missing)
