- Emphasise that we are a coalition – chapters are quasi-autonomous NGOs in their own rights. They work on domestic issues, and with each other and the secretariat on cross-border issues like international conventions and bribery of foreign officials. Secretariat supports the work of these chapters – not a top-down structure with a headquarters Senior advisors – often specialise in a particular area eg. Sylvia Schenk on sport
