Environmental sustainability: at three levels: local, national and global levels Governance: local government, decentralization and devolution for service delivery and access; international economic and political order and UN Reforms; Education: emphasis on quality not duration, enlightened society, early childhood Population dynamics: aging population needs, youth and rural urban migration Inequality: +ve discrimination for disadvantaged groups, promote welfare state Health: emphasis on preventive, protective measures and universal health coverage, access to balanced diet, clean drinking water, data collection, non infectious diseases Growth and employment: women participation, purple economy/professional care services for women, labor focused employment policy, youth employment, decent work and flexible work with security; green economy with jobs Gender: on domestic violence, gender sensitive legislation, policies, decision making, gender responsive budgeting, child care services, protect women sexual and reproductive rights, sensitize men about gender equality Conflict, ,fragility and security: policy and institution building for monitoring plight and access to services of migrant, seasonal workers, refugees, asylum seekers Food security: food safety standards and assured equal access of food

- MAIN THEMESWe have nine main themes in Turkey that the discussions and outputs through this consultation process have been categorized. We had nine thematic meetings where wide stakeholder participation was ensured. Here are some outcomes from these meetings: Inequalities (all across dimensions including gender) UNICEF Strengthening women in labour market and society is necessary to fight gender inequalities.Discrimination of ethnic and religious groups should be prevented. The necessary living conditions for disabled people should be maintained.Health (including issues covered by MDG 4,5,6 plus non-communicable diseases) WHO In Turkey, efforts leading to successful outcomes in maternal and child health must continue to be on the agenda after 2015, need to be sustained and further enhanced for the purpose of eliminating eventual gaps. Reproductive health, early marriages and pregnancies, information awareness-raising on HIV/AIDS will remain important in the post-2015 period in Turkey. The “universal health coverage” should not only focus on health financing, but also disease burden, equally addressing the communicable and non communicable diseases, maternal and child health, as well as health systems. Education (primary, secondary, tertiary, and vocational) UNICEF Gender inequality at all educational levels and the quality of education nourished with a participatory processes are two main points that is needed to be focused on.Disadvantaged children, such as children with disabilities and Roma children still cannot pursue their primary education.Absenteeism, dropout are also important problems in Turkish education system. We should have more detailed and regularly updated data on education. However, numeric indicators are not enough, post 2015 development agenda should focus more on the quality of education and tracking the outcomes of learning processes.Growth and employment including investment in productive capacities, decent employment, and social protection) ILO Post 2015 development programme should underline that growth and employment are only means to ensure human development. The growth models should focus on creating decent works for all. National employment policies and projects should be integrated with policies and projects at the local level. Agricultural reform is crucial not only for growth and employment bur also for sustainable food safety. Employment policies should be inclusive considering women, youth, persons with disabilities, immigrants and unregistered workers. Environmental sustainability (including access to energy, bio diversity and climate change) UNDP Main issues which should be included to the global agenda to address global environmental problems are prevention of biodiversity loss, internalization of integrated and long term perspective on environmental sustainability by individuals as well as policy makers, invention of financial mechanisms and prioritizing new and increasing environmental threats. Moreover, as environmental sustainability policies can be implemented at the local scale, it is crucial that local actors and governments prioritize environmental sustainability on their agenda in order to strengthen the policies and implementation.Food security and nutrition FAO Goals concerning food security and nutrition should include protection of gene pools in earth, water, flora and fauna, strengthening agricultural cooperatives, fair distribution of food, sustainable rural life, providing basic food safety for the whole population, especially for disadvantaged groups, providing social security for women farmers, etc..Governance (at all levels) UNDP Accountability, participation, transparency and legitimacy were the four main topics discussed in the thematic meeting on Governance. It is stressed that awareness raising on the individual and social rights and strengthening the local governance mechanisms are important to ensure a participatory, accountable, transparent and legitimate governance structures.Conflict and fragility (including post-conflict countries, and those prone to natural disasters) IOM The link between international migration and development did not feature prominently in the MDG architecture, however, Governments are increasingly recognizing the relevance of migration to the post-2015 development framework as well as to the recent interim Rio+20 negotiations on sustainable development. The thematic paper on peace and security highlighted that violence and fragility have become the largest obstacle to the MDGs and the IOM migration crisis framework raised the importance of human mobility patterns in the context of conflict and fragility.Population dynamics (including aging, internal and international migration and urbanization) UNFPA Post 2015 development agenda should include policies on youth, aging population, impacts of the experience on internal migration, universal reproductive health and access to sexual health care. These policies should be based on human rights, quality oriented, collected data, gender equality, fragile and marginalized groups, lifecycle approach.
- … TO CONCLUDE:In conclusion, as it was also stressed in “Istanbul Declaration: Towards an Equitable and Sustainable Future for All”, we are going to ensure that the post-2015 development framework will be with and for the people. Hence now, it is time to make our voices heard and remind decision-makers to put people at the centre of development through a more systematic inclusion of participation, inclusion, social cohesion, volunteerism as a means contributing to the achievement of key development objectives.
