4. Black Bay St Lucia
• In May 2016 Range Developments signed a framework agreement with the Government of St.
Lucia to acquire the Black Bay lands and develop Black Bay into an integrated master planned
luxury touristic community.
• The Black Bay Master Development will consist of a luxury branded hotel and villas, a small
marina, and other amenities set on 180 acres on the un spoilt southern tip of the island. The site
is on the Caribbean south west coast, within easy reach of the international airport and the
Pitons, the world famous heritage site. The Black Bay Master Development will be developed in a
number of phases.
• The hotel will boast 180 rooms and will be the central
anchor of the Black Bay Master Development. The hotel
will be partially financed under the St. Lucian Citizenship
by Investment Program.
• Initial agreements have been signed with a hotel
operator (one of the top 3 hotel operators globally). In
keeping with our ethos, the hotel will be a leader in its
class and built to the highest standards. The Black Bay
Hotel will be an ultra luxury hotel (5 star plus) and will be
one of the leading hotels in the Eastern Caribbean.
5. Black Bay St Lucia
• The Black Bay Hotel will be partially financed under the St Lucian CIP. The Government of St Lucia
has ensured that the Developer is fully vested in the project. This will ensure the project’s success.
• Range Developments is the market leader in funding hotel projects through CIP – its track record
is unquestioned – Park Hyatt St Kitts is advancing towards completion and the construction of the
Kempinski Dominica is ahead of schedule. The Government of St Lucia has completed extensive
due diligence on Range Developments, including visiting its existing developments sites.
• The estimated development value for the Black Bay
Hotel is USD130million and will be a huge boost to the
economy in the south of the island.
• Initial site works are expected to commence in Q4 2017 /
Q1 2018. During the construction phase over 500 people
will be hired, with the same number of individuals
obtaining indirect employment .
6. Black Bay St Lucia
• The Black Bay Hotel will be a welcome addition to the St Lucian hospitality landscape. Aside from
balancing tourism between the north and south of the island, one of its key features will be its
conference facilities for large groups (up to 500 people). Given the long reach of the operator’s
sales and distribution engine, this will attract very high end MICE groups to St Lucia. The Black
Bay Hotel’s proximity to the airport is critical to its success in this market segment.
• Consistent with all hotels in the Range Developments’ family, the presidential suite at the Black
Bay Hotel will be a key feature. Separated from the main body of the hotel, with 3 bedrooms and
perched at the top of the hillside (with sweeping views), it will attract the most discerning
clientele to St Lucia.
• The Black Bay Hotel has been designed to ensure harmony with the land and sea with sensitivity
shown towards the natural environment. The well known architect, Simeon Halstead has been
engaged by Range Developments to design the hotel, as well as, a leading interior design firm
from Asia.
• The Black Bay Hotel will feature 4 F & B outlets – one of which will be a specialty restaurant. The
Black Bay Hotel will incorporate a holistic spa (10 treatment rooms) in additional to a well sized
kids club. These elements are essential for a successful resort.
7. Black Bay St Lucia
• Range Developments (and its contractors) current employ over 1300 people in St Kitts and
Dominica on its project sites.
• The Black Bay Hotel once complete will employ close to 600 individuals on a full time basis.
Again, the indirect economic impact of the hotel will be felt across St Lucia with twice this number
of individuals being employed supporting the hotel’s operations.
• Range Developments is well known for its corporate social
responsibility and support to the communities in which it
operates. Range Developments has made a number of
commitments to the Government of St Lucia as regards the
assistance it will provide the adjacent communities.

• In November 2014, Range entered into an agreement with the Government of Dominica to
develop an ultra-luxury hotel on Douglas Bay (on the Caribbean Sea) near the town of
Portsmouth.
• The Cabrits Resort Kempinski, Dominica will comprise of 101 rooms and suites and will be
managed by Kempinski Hotels.
• NH International, Update Engineering and AA Corporation have been appointed by Range as the
structural, MEP and fit out contractors (respectively) for the resort. Construction commenced in
mid 2016.
