For the client it really only just begins once a site has gone live. Making it easy for people to perform their daily and weekly tasks in Drupal administration pages is essential for Drupal's continued success.
Verity is the name of our content creator/editor persona. She is not a site builder but manages the content in a finished Drupal site. She's the one performing daily and weekly routines tasks to complete. This focus on content creators and editors has resulted in a much better initial UX for these primary content-related tasks. The latest usabilty lab test has shown that some major issues have been fixed here.
This also means that during the development of Drupal 7, not much time was spent on improving on other user interface tools. Which means we have a different agenda for Drupal 8!
