Survey of Practice on Welfare and Recreation programs in field missions


Brief Introduction:

The purpose of this survey is to capture lessons and practices as well as solutions applied
to challenges from Welfare and Recreation practitioners active in field missions.

With your assistance, the Peacekeeping Best Practices Section (PBPS) in the Department
of Peacekeeping/Department of Field Support (DPKO/DFS) will translate the information
you submit into a Toolbox. This Toolbox will include practical documents such as
sample of terms of reference (TOR) for Staff Welfare, Recreation Committees, and
welfare personnel. It will also contain work plans, budget submissions, scope of work for
procurement of Welfare and Recreation equipment, training programs, informational
material, and other key background documents. In addition, your solutions applied to
challenges will enrich the Toolbox and make implementing programs or activities that
much simpler during all phases of a missions life cycle.

Please note this survey is not intended as an evaluation of existing Welfare and
Recreation programs, but rather an attempt to collect existing Welfare and Recreation
lessons and practices together.

In the light of the above, Welfare and Recreation practitioners at field missions are
hereby kindly requested to complete the following questionnaire and to return it by 8

1. Please provide your name and your contact information, the name of your field
   mission, and the names of persons or offices you consulted in completing this survey.

Mission Welfare and Recreation – strategy, personnel, and funding

2. Does your mission have a Welfare and Recreation mission statement, strategy, or
   work plan? If yes, please provide a sample copy. If no, please describe how welfare
   and recreation activities are handled in your mission.

3. Please provide a list of the Welfare and Recreation posts allocated to the mission,
   including location, grade level, functional title, the actual function being performed
   (if different from the functional title), and the funding source for the position (e.g.
   mission budget, membership dues, PX Welfare and Recreation funds, etc.). Please
   indicate which posts are encumbered.

4. Does your mission have a PX? If so, is a percentage of all sales collected for the
   Welfare and Recreation fund?

5. Do Staff Members pay a fee per activity or membership fees to participate in Welfare
   and Recreation activities or to use facilities? Is there a specific rationale for the
   calculation of fees? If so, what was the rationale? Do these fees cover the total cost
   of an activity or use of a facility?

6. Are there any other creative ways in which your mission has raised funds for Welfare
   and Recreation activities?

Management of Mission Welfare and Recreation Committees/Focal Points

7. Has a Staff Welfare and Recreation Committee been established in the mission? If
   yes, please describe who and how your committee members are selected and attach
   the terms of reference.

    A. Does your Staff Welfare and Recreation Committee develop and submit annual
       work plans or budgets? Please attach your current work plan.

    B. Is your Staff Welfare and Recreation Committee linked to TCC/PCC welfare,
       gender, HIV/AIDS or other Section’s initiatives? If so, please provide examples
       of past cooperation.

Monitoring and Compliance

8. Are regular reports on welfare facilities and activities submitted to the HoM or his/her
   designate? If yes, please attach sample report.

9. Do your Welfare and Recreation Committee and/or practitioners submit analysis of
   participation rates or stress levels to your mission Senior Management? If yes, do
   you recommend actions to be taken by Senior Management or implement new
   programs addressing your findings? Please attach sample reports.

    allocation of space for Welfare and Recreation purposes? If so, please share details
    on this space allocation arrangement.

18. Please describe the uses for all Welfare and Recreation space (e.g., fitness center,
    exercise classes, basketball courts, volleyball courts, TV/Game room,
    meditation/prayer space/quiet room, library, etc.)

    as well as how the selection of which equipment to include was made.

    support projects which allow mission personnel to help with infrastructural
    rehabilitation, building playgrounds, sponsoring children, fundraising, or participate
