ECTS is used across Europe for credit transfer (student mobility) and credit accumulation (learning paths towards a degree). It also informs curriculum design and quality assurance. The ECTS label outlines the quality of information regarding study programmes, units of learning, etc… as well as practical information on services provided to mobile students. Course descriptions contain learning outcomes (what students are expected to know, understand and be able to do) and workload (the time students typically need to achieve the learning outcomes), expressed in terms of credits. In addition it guarantees the proper use of ECTS key documents (course catalogue available in English, learning agreement and transcript of records). The Diploma Supplement is a document attached to a higher education diploma to improve transparency and facilitate the academic and professional recognition of qualifications. It is designed to provide a description of the nature, level, context, content and status of the studies that were successfully completed by the individual. It is a flexible, non-prescriptive tool which is designed to save time, money and workload. It can be adapted to local needs. In 2008, the European Commission decided to re-launch the European Credit Transfer and Accumulation System (ECTS) and Diploma Supplement (DS) Label awards. Out of the 63 ECTS label applications submitted in 2009, 23 higher education institutions were awarded the label and from 161 DS label applications, 52 higher education institutions received the label. 10 institutions received both labels. The Labels were handed out by European Commissioner for Education, Training, Culture and Youth, Ján Figel' during a ceremony organised in Brussels in June.
