2. BRIEF PROFILES
MANDATE
To develop and implement a comprehensive program for Social Welfare Services to
facilitate the integration of the most disadvantaged and distressed constituents into the
mainstream of society.
VISION
To uplift the living conditions and improve the quality of life of the poorest sector of the
population in Tarlac City and to enable them to become self-reliant and contribute to
National Development.
MISSION
Provide interventions, opportunities that will uplift the living condition of distressed and
disadvantaged individuals, families, groups and communities and enable them to
become self-reliant and actively participate in National Development.
GOAL
To assure the well being of individuals, families, and communities and the liberation of
the poor from deprivation.

3. OBJECTIVES:
a. Care, protect and rehabilitate socially disabled constituents and the physically
handicapped for effective social function;
b. Arrest the further deterioration of the socially disabling or humanizing conditions of
the disadvantage segment of the community level;
c. Coordinate the service facilities required from such department agencies
governmental and non-governmental to provide an integral welfare package to
constituents in the basis of their needs;
d. Advocate for policies and measure addressing Social Welfare Programs.
