4. INTRODUCTION
Republic Act 9155 known as the Governance of Basic Education Act of
2001 declares that it is the policy of the State to protect and promote the right of
all citizens to quality basic education and to make such education accessible to all
by providing all Filipino children a free and compulsory education in the
elementary level and free education in the high school level. Such education shall
also include alternative learning systems for out-of-school youth and adult
learners. It shall be the goal of basic education to provide them with the skills,
knowledge and values they need to become caring, self-reliant, productive and
patriotic citizens.
It is with most advantage that the implementation of ALS Programs in
Hernani District is being supported by Cebuana Lhuillier Foundation, Inc and other
organizations such as Terres des Homes, and PCMN which makes the conduct of
our learning sessions more interesting with the aid of learning equipment
modules, and other learning materials.
This report presents the activities conducted by the ALS Implementers
of Hernani District this year 2015.

willing to acquire elementary and junior high school diploma by passing the

School and District Administrators, we are tremendously grateful for the
support that the Cebuana Lhuillier Foundation, Incorporated has given to us.
It serves as our inspiration in performing our day-to-day function as ALS
Implementers to exert more effort in making the center more functional
with its motivated learners.
Rest assured that the teaching-learning equipment and materials which your
company has showered to us will be properly utilized at its maximum so as
to achieve our goal, that is, to have more and more ALS beneficiaries.

One of the major concerns of the Alternative Learning is to conduct advocacy strategies so as to encourage the participation of out of school youth and adults to
education through the ALS programs and projects. Likewise, it is our deep concern to initiate opportunities that would enhance the knowledge, attitude, and skills
of our learners most particularly on Climate Change Adaptation cum Disaster Risk Reduction, Youth in Nation-Building, Financial Literacy, and Adolescent and
Reproductive Health.
It is in this light that the Hernani District ALS Implementers propose to hold “ALS Day” on September 4, 2015, Friday with the theme “Tukdaw, Gi-os ngan Pitad”
(Rise, Move, and Walk Forward), in line with the municipal agenda. The activity will be enjoined by the ALS learners.
In the evening, the affair will be dubbed as ALS Rayhak 2015 wherein together with the learners we have invited the ALS Alumni from 2004 to 2014.
We presume to incur the following expenses for this event.

Alternative Learning System (ALS) is a dynamic program of the DepEd Hernani District that caters the educational needs of out of school children,
youths and adults in this municipality through flexible learning strategies.
With the increasing need for elementary and high school diploma more OSYAs participated in the ALS programs reaching an enrolment of not less
than 350 district-wide for this CY 2015.
With this, we found difficulty in meeting the learners’ needs in terms of learning supplies and materials which diminishingly affect the learners’
participation and learning performance.
