Implementation of School Based Assessment
(The traditional system of assessment no longer
satisfies the educational and social needs.)
According to the former Malaysia Director of Education, Tan
Sri Murad Mohd. Noor,
“The attitude of too obsess to too many
standardized examinations in the national
education system are the factors to not being
able to achieve maximum level of creativity
and innovation. Too many examinations at
primary, secondary and university levels cause
students to not having time to develop their
talents, ability and potentials in an area of interest”
(Utusan Malaysia, 29th September 2005).

 Under PBS, the students will be assessed based on four
components, namely assessment by the school, central
assessment, sports, physical and co-curriculum
assessment and psychometric assessment.
 Malaysia Examination Board would also monitor questionaire
standards and quality of marking by teachers.
 Teachers are required to follow the Standard
Performance Documents (DSP) and not just depend on the
grades in examinations.
 Newly improved UPSR and
PMR examinations which are based on the PBS,
would be implemented beginning 2016 and 2014
respectively.
 Assessment would be carried out to see students’
progress, check on the effectiveness of teaching
and learning strategies and schools’ curricula. —

There are four main reasons why PBS and its
implementation have been introduced.
1. PBS is expected to enhance the
meaningfulness of assessment where the
focus is more on pupils' development and
growth in learning rather than merely on their
scores or grades.
2. PBS is designed to reduce the over-reliance
on data (grades and scores) obtained
through central examinations in getting
information about pupils in the school system.
3. It is anticipated that PBS will empower the
school and teachers to conduct quality
assessment of pupils. Therefore, school
assessment will be given due recognition and a
significant place in the overall assessment
system.
4. PBS ensures that the performance of pupils is
comparable to world standards in various
areas of knowledge, skills and competence, with
the introduction of a standard-referenced
assessment.
School Based Assessment implemented in school
 Some skills (e.g. data collection, implementation
of a plan, laboratory skills) cannot be effectively
assessed by paper-and-pencil examinations.
 SBA will enhance the completeness of public
assessment and assess different facets of students’
abilities.
 SBA implementation is maintained through the
process of mentoring, monitoring, moderation and
detection at various levels.
 SBA includes oral presentation to check the
students comprehension skill.
 Avoiding students from totally depending on those
high stake examinations alone (for their grade)
which created a lot of tensions and anxiety among
them.
 Teacher deliberately gather information (grading)
how well each student has achieved stated learning
objectives.
Roles of teachers
 Teachers will be given empowerment in assessing
their students.
 Nonetheless, the empowerment also comes
with the requirements of sufficient
knowledge and skills in using various informal
methods of testing and psychometric testing such as
diagnostic general ability, and aptitude test (Teacher
Education Department, Ministry of Education,
2007)

Implementation of school based assessment(paling new)

  • 1.   • 2. According to the former Malaysia Director of Education, Tan Sri Murad Mohd. Noor, “The attitude of too obsess to too many standardized examinations in the national education system are the factors to not being able to achieve maximum level of creativity and innovation. Too many examinations at primary, secondary and university levels cause students to not having time to develop their talents, ability and potentials in an area of interest” (Utusan Malaysia, 29th September 2005).
  • 3. Deputy Education Minister Datuk Dr Wee Ka Siong KL,31ST OCT 2012  Under PBS, the students will be assessed based on four components, namely assessment by the school, central assessment, sports, physical and co-curriculum assessment and psychometric assessment.  Malaysia Examination Board would also monitor questionaire standards and quality of marking by teachers.  Teachers are required to follow the Standard Performance Documents (DSP) and not just depend on the grades in examinations.
  • 4.  Newly improved UPSR and PMR examinations which are based on the PBS, would be implemented beginning 2016 and 2014 respectively.  Assessment would be carried out to see students’ progress, check on the effectiveness of teaching and learning strategies and schools’ curricula. — Bernama
  • 5. There are four main reasons why PBS and its implementation have been introduced. 1. PBS is expected to enhance the meaningfulness of assessment where the focus is more on pupils' development and growth in learning rather than merely on their scores or grades. 2. PBS is designed to reduce the over-reliance on data (grades and scores) obtained through central examinations in getting information about pupils in the school system.
  • 6. 3. It is anticipated that PBS will empower the school and teachers to conduct quality assessment of pupils. Therefore, school assessment will be given due recognition and a significant place in the overall assessment system. 4. PBS ensures that the performance of pupils is comparable to world standards in various areas of knowledge, skills and competence, with the introduction of a standard-referenced assessment.
  • 7. School Based Assessment implemented in school  Some skills (e.g. data collection, implementation of a plan, laboratory skills) cannot be effectively assessed by paper-and-pencil examinations.  SBA will enhance the completeness of public assessment and assess different facets of students’ abilities.
  • 8.  SBA implementation is maintained through the process of mentoring, monitoring, moderation and detection at various levels.  SBA includes oral presentation to check the students comprehension skill.
  • 9.  Avoiding students from totally depending on those high stake examinations alone (for their grade) which created a lot of tensions and anxiety among them.  Teacher deliberately gather information (grading) how well each student has achieved stated learning objectives.
  • 10. Roles of teachers  Teachers will be given empowerment in assessing their students.  Nonetheless, the empowerment also comes with the requirements of sufficient knowledge and skills in using various informal methods of testing and psychometric testing such as diagnostic general ability, and aptitude test (Teacher Education Department, Ministry of Education, 2007)
