   adequate and relevant legislation is to
   put in place to help you and our
   educational institutions to perform you
   respective roles in educating people.
Has set forth a legislative agenda, which
 hopes to address the most immediate
 needs of the higher education sector.

Some that may be more relevant to the AACCUP.

      2. Ladderized Education
  3. Continuing Teacher Education
4. Amending the UP Charter (priority)
5. Student assistance or loans
 6. English as a medium of instruction
      7. Revision of CHED charter
8. Promotion of Science and Technology
The need for immediate employment often dictates
              the choice of courses.

Thus, the need for distance learning and an efficient
and effective ladderized education which will provide
   more Filipinos the opportunity to access higher
levels of education and skills not initially available to
          them due to limited opportunities.

HB no. 1928 or An Act Institutionalizing
 the Open Electronic Learning School
      System in the Philippines

    Use of alternatives means of
      instruction such as print,
     radio, television and other
       multimedia learning and
     teaching technologies that
     allow students to study on
      their own without having
         attend class in the
   conventional classroom set-up.
Teachers bear the responsibility of educating
our youth. We therefore have to equip them
 with the necessary knowledge and skills to
keep them abreast with global trends and let
  them stay away ahead of their students.
Rep. I. Arroyo filed HB 113 and 1870
seek to institute training program for
teachers in the tertiary level to
upgrade their competence as this will
contribute in improving the quality of
the tertiary education in the country.
HB 1576 seeks to establish a Center for
 Teachers’ Excellence in all legislative
 districts throughout the country. The
purpose of such centers is to conduct a
   continuing program to upgrade the
  teaching skills and competence of all
                teachers.
The proposed bill aims to strengthen UP as the
national university in the country, amending for
  the purpose its archaic 1908 Charter and
         subsequent amendatory law.

 As UP celebrates its centennial anniversary,
the bill is foreseen to usher the university into
  its next century with new Charter that will
make UP more adaptable, more relevant and
        even more globally competitive.
In brief, the bill emphasizes the
   values of academic freedom,
excellence, social responsibility,
  democratic participation and
access, ethics and autonomy as
guiding principles in the life of UP.
It provides for better
competitive pay teachers and
 income opportunities for the
university through lease but in
  sale for its real properties.
In the view of the
limitations and
inadequacy of the existing
scholarships programs of
the government. Study
grants for members of the
indigenous communities

LGUs can initiate a Student
Loan Program by the
passage of local ordinance
creating a Student Local
Fund to be administered
jointly by their local school

Use of English as a Medium
       of Instruction
The bills propose that we regain the mastery
 of the English language and improve the total
The Medium of in our schools,in all subject
 learning process Instruction especially in
         taught shall be as follows:
 our public schools to ensure better education
      for the Filipino students enhance their
        competiveness in the global arena.
English, Filipino, or the
  regional/native language maybe
used as medium of instruction in all
subjects from pre-school-Grade 2.
English and Filipino shall be
taught as separate subjects
     in all levels in the
elementary and secondary.
In all academic subjects in the elementary
 grades from Grade 3 to Grade 6 and in all
  levels in the secondary, the medium of
   instruction shall be   English.
In the tertiary level, the current language
 policy as prescribed by CHED shall be
                 maintained.
