Rationale
   Enhancing the quality of basic education in the Philippines is urgent
    and critical.
   The poor quality of basic education is reflected in the low
    achievement scores of Filipino students.
   The congested curriculum partly explains the present state of
    education.
   This quality of education is reflected in the inadequate preparation
    of high school graduates for the world of work or entrepreneurship
    or higher education.
   The current system also reinforces the misperception that basic
    education is just a preparatory step for education.
   Our graduates are not automatically recognized as professionals
    abroad.
   More importantly, the short basic education program affects the
    human development of the Filipino children.

SOCIAL   INERTIA is present
 when, in a socio-cultural
 system, the culture for social
 change is present in ideas but
 is not yet carried out in social
 structures.
CULTURAL   LAG is present
 when the social structures for
 change are present but not the
 norms and ideas of people are
 yet won for the culture of
 change.
Life can either be
accepted or changed. If it
is not accepted, it must
be changed. If it cannot
be change, then it must
be accepted…….

Rationale  Enhancing the quality of basic education in the Philippines is urgent and critical.  The poor quality of basic education is reflected in the low achievement scores of Filipino students.  The congested curriculum partly explains the present state of education.  This quality of education is reflected in the inadequate preparation of high school graduates for the world of work or entrepreneurship or higher education.  The current system also reinforces the misperception that basic education is just a preparatory step for education.  Our graduates are not automatically recognized as professionals abroad.  More importantly, the short basic education program affects the human development of the Filipino children.

  • 14. SOCIAL INERTIA is present when, in a socio-cultural system, the culture for social change is present in ideas but is not yet carried out in social structures.
  • 15. CULTURAL LAG is present when the social structures for change are present but not the norms and ideas of people are yet won for the culture of change.
