Overview of workshop:
In the spirit that the best way to learn new
regulatory requirements is to apply them to real
world situations, this workshop will forego the usual
section-by-section analysis of recent U.S. export
control reforms. Instead, Workshop Leader Gary
Stanley will offer a series of hypothetical aerospace
and defense transactions and lead a group
discussion of how the reforms would apply to them.
Particularly emphasis will be on how the reforms
may present pitfalls for the unwary. SMi is
scheduling this workshop immediately following
Defence Exports 2014 so that attendees can put
into practice what they have learned at the
conference.

A “deep-dive” into a key component of Export
Control Reform, the workshop will focus on the
new “specially designed” definition which is
common to the US Export Administration
Regulations (EAR) and International Trafficking in
Arms Regulations (ITAR). We will walk through the
new definition and its “catch-and-release”
approach using practical examples.

About the workshop host:
Donald Pearce, Regional Export Control Officer,
U.S Department of Commerce – Bureau of
Industry & Security
Donald Pearce is the Bureau of Industry and
Security (BIS) Regional Export Control Officer
(ECO) attached to the Commercial Section of
the U.S. Embassy in Singapore. Mr. Pearce serves
as the principal Embassy advisor on strategic
trade control issues, interfacing with regional
governments and industry, as well as conducting
pre-license and post shipment verifications of U.S.
goods and technology. This is Mr. Pearce’s
second overseas tour, having served previously as
the ECO in Moscow, Russia from 2004 to 2007. Mr.
Pearce began his career with BIS in 1997, where
he served as a Special Agent with the New York
Field Office. Mr. Pearce was involved in several
high-profile cases, and was recently recognized
by the Department of Justice for investigative
excellence in the PPG Industries investigation. He
holds a Bachelor of Science degree, cum laude,
from the City University of New York-John Jay
College of Criminal Justice.

Overview of workshop: In the spirit that the best way to learn new regulatory requirements is to apply them to real world situations, this workshop will forego the usual section-by-section analysis of recent U.S. export control reforms. Instead, Workshop Leader Gary Stanley will offer a series of hypothetical aerospace and defense transactions and lead a group discussion of how the reforms would apply to them. Particularly emphasis will be on how the reforms may present pitfalls for the unwary. SMi is scheduling this workshop immediately following Defence Exports 2014 so that attendees can put into practice what they have learned at the conference. Overview of workshop A “deep-dive” into a key component of Export Control Reform, the workshop will focus on the new “specially designed” definition which is common to the US Export Administration Regulations (EAR) and International Trafficking in Arms Regulations (ITAR). We will walk through the new definition and its “catch-and-release” approach using practical examples. Mr. Pearce serves as the principal Embassy advisor on strategic trade control issues, interfacing with regional governments and industry, as well as conducting pre-license and post shipment verifications of U.S. goods and technology. This is Mr. Pearce’s second overseas tour, having served previously as the ECO in Moscow, Russia from 2004 to 2007. Mr. Pearce began his career with BIS in 1997, where he served as a Special Agent with the New York Field Office. Mr. Pearce was involved in several high-profile cases, and was recently recognized by the Department of Justice for investigative excellence in the PPG Industries investigation. He holds a Bachelor of Science degree, cum laude, from the City University of New York-John Jay College of Criminal Justice.
