7. Kebijakan dirumuskan bukan sebagai tujuan, melainkan instrumen
untuk tujuan yang lebih strategis:
– Social reengineering;
– Economic development;
– Political order and stability;
– People empowerment and welfare, etc.
Studi Kebijakan:
– Studi Kebijakan sangat berkontribusi thd kebijakan publik yang berkualitas,
sekaligus thd peningkatan kualitas hidup manusia;
– Studi kebijakan yang baik hanya bisa dihasilkan melalui proses/tahapan dan
metode yang berkualitas pula;
– Studi kebijakan (policy study / policy analysis) hanya akan bermanfaat jika
terkoneksi dalam pembuatan kebijakan (policy making);
– Analis kebijakan memegang peran sentral untuk memastikan penggunaan metode
& proses yg baik, serta komunikasi efektif dengan semua stakeholder.

it be seen as an adequate interim
measure?
o Can the government demonstrate
progress in addressing a structural issue?
o Is there an effective “exit” strategy?
SUSTAINABILITY
o Can the policy be implemented in a
manner sensitive to environmental
considerations?
o Is the policy capable of being
implemented over the long term?
DESIRABILITY
o Is the proposal consistent with the government’s
social, economic and international priorities?
o Will the policy be well received by affected
stakeholders?
o Does the policy represent effective leadership?
FEASIBILITY
o Can the results be achieved with the suggested
resources?
o If the policy is implemented through partnerships,
have adequate contractual agreements been
prepared?
COMMUNICABILITY
o Has an adequate communications plan been
prepared?
o Will the government be able to explain the policy
to the public?
