3. This is yet another disappointing book that Pakistani writers , write to rationalize the
separation of East Pakistan

and creation of a new state Bangladesh in 1971.
The real causes are always simply whitewashed and not even discussed.
This book does so again .
The book is divided in 17 chapters but only one deals in a very vague and
rudimentary manner with historical background.
The remaining chapters are devoted to 1970 elections and its aftermath.
This is a rather ultra myopic way of writing history.
The bottom line of the whole issue was that ethnicity was the defining factor in
Indian Muslim relations.
Starting 1906 Indian Muslim politics was dominated by United Provinces (UP)
Muslims .
When All India Muslim League was created in 1906 with Bengalis in forefront , it was
hijacked by UP Muslims and its headquarters shifted to Aligarh in 1907 .
Bengalis were regarded as an inferior Dravidian race.
The watershed was Lucknow Pact under stewardship of mr Jinnah where without
discussing the matter with Punjabis or Bengali Muslims a twin thrust in the back was
delivered to Punjab and Bengal.
Punjabs Muslim legislative majority being reduced from 54 to 50 % and Bengals
Muslim majority reduced from 52 to 40 % .
All being done by an All India Muslim League that contained 90 % delegates from
Lucknow city and UP.
Chaudhry Khaliquzzaman a UP Muslim leader in his book Pathway to Pakistan
severely criticized Lucknow Pact and Mr Jinnah and termed it as an act of Muslim
political inexperience.
As a result of Lucknow Pact Bengali Muslims reduced to 40 % were severely
destabilized and could not form any stable government in Bengal

first elections were held in India till 1947.

West Pakistan (Urdu: پاکستان مغربی, Mag̱ ẖ ribī Pākistān IPA: [məɣrɪbiː pɑːkɪst̪ɑːn]; Bengali: পশ্চিম
পাশ্চিস্তান, Pôśchim Pākistān) was one of the two exclaves created at the formation of the
modern State of Pakistan following the 1947 Partition of India.[1]
After gaining independence from
the British in 1947, the State of Pakistan was physically separated into two exclaves, with the
western and eastern wings separated from each other by the Republic of India. The western wing of
Pakistan comprised three Governor's provinces (North-West Frontier, West-Punjab and Sindh
Province), one Chief Commissioner's province (Baluchistan Province), and the Baluchistan States
Union along with several other independent princely
states (notably Bahawalpur, Chitral, Dir, Hunza, Khairpur and Swat), the Federal Capital Territory
around Karachi, and the tribal areas.[1]
The eastern wing of the new country – East Pakistan –
formed the single province of East Bengal (including the former Assam district of Sylhet). West
Pakistan was politically dominant despite East Pakistan having over half of the population and a
disproportionately small number of seats in the Constituent Assembly. This inequality of the two
wings and the geographical distance between them were believed to be delaying the adoption of a
new constitution. To diminish the differences between the two regions, the government decided to
reorganise the country into two distinct provinces under the One Unit policy announced by Prime
Minister Chaudhry Muhammad Ali on 22 November 1954. In 1970, President General Yahya
Khan enacted a series of territorial, constitutional and military reforms. These established
the provincial assemblies, state parliament, and the current provisional borders of Pakistan's four
provinces. On 1 July 1970, West Pakistan was devolved and renamed "Pakistan" under Legal
Framework Order No. 1970, which dissolved the "One Unit" and removed the term "West", simply
establishing the country as Pakistan.[1]
The order had no effect on East Pakistan, which retained the
geographical position established in 1955.[1]
The next year's civil war, however, resulted in the
secession of East Pakistan as the new country of Bangladesh.

as it shifted the
centre of gravity irrevocably to West Pakistan.
The situation of that time had parallels in what happened in united Punjab in 1920s.
The Punjabi Hindus regarded Punjabi Muslims as politically educationally and
economically inferior and in 1921 raised a political demand that if Punjabi Muslims
were to get their due 54 % majority in any legislative arrangement , Punjab should be
partitioned.
We find similar sentiment in West Pakistan’s newspaper articles of 1950s where
West Pakistani writers stated that if East Bengal was to get their true majority in
parliament Pakistan should be a confederation just like Sheikh Mujeeb was to
recommend many years later in his six points.
The background to this was simple.
The West Pakistanis, Punjabis and UP Muslim emigrants in lead dominated the civil
service and army and thus the decision making processes of the new state called
Pakistan.

The Bangladesh Liberation War[a]
(Bengali: মুশ্চিযুদ্ধ Muktijuddho), also known as the Bangladesh
War of Independence, or simply the Liberation War in Bangladesh, was a revolution and armed
conflict sparked by the rise of the Bengali nationalist and self-determination movement in what was
then East Pakistan during the 1971 Bangladesh genocide. It resulted in the independence of
the People's Republic of Bangladesh. The war began after the Pakistani military junta based in West
Pakistan launched Operation Searchlight against the people of East Pakistan on the night of 25
March 1971. It pursued the systematic elimination of nationalist Bengali civilians,
students, intelligentsia, religious minorities and armed personnel. The junta annulled the results of
the 1970 elections and arrested Prime minister-designate Sheikh Mujibur Rahman. The war ended
on 16 December 1971 after West Pakistan surrendered… Rural and urban areas across East
Pakistan saw extensive military operations and air strikes to suppress the tide of civil
disobedience that formed following the 1970 election stalemate. The Pakistan Army, which had the
backing of Islamists, created radical religious militias – the Razakars, Al-Badr and Al-Shams – to
assist it during raids on the local populace.[13][14][15][16][17]
Urdu-speaking Biharis in Bangladesh (ethnic
minority) were also in support of Pakistani military. Members of the Pakistani military and supporting
militias engaged in mass murder, deportation and genocidal rape… An estimated 10 million
Bengali refugees fled to neighboring India, while 30 million were internally displaced…
The Bangladeshi Declaration of Independence was proclaimed from Chittagong by members of
the Mukti Bahini – the national liberation army formed by Bengali military, paramilitary and civilians…
The Provisional Government of Bangladesh was formed on 17 April 1971 in Mujibnagar and moved
to Calcutta as a government in exile… India joined the war on 3 December 1971, after Pakistan
launched preemptive air strikes on North India. The subsequent Indo-Pakistani War witnessed
engagements on two war fronts. With air supremacyachieved in the eastern theatre and the rapid
advance of the Allied Forces of Bangladesh and India, Pakistan surrendered in Dacca on 16
December 1971… he war changed the geopolitical landscape of South Asia, with the emergence of
Bangladesh as the seventh-most populous country in the world. Due to complex regional alliances,
the war was a major episode in Cold War tensions involving the United States, the Soviet Union and
the People's Republic of China. The majority of member states in the United Nations recognised

6. Once martial law was declared this domination became too extreme as the army and
civil services were overwhelmingly dominated by West Pakistanis, particularly from
Punjab.
Interestingly when the second martial law was declared General Yahya Khan who
was not a Punjabi knocked out 50% parity , restoring 54% Bengali majority which
was Bengalis due right from 1947.
This drastic albeit just change was not acceptable to the West Pakistani politicians
or to the army and this lead to the secession of East Pakistan.
But our dear author faults only Yahya Khan and ZA Bhutto and Sh Mujeeb and above
all Indian conspiracies in his 17 chapters. A rather shallow analysis.
Rao Farman Ali delivers personal attacks on character of Lt Gen Niazi but fails to
note that Pakistan Army had no strategic plan to save East Pakistan.
Rao Farman Ali fails to note or admit that no Pakistani general was willing to take
over the East Pakistan command and Niazi was sent to East Pakistan being the
juniourmost as a scapegoat.
While Indian general Candeth in his book Western Front states that September-
October 1971 was the crucial strategic window in which if Pakistan had launched a
pre emptive attack , East Pakistan could be saved .
However our gunner general offers no worthwhile or serious strategic analysis rather
than petty pin pricks that all happened as general Niazi was a man of bad character
and was a womanizer and similar allegations.
He hoodwinks the fact that Pakistan Army was strategically clueless about
defending East Pakistan from day one when Pakistan was created.
My father who served as GSO 2 Operations of 16 Division states that there was no
plan to defend East Pakistan and the so called Fortress defence only envisaged six
weeks of fighting after which everything would have collapsed.
Rao Farmans hopes that ceasefire could have saved East Pakistan are also Quixotic.
Why on earth would India accept a ceasefire when it was winning the war and was
about to impose the ultimate humiliation of surrender to the Pakistan Army.
A humiliation that to date scars and haunts the psyche and character of Pakistan
Army !
We are left with a narrative with rants of a barren old woman, beating around the
bush, avoiding facts, distorting reality !
This remains our tragedy ? Not admitting the truth !

10. C'est encore un autre livre décevant que les écrivains pakistanais , écrire à
rationaliser la séparation du Pakistan oriental et la création d'un nouvel état au

Les causes réelles sont toujours blancs tout simplement et même pas discuté.
Ce livre ne sorte de nouveau .
Le livre est divisé en 17 chapitres, mais seulement une porte dans une très vague et
de manière rudimentaire avec arrière-plan historique.
Les autres chapitres sont consacrés aux élections de 1970 et de ses conséquences.
C'est une manière d'écrire l'ultra courte histoire.
La ligne inférieure de l'ensemble de la question est que l'appartenance ethnique a
été le facteur déterminant dans les relations des musulmans indiens.
1906 Démarrage de la politique musulmane indienne a été dominé par les Provinces
Unies (HAUT) Les musulmans .
Lors de l'All India Muslim League a été créé en 1906 avec les Bengalis en avant-
garde , il a été détourné par des musulmans et son siège transféré à Aligarh en 1907
.
Les Bengalis ont été considérés comme une race dravidienne.
Le bassin hydrographique du pacte de Lucknow sous l'intendance
de monsieur Jinnah où sans discuter de la question avec ceux de l'Inde ou les
musulmans Bengalis poussée une chambre lits jumeaux à l'arrière a été livrée au
Punjab et du Bengale.
Punjabs majorité législative musulmane d'être réduit de 54 à 50 % et Bengals

dessus de toutes les conspirations indiennes dans ses 17 chapitres. Une analyse
assez peu profond.
Rao Farman Ali offre des attaques personnelles sur le caractère de Lt Gen Niazi mais
omet de préciser que l'armée du Pakistan n'avait pas de plan stratégique pour sauver
le Pakistan oriental.
Rao Farman Ali omet de préciser ou d'admettre qu'aucun général pakistanais était
disposée à reprendre le commandement et le Pakistan oriental Niazi a été envoyé au
Pakistan oriental étant le juniourmost comme bouc émissaire.
Bien que l'Indien dans son livre Candeth Front de l'Ouest indique que 1971 a été
l'essentiel de septembre-octobre fenêtre stratégique dans lequel si le Pakistan a
lancé une attaque préventive de l'Est , le Pakistan pourrait être sauvé .
Cependant notre tireur général n'offre pas la peine ou l'analyse stratégique grave
plutôt que la petite borne bites que tout est arrivé comme général Niazi était un
homme de mauvais caractère et était un coureur de jupons et d'allégations
semblables.
Il hoodwinks le fait que l'armée du Pakistan a été stratégiquement clueless au sujet
de la défense de Pakistan oriental dès le premier jour lorsque le Pakistan a été créé.
Mon père qui a servi comme opérations de GSO 2 16 Division membres qu'il n'y a pas
de plan pour défendre à l'Est du Pakistan et de la soi-disant défense
forteresse envisagée uniquement six semaines de combats après lequel tout se
serait effondrée.

Pourquoi donc l'Inde d'accepter un cessez-le-feu lorsqu'il était en train de gagner la
guerre et était sur le point d'imposer l'humiliation suprême d'abandonner à l'armée
du Pakistan.
Une humiliation qu'à ce jour les cicatrices et hante la psyché humaine et le
caractère de l'armée du Pakistan !
Nous sommes laissés avec une narration avec un sol aride de harangues vieille
femme, tourner autour du pot, en évitant les faits, déformant la réalité !
Cela reste notre tragédie ? Ne pas admettre la vérité !
C'est une autre de la foutaise et c'est un exercice futile de même lu ce non-sens
narratif.
