QUALIFICATIONS
Mr. Zafuto has been involved in the Environmental Engineering/Consulting field for over 13 years. He has served as the
Sr. Staff Project Manager at Tetra Tech Inc. for more than 10 years. Mr. Zafuto also provided field supervision at federal
military installations, state Superfund sites and numerous other industrial petroleum and chemical industrial sites.
Mr. Zafuto provided management and oversight of the base wide “Hazardous Waste Sampling Program” at Vandenberg
Air Force Base for over four years. Mr. Zafuto assembled and supported the hazardous/non-hazardous waste sampling
teams. He also provided field supervision and direct hands-on sampling support for extremely hazardous substances
generated at Vandenberg AFB.
As base-wide “Hazardous Waste Manager,” Mr. Zafuto assisted the “Technical Services Division”, providing technical
assistance and field support to the Tetra Tech water quality services division and environmental sampling groups as
needed.
Mr. Zafuto’s project experience includes the following:

RELEVANT EXPERIENCE
Hazardous Waste Programs:
Hazardous Waste Sampling Program Manager Vandenberg AFB, California
Mr. Zafuto provided overall supervision of hazardous/non -hazardous waste streams. He also provided materials
sampling, profiling and waste characterization operations at Vandenberg AFB. He assembled sampling teams and
provided direct field supervision for the sampling and characterization of various waste streams in support of Space
Missile Launch Operations. He also provided daily health/safety supervision, sampling support and ensured that team
members were properly trained and equipped. Mr. Zafuto provided technical assistance to Air Force Command Staff
and waste process generators/operators with interpretation of laboratory data results, the resolution of sampling
requirements and protocols. Mr. Zafuto has worked in conjunction with the Federal/Cal OSHA Health and Safety
representatives to audit and maintain field site safety protocols and analytical requirements.
Base wide Subsurface Assessment Program Vandenberg AFB, California
Mr. Zafuto managed all (IDW) Investigative Derived Wastes generated under IRP program at Vandenberg AFB. He
developed and managed recycling programs for well purge/development water, drill auger cuttings and spent personal
protective equipment.
Emergency Response/Hazcat Sampling, Vandenberg AFB, California
Mr. Zafuto developed the base wide protocols and guidelines to conduct Level A-B emergency response activities for
hazardous substances and provided the “Hazcat” (hazardous chemical identification and categorizing) of
drums/containers with unknown substances, (i.e., uncontrolled hazardous waste sites). Additionally, Mr. Zafuto and
his Hazcat team provided training for the VAFB Fire Department/Emergency Response Teams to conduct Hazcat
operations at VAFB.

3. RCRA Closure, Industrial Waste Treatment Plant, Norton AFB, California
Mr. Zafuto directed the overall EPA site closure project at Norton AFB, this included the assessment, categorization,
removal, and recycling of the residual liquid and solid waste streams, concrete/steel reinforced tanks, piping, and
groundwater for final site closure.
Underground Storage Tank (UST) Metropolitan Water District Various Sites, California
Mr. Zafuto was Senior Project Manager for a Tetra Tech subsidiary environmental engineering and construction
company. His responsibilities included project planning, implementation, scheduling, and onsite coordination of field
crews. He managed and directed field operations and site safety supervision. He also managed and directed field
crews and subcontractors in the removal and replacement of non-compliant underground storage tanks and related
equipment.
SUBSURFACE ASSESSMENTS AND SITE CHARACTERIZATION
Diesel Fuel Contamination, fort Irwin, California
Mr. Zafuto conducted a Phase II subsurface site assessment at the main base fuel dispensing facility. This task was
required as a result of a turbine malfunction and subsequent diesel fuel release. Assessment boreholes were
strategically placed to determine the diesel concentration levels, to delineate the lateral and aerial parameters of the
contamination plume. Soil samples were taken at various strategic depths for analysis. A final report was generated
detailing the findings and recommendations.
ENVIRONMENTAL ANALYSIS AND COMPLIANCE
Base wide UST Survey, Norton AFB, California
Mr. Zafuto conducted extensive interviews, literature and records searches of historical maps and data to identify and
locate underground fuel storage tanks of various types and sizes. He participated in geophysical surveys utilizing
(GPR) Ground Penetrating Radar/(EMI) Electro-Magnetic Induction methods utilized to determine location,
orientation, and size of existing UST’s. This information was consolidated on a site map that was prepared for final
site closure report.
Subsurface Investigation/Assessment of Industrial Waste Pipeline, Norton AFB, California
Mr. Zafuto participated in the on-site survey assessment at the Air Combat Camera Facility. The closure plan
specified the removal and decontamination procedures required to properly close the AAVS photographic
laboratories, its underground/aboveground multi-tank systems, and associated surface impoundments.
