FUTURE OF UTILITY POLICY
SOFT COSTS
U.S. soft costs are 2X higher
than Australia’s, and 4X
higher than Germany’s
16. 16
WHAT IS INVESTMENT-GRADE POLICY?
Reward performance (e.g. RPS)
Continuous improvement
Long time horizon
Siting certainty
Pre-cooked PPAs
Contract sanctity
Minimize soft costs
This is the formula for
Investment-Grade
Policy
This will slash costs
and volumes will
explode

IF YOU REDUCE RISKS, YOU SLASH COSTS

WHAT INVESTORS NEED TO DO
Communicate, clearly and emphatically, that they are ready to
invest, given good policy
Enunciate the precepts of good policy: Long-term, continuous
improvement, contract certainty, siting certainty
Deliver that message to key venues:
Governors, PUCs, Energy Ministers

Note about added nuclear: “Tennessee Valley Authority's Watts Bar 2 nuclear facility in southeastern Tennessee, with a summer nameplate capacity of 1.1 GW, is currently listed as coming online in December 2015. When it comes online, it will be the first new nuclear reactor brought online in the United States in nearly 20 years.”
- Also note, these are scheduled additions and retirements. This data came out in March, only 3 months into 2015, so this isn’t a backcast of actual 2015 results. I don’t think Watts Bar 2 has come online yet, but is schedule for sometime in 2016.

**To meet its renewables target, China needs to build 1,000 GW of RE, as much as the US power sector’s total installed capacity**
