Transnational Cooperation

• Activities include partnership building, conferences, training
alumni networks, study visits and other actions throughout
Europe and beyond
• Aim to develop the quality and impact across the education,
youth sectors
• Activities are directed at new or experienced practitioners across
Erasmus+ sectors

  1. Cover slide New to Erasmus+ session
  2. A warm welcome to everybody. This is the session today particularly aimed at those who are new to the Erasmus+ programme. As such the information we are going to cover is intended to enable organisations to take their first steps towards participation in the programme and the hope is that as many of you as possible will submit applications for funding in 2019. By the end of this session you should also have enough information to decide which of the afternoon workshops to opt for: KA1 (Mobility) or KA2/3 (Partnerships). As we’re a much smaller group now we’ve split up it would be better if we kept this session a little more informal. Therefore if you have any questions as we go through I’d be happy to take them. However for some questions I may recommend that you attend either the KA1 or KA2/3 workshop this afternoon. It’s also important to bear in mind that questions may only really relate to your organisations so in some cases it might be better to talk to NA staff over lunch or in the drop-in sessions. Of course we’ve tried to cover all of the information you need in the following slides. If that all makes sense we’ll make a start.
  3. To date, since the programme started in 2014, the UK National Agency has funded 4796 projects with a total of 676.8 million euros. Currently figures on participants are only available from 2014-2016, but this is already a total of 128,097 individuals that have taken part so far.
  4. Outline the session This is an overview of how this session is structured.
  5. A good starting point is to establish which group you are targeting. This is important within Erasmus+ because the funding for each of these groups is ring-fenced and if you do want to target more than one group you will have to complete a separate application form. It’s worth bearing in mind that in some cases the target group themselves may not be greatly involved in the project itself so think instead in terms of whom will ultimately benefit. In addition the types of activity you can carry out (as part of your project) may also differ according to these different groups. We’ll come onto this shortly. Please remember that we’re only focusing here on the funding for which you might apply to the UK National Agency – those parts of the programme that have been decentralised.
  6. Once you’ve identified your target group, the next step is deciding on the types of activities you’d like to undertake. As we’ve already highlighted the types of activities are categorised by Key Action. Of course deciding on your project activities will largely depend on the projects’ aims, and you can establish the part of the programme that’s right for you by defining what needs / gaps / problems you’re trying to address. I will run through these KA’s in a little bit more detail in a moment. However I want to highlight that: As with the target groups, the funding available for the UK NA to distribute is ring-fenced according to Key Action (although we do have a little bit of flexibility to enable us to allocate all of the amount allocated to us in the UK). Mobility is by far the biggest part of the Erasmus+ programme in terms of the overall size of the budget available and the corresponding volume of projects and activities (Just above 72%). The vast majority of this funding is also attributed to the mobility of learners. The only part of KA3 managed at National level relates to structured dialogue projects, which almost uniquely in the programme don’t require a foreign partner organisation. Structured Dialogue projects is also exclusively for the Youth sector. There are many other projects relating to policy development under KA3 (across all sectors), but this part of Erasmus+ is centralised, and managed by the Executive Agency.
  7. So for KA1 and KA2 you will need to establish which of your foreign partner organisations you are going to work with, as this is a key eligibility criterion. Of course working with partner organisations abroad is a cornerstone of Erasmus+ because the aim of the programme is to improve the quality of education, training and youth provision through transnational cooperation. The development and exchange of good practice is what gives Erasmus+ its added-value. Colleagues delivering the other workshops will be explaining which European countries, and in some cases globally, you can work with depending on which part of the programme you’re interested in. If you don’t yet have a partner organisation abroad, there are some useful sources of information relating to partner-finding and we’ll cover these toward the end of the session.
  8. Some of the following slides are also used in the KA1 and KA2/3 workshops as they serve as a good general introduction, however workshops will go into more detail. Mobility projects exist across the different fields of higher education, vocational education and training, schools, adult education and youth, and work on the same general principles. It’s important to note that each field has its own specific conditions and criteria – not all activities for learners or staff are offered across all fields for example. The basic principle of Mobility projects is that a UK organisation applies for funding (to the UKNA) to send learners or staff to another country to undertake their activities. Incidentally there is a NA in each programme country and this approach is taken in each country (i.e. the Swedish NA funds Swedish organisations to undertake mobility projects abroad). In order to receive funding you will need to complete the KA1 application form for the relevant field(s) you wish to apply for. Application forms are released by the European Commission and the UK NA will provide guidance, via our website, to support you with the specifics for the field you are applying for in addition to guidance on completing the application form. Project durations vary in length across the fields. Your project duration will cover all aspects of the project and does not reflect mobility activity durations. During the length of your project you will carry out activities associated with the selection and preparation of participants prior to a period of mobility and following mobility activities associated with evaluation and dissemination must be carried our within the project term. Projects within the fields of AE, VET and Schools can last 1 or 2 years however Youth projects can be from 3 to 24 months. Within HE projects involving mobility between Programme Countries can last 16 or 24 months and mobility between Programme and Partner Countries can last 24 or 36 months. It is important that you choose the appropriate project duration at the application stage based on the objectives of the project and on the type of activities planned over time. Only in extreme circumstances can a project duration be changed during the life time of the project. It’s very important also to note that for some fields there are some pre-qualifications that need to be held. For example, HEIs must hold an Erasmus Charter for Higher Education which is subject to a separate application round each year which is run by the European Commission. Deadlines are normally in May.
  9. Note to presenter: this slide (and the next) and all of the notes are copied straight from the KA1 Workshop presentation. As such you don’t need to go through all of this if you don’t feel it’s necessary. The slide (and the next) does serve to illustrate and highlight the different types of project activity by sector, and crucially the difference between project duration and activity duration.   It is important that mobility durations meet the needs of the participants but are also in line with the minimum and maximum activity durations indicated for the field and activity. HE Student mobility: Minimum duration for a Study placement is 3 months, the maximum is 12 months Minimum duration for a Traineeship is 2 months, the maximum is 12 months Staff mobility: Minimum duration for staff mobilities is 2 days (programme countries) or 5 (partner countries), the maximum is 2 months VET Learner mobility: Learner mobilities last between 2 weeks (i.e. ten working days) and 12 months. It is important to note that the minimum learner mobility placement duration is 2 weeks (i.e. ten working days), excluding travel time. For VET learner mobility opportunities you will see that there are opportunities for short term and long term opportunities. The EC would like to see more longer term mobilities in VET which you may have heard referred to as ErasmusPro. ErasmusPro refers to mobilities which last from 3 to 12 months, excluding travel time. [ErasmusPro does now feature in the 2018 programme guide however longer term mobility isn’t something new which the programme offers. – additional info for 2019?] Staff mobility: staff mobilities have a possible length of between 2 days and 2 months. Again the minimum duration excludes travel time. Advanced planning visits are a maximum of 3 days and are only eligible where applications include ErasmusPro learner mobilities.

Schools: Staff mobility activities can last from 2 days to 2 months, excluding travel time, and the chosen duration must be consecutive. Adult Education: As with schools, staff mobility activities can last from 2 days to 2 months, excluding travel time, and the chosen duration must be consecutive. Youth: Youth exchange activities must last a minimum of 5 days up to a maximum of 21 days, excluding travel time. Mobility of youth worker activities must last a minimum of 2 days up to a maximum of 2 months, excluding travel. Advanced planning visits must last no more than 2 consecutive days, excluding travel.
  11. KEY ACTION 1 VET MOBILITY PROJECT Managed by Glasgow Council for Alcohol The 2016 Call Elevate project has been helping people in recovery from drug and alcohol addiction to progress into employment with life-changing results Alcohol harm alone costs Scotland £3.6 billion a year in health, social care, crime and wider costs. NHS Greater Glasgow and Clyde have experienced double the rate of alcohol-related hospital stays compared with other Scottish NHS trusts such as Dumfries and Galloway. The 'Elevate' vocational education and training (VET) Mobility project builds on the successes of a work-based recovery programme developed by a Public Social Partnership including organisations such as NHS Greater Glasgow and Clyde, Glasgow Council on Alcohol and Glaswegian education organisation Light on the Path. The successful project has seen all participants remain substance-free after taking part in the Mobility project.  Jackie (pictured,) had struggled with substance abuse from a young age after being brought up around drugs. When she joined the programme she wanted to begin a new chapter of her life. Since finishing her work placement through Erasmus+ she has completed a Scottish Vocational Qualification (SVQ) in business administration. She is continuing to volunteer in the recovery community following an interview for a Support Worker’s post.  Through the Mobility project, participants have visited Gothenburg, Sweden, to take part in activities tailored to gaining them employment after their vocational learning. In order to apply to take part in the project, participants are required to be substance free for at least twelve months and giving their time as a volunteer for at least six months. Participants visited successful social enterprises to enhance their employability skills and gain experience to strengthen their CVs upon their return. One example included work experience at a social enterprise operating a number of businesses including upcycling and screen printing. Project co-ordinator Morag Cassidy said: “People in recovery often have low educational attainment and the majority have had lots of personal difficulties in their life. The impact of this project has been life changing. All the participants have continued with their vocational courses and remained substance free after their mobility placement.
  12. Some of the following slides are also used in the KA1 and KA2/3 workshops as they serve as a good general introduction, however these workshops will go into more detail. Partnership projects exist across the different fields of higher education, vocational education and training, schools, adult education and youth, and work on the same general principles. Strategic partnerships bring together organisations from different countries to work together on solving a common problem or addressing a common need. Organisations can choose either to work with partners from the same field of education, training or youth or with partners from different fields, as long as all partners have relevant interests, skills and experience to contribute towards developing a high quality project. Strategic Partnerships must demonstrate a clear link between project objectives and the policy priorities outlined in Part B of the Programme Guide. In order to be funded, projects must address at least one horizontal priority and/or one field specific priority relevant to the field their application is submitted under. KA2 projects are also flexible in terms of their size and scale and there are different project types and formats available. For projects addressing a horizontal (general) priority and/or involving partners from different fields, it’s important to submit your application under the field which is most relevant to your project objectives and most likely to be impacted.

As mentioned, Strategic Partnerships are flexible and there are two different project types you can choose from: Strategic Partnerships Supporting Innovation: As the name suggests, this project type has a strong focus on innovation. This type of project is expected to develop innovative outputs and/or engage in intensive dissemination and exploitation activities. To support this, it is possible to request additional budget to develop substantial, high quality, Intellectual Outputs and, where relevant, to fund Multiplier Events to disseminate them. This project type is available for all fields of Education, Training and Youth. Strategic Partnerships supporting Exchange of Good Practices: This project type aims to support organisations to share ideas and ways of working, and to develop their experience of transnational cooperation. Exchange of Practices projects should still aim to deliver new outcomes and may produce tangible outputs but these are expected to be proportionate to the size and experience of the partnership. There is no budget available for Intellectual Outputs or Multiplier Events. This type of project is a good entry point for smaller organisations or organisations with less experience of transnational partnership working. This type of project is not available for the field of Higher Education but is available for other fields. It is important to note that there are some specific project formats which fall under Exchange of Practices projects: School Exchange Partnerships: Only for schools. These projects can use mobility opportunities for pupils and staff to develop as organisations and increase their ability to work in international projects. Transnational Youth Initiatives: These Strategic Partnerships in the field of youth aim to foster social commitment and entrepreneurial spirit of young people. A Youth Initiative is initiated, set up and carried out by young people themselves and project proposals are implemented by informal groups of young people.
  14. All Strategic Partnerships must involve organisations from different countries and all partners must be identified at application stage. For most fields, projects must involve at least 3 partners from three different Programme countries. However, Strategic Partnership involving schools and youth organisations can have a minimum of 2 partners from different Programme countries. School Exchange Partnerships can have a maximum of 6 partners from different countries; for other types of project there is no maximum (although the funding is capped at equivalent for 10 partners). The Applicant organisation applies to their National Agency on behalf of the whole partnership (N.B. For School Exchange Partnerships, if approved, individual participating schools with sign grant agreements with their respective NA; for other KA2 projects, the coordinator applies for and manages the funding on behalf of the partnership). The applicant must be an organisation participating in the project and must be based in a Programme Country. For most KA2, the participation of partners from Partner Countries may be allowed but must be strongly justified in terms of added value for the project It is very important to check Part B of the Programme Guide for the specific rules and requirements that apply to each field, as these do differ. Project durations vary between fields: Partnerships in the field of higher education: between 24 and 36 months; Partnerships in the field of VET, school education and adult education: between 12 and 36 months; Partnerships in the youth field: between 6 and 36 months.

KEY ACTION 2 SCHOOL PARTNERSHIP PROJECT Managed by Meadowhead School  Meadowhead School Academy Trust is continuously developing innovative ways to ensure their 11 to 18-year-old pupils receive the best education experience possible and reach their full potential. Their Erasmus+ project offers staff and pupils the opportunity to collaborate with partner schools across Europe. It has been awarded funding for three Erasmus+ projects*, and recognised for its outstanding international work. [*will need to be double checked] Through the Erasmus+ Key Action 2 Strategic Partnership project, ‘Passport to your future’, the school is working with partner schools in Slovenia, Spain and Finland to improve employability skills of European teenagers. The students will work together to gain valuable knowledge about their own and overseas job markets and study what employers are looking for when recruiting young school leavers. They have produced an app, website, guidebook and teacher lesson plans over two years. These products will be disseminated through a wide variety of media, including eTwinning, to help as many students as possible to succeed in getting their first job after leaving school. As International Project Manager Jo Silverwood has led many student exchanges over the years: “ Witnessing the tears of the teenagers at the end of the exchange as we say our farewells to their host partners at the airport, and listening to their stories and friendships made for life and future plans to return to the country or study the target language beyond school is the best job satisfaction I could hope for.”

As stated in the slide, the principal aim of Key Action 3 is to engage young people in the democratic process as well as to provide a platform for their concerns, interests and opinions to heard by decision makers. Note This Key Action is unique in that mobility and transnational partnerships are not essential – that is to say, UK organisations can make an application for funding for a project working only within the UK.
  18. *Run through list* The list above gives a sample of the types of activity that organisations might include as part of their Key Action 3 project. Whatever you elect to do within your project it should be relevant to the young people with which you work. Irrespective of the activity, young people should lead the activities in all stages of the project from preparation to follow-up.
  19. Projects run for between three and 24 months As with all the other types of Erasmus+ activity, there is a competitive application process – details of application deadlines to follow. As highlighted elsewhere, The Erasmus+ grant is intended as a contribution to your project costs and may not cover the total cost of your project. The maximum grant awarded for a Structured Dialogue project is €50,000. Funding supports Travel Organisational Support Exceptional Costs Special Needs Support As mentioned, while the application will most-likely be submitted by a representative of the youth organisation, it should be made clear that the area of focus, project design and associated activities are determined by the young people involved in the project. The final point regarding “non-formal learning principals and practices” is to illustrate that this type of project cannot be used to support activities taking part within a formal education setting (e.g. to support a school debate team). Projects should be rooted in non-formal learning both in terms the organisations that apply, the participants involved and the delivery of activity.
  20. KEY ACTION 3 Youth PROJECT Managed by Boys’ and Girls’ Clubs of Wales Boys’ and Girls’ Clubs of Wales has been delivering youth work for over 85 years. Their Erasmus+ project aims to engage underrepresented young people in dialogue with a range of politicians, from local councillors to Members of Parliament. The Erasmus+ Key Action 3 Structured Dialogue project, ‘Not the Usual Suspects brought together a group of young people aged 16-18 from areas with high youth unemployment. After a series of workshops helping them to develop their ICT, video editing and interviewing skills, the group met and interviewed politicians and discussed their own views on pertinent issues. They then educated other about their learning through modern strategies such as social media, peer-led forums and through developing an app. The project culminated in an event titled ‘Not the Usual Hustings’, where first-time voters were encouraged to come and hear from prospective candidates for the National Assembly for Wales elections at a local trampoline park. Hosted by Newsbeat’s Steffan Powell, S4C did a live broadcast of the event and the project was so well received, they won a Youth Work Excellence Award for it.
  21. Every year, Erasmus+ National Agencies fund a range of Networking and Transnational Cooperation Activities (TCA) aimed at supporting the development of all Erasmus+ fields. Our largest area of activity is within the European Solidarity Corps and the Youth field, although these are often cross-sectoral. Our projects support key priorities at UK and EU level such as the European Youth Strategy, Europe 2020 and the Inclusion and Diversity Strategy. We link the objectives, priority target groups and themes of these policies in to our activities such as the objective of implementing the Paris Declaration on promoting citizenship and common values; a focus on priority target groups such as NEETs; or themes highly relevant to the Erasmus+ programme such as social entrepreneurship, employability or inclusion.

Activities are fully funded training courses, seminars, conferences and partnership building events that train staff, share best practice across Europe and improve the quality and impact of the Erasmus+ programme. Another aim of TCA projects is to mobilise as many organisations and individuals as possible within the programme and support cooperation between organisations active in all fields of Education, Training and Youth. A final strand of TCA works to gather transnational evidence and research based analysis of Programme results.
  23. Social inclusion is one of the most important issues that the Erasmus+ programme aims to contribute towards. A cross-sector conference hosted in Warsaw by the Polish National Agency, brought together organisations to help develop strategic partnerships to address the issue and UK participants found the knowledge sharing and partnership building particularly useful. The UK NA does not pre-finance but reimburse 100% travel costs up to 500 EUR (exceptions above this amount are determined on a case-by-case basis). The UK National Agency is not in a position to directly support organisations to find partners, however there are various initiatives that can help The Erasmus+ projects results platform (also known as EPRP), will give you access to project descriptions, results and contact information for all projects funded under the Erasmus+ programme Search an online map of over 71,000 Erasmus+ projects from across Europe to help find partners, source project ideas and support networking. There are also partner finding events held across Europe which can be accessed through TCA funding.

Here are some additional initiatives available online, which you may find useful depending on the sector you are working in: SALTO-YOUTH stands for Support, Advanced Learning and Training Opportunities within the European youth programme. SALTO-YOUTH.net is a network of eight resource centres working on European priority areas within the youth field. On the SALTO website you will find OTLAS, a key partner finding tool. Through the OTLAS website you can register your youth organisation or informal group, search for partners, create projects and request partners. Eurodesk: Information service for Youth organisations and young people. EPALE, the ePlatform for Adult Learning in Europe, is a multilingual open membership community funded by the European Commission. It is the latest development in an on-going commitment to improve the quality of adult learning provision in Europe. The EPALE partner search feature is there to help find contacts in the field of adult learning. Register on EPALE for free to start your search. eTwinning is a free online community for schools and FE/VET colleges in Europe. It can be your first step towards Key Action 1 Mobility and Key Action 2 Strategic Partnerships by allowing you to find partners and collaborate on projects within a secure network and platform. Schools should also sign up to the new European Commission (EC) portal, School Education Gateway, to find staff professional development and strategic partnership opportunities for school staff mobility (Key Action 1) and strategic partnerships (Key Action 2) Erasmus+ activities. The UK National Agency publishes lists of all funded Erasmus+ projects which is an additional resource which you may find useful when finding partners. The project lists show the variety of organisations and institutions that have been successful in applying for the programme's decentralised actions (those managed in the UK). The information available includes the organisation name and address, the type of project that is being supported, the amount of funding in euros, and the project name. VET & HE For these sectors, in addition to the funded project lists, you may also find it useful to look at the lists of accredited organisations in your sector. For example, organisations who hold the Erasmus+ Charter for Higher Education (also known as ECHE). For the VET sector, organisations can also apply for the VET Mobility Charter. The Charter aims to reward and promote quality in mobility enabling sending organisations to further develop their international strategies.
