The International Symposium on Sustainable Food Systems for Healthy Diets and Improved Nutrition was jointly held by FAO and WHO in December 2016 to explore policies and programme options for shaping the food systems in ways that deliver foods for a healthy diet, focusing on concrete country experiences and challenges. This Symposium waas the first large-scale contribution under the UN Decade of Action for Nutrition 2016-2025. This presentation was part of Parallel session 2.3: Increasing access to healthy diets through social protection and income generation strategies"

3. FNS as a POLITICAL PRIORITY
• 2003 => Hunger Zero Strategy
• 2006 =>Food and Nutrition Security Law => Food and Nutrition Security
National System
• 2010 =>FNS National Policy
• 2011 =>1th FNS National Plan
• 2016 => 2nd FNS National Plan
Participatory and intersectoral/integrated policy approach (no silver bullet)
4. Principles of the FNS System
• Centrality of human rights.
• Food sovereignty – Food is the expression of values, cultures,
social relations and people self-determination.
• Intersetoriality – 20 different ministries are part of the System
requesting coordination among government.
• Social Participation – including NGOs, social movements,
academics and private sector.
• Decentralization – states and municipalities are part of the
System.
• International solidarity – Brazilian actions must not violate
other people’s RtoF.
5. 1st FNS National Plan – 2011-2015
Commitment of different governmental sectors to promote and
implement actions like:
• Universal access to adequate and healthy food
• Local Food Supply strategies
• Food and Nutrition education, research and training
• Guarantee FNS in traditional and indigenous communities
• FN actions in Primary Health Care
• Universal access to water for consumption and production
• Monitoring system

deep and vigorous. Social justice requires medium- and long-term
strategies
The principles of FNS System are human rights, food sovereignty, intersectoriality, social participation, decentralization and international solidarity
