• Many resources currently devoted to FMD control:
   – Mass vaccination programs
   – State veterinary experts
   – Laboratory experts and facilities

Proposal of Regional approach to support FMD control:
           W. Eurasia FMD Management Centre
Why?
• Countries in region have similar needs for tools and
  technical support
   – Similar PCP Stages, common gaps in expertise in
     epidemiology and socio-economics
• FMD control requires regional collaboration
   – highly contagious, transboundary disease
   – Strains evolve and move quickly over borders
W. Eurasia FMD management centre

Overall Objectives:
1. Early warning of regional FMD events/threats
2. Promote countries’ PCP Progress

How would it work?

• A facility to provide technical and management support
  to FMD control and PCP progression

• Participating countries
   – Initially Turkey (EuFMD member) and neighbours: Azerbaijan,
     Armenia, Georgia, Iran, (Syria, Iraq) - EuFMD support
   – Other countries in region may participate in Centre on cost
     recovery basis

How would it work?

• International expertise:
   – Management, development, backstopping
   – Workshops and Expert missions
• Regional coordinator
   – Technical, administrative and communication (newsletter,
     reports) duties
• National focal points in participating countries

Objective 1: Early warning of regional FMD events/threats
(ie new strain emergence, new serotype incursion…)


1. Monthly reports on regional FMD situation
   – Integration of regional intellegence (provided by national
     experts) and intelligent tools (database, algorithms to
     automate early alert)
   – WE Database: Empres-i
2. Further development of WelNet
   – Regular sample submission to Ankara FMD Institute from
     neighbouring countries

Objective 1: Early warning of events/threats

3. Further development of Epidemiology Network
   – Ongoing development of capacity (PEP-C, workshops)
   – Exchange of knowledge, ideas, experiences

4. Organization of ad hoc meetings in case of high
   alert/abnormal events
   – Coordinated response

Objective 2: Promote Countries’ Progress along the PCP
1. Development of national centre-related workplans:
  –   based on country PCP plans and gaps – may be control strategy
  –   Technical support “Ask a PCP Expert”


2. Workshops to address gaps:
  –   Will involve multiple countries when appropriate.
     Strategy development and Contingency planning
     Socio-economic impact assessment
     …..

Objective 2: Promote Countries’ Progress along the
 PCP

3. Expert missions to countries to support workplans
  –    Eg detailed strategy development, laboratory training and support,
       backstopping activity implementation
4. Annual meeting(s): network & W.E Roadmap
  –    Centre would coordinate Roadmap meeting
5. Capacity building
   –   PEP-C courses, other training as needed
   –   Co-implementation of activities (national and international experts
       working together),

Both objectives will be underpinned with the further
development of practical tools & approaches.

•   FMD datasharing and analysis functions within Empres-i
•   Application of price monitoring to predict FMD risk
•   Value chain analysis & economic impact studies
•   Development & use of disease spread models in FMD endemic
    countries:
    –   To optimise limited resources for FMD control
    –   To inform cost-benefit & other economic analyses

Conclusions I
• Strong need for data to support advocacy
    – cost-benefit analysis and socio-economic impact studies at
      country and regional level
    – ensure ongoing political and economic support for FMD control
•    Border control remains difficult, new incursions will
    happen, early warning and information sharing can
    reduce the impact
    – National and international movement control remains a key
      problem.
    – Movement is usually price-dependant.
    – Regional cooperation required to monitor

Conclusions II
• Convert data to information useful for disease control
   – Optimise use of vaccine
      • Insufficient vaccine available for 100% coverage
      • Need technical support to inform risk-based strategy
   – Application of other control options:
      • Raise awareness
      • Movement controls..
   – Ongoing monitoring
      • Implementation
      • Impact
