Transformation Agenda has provided the impetus for propelling Nigeria towards the attainment of her Vision 20:2020 
Of importance to the Agenda is Nigeria’s ability to leverage and harness ICTs for national growth and development: 
Economic: the ICT industry is one of the fastest growing of the Economy and ICT infrastructure is the foundation on which many economic services are delivered

Social: various social services are more efficiently and effectively delivered over ICTs

The Information Communication Technology (ICT) industry in 2011 was dominated by the telecommunications sector and multinational corporations. 
Contribution to GDP was approx. 5.46% 
There was a fragmented IT sector with small domestic players made up of approximately 350 companies 
Domestic value added in key areas was sub-optimal and it was characterized by consumer preference for global brands and high levels of importation of inputs and finished products 
The tariff regime and challenging operating environment for manufacturing encourages ensured that this was so 
Over $360m was transferred out in purchase and maintenance of software on products and services.

A snapshot of the ICT industry in 2014 shows a much different picture 
The industry is now viewed as critical, ranked with Oil & Gas and Power 
The industry currently contributes 9.58% to GDP (Q3 2014) and is further enabling other parts of the economy 
The improved environment assured by President GoodluckJonathan’s Transformation Agenda has helped create local companies that are innovating and adding value to the Nigerian economy 
Wakanow, Jumia, Paga, Konga, i-Sec, iRokoTV to name a few 
The Nigerian Telecoms sector is one of the fastest growing sectors in the world and continues to attract significant FDI

Implementing a National Broadband Strategy and roadmap that seeks to increase broadband penetration from 6% to 30% by 2018: 
3G/LTE Wireless Broadband Coverage to 80% of the population 
Fixed broadband to 16% of population based on fibre by 2018

Open Non-Discriminatory Access 
Smart States initiative

Sub-marine Cable 
Improving environment and rapid growth in Nigeria Telecoms Sector led to: 
Increased market potentials for Submarine cables 
Capacity at the shore therefore increased from 4.78Tbps in 2011

When MainOne came online, cost of international bandwidth crashed 
From between $1700 & $1200 to between $700 & $500 per Mbps.

To ensure diverse cable routings, an alternative landing point outside Lagos is also being considered for future cable landings.

Where we are (2014) 
By early 2011, over 30,000 km of long haul intercity fiber was laid 
Legacy cabling and Telcos(GSM and CDMA / Fixed telephony Operators) 
As at December, 2013, the Telcoshad deployed a combined total of 168,124kmof Fibreoptic cabling. 
In 2014, the Telcoshave deployed an estimated 238,000 km of additional fiber optic cabling.

Where we are (2014) 
USPF’s Backbone Infrastructure Project (BTRAIN) 
This is a subsidy-based project designed to facilitate the connection of rural and semi-urban areas to the national transmission backbone infrastructure 
Intention is to facilitate the build-out of backbone transmission infrastructure 
To all local government areas in Nigeria, using targeted subsidies 
Project started in 2011 
1,200 Km of fiber optic cabling has been run so far.

Connect Nigeria: Microwave Transmission 
Telco BTS expansion efforts, 2G and 3G site deployments increased from about 22,578 to 28,289 2G sites and from less than 10,000 to 15,048 3G sitesbetween 2013 and 2014 
170 BTSin total will have been deployed by the USPF to un- served and underserved areas in 2014 
One cluster of 22 BTS’ impacted 111 rural communities with an estimated population of 664,500 
158 BTSsitesare currently at various stages of completion 
Once deployment is complete, an estimated additional 1.6 Million Nigerians in various rural communitieswill then be served by basic ICTs

Connect Nigeria: Microwave Transmission 
A USPF study was carried out to establish clusters of voice telephony and transport network gaps in the country 
This study lead to the creation of 207 country- wide ICT Cluster Gaps 
Each Cluster has the requisite attributes 
Sizeable population, major towns, main economic activities, institutions 
These gaps expected to be filled by 2018 
This action will result in about 40 Million Nigerians gaining access to voice services.

NIGCOMSAT complements the Fiber / Terrestrial Networks in Nigeria for the deployment of broadband networks in the rural areas and other sectors 
Including Security, Health, Education, Agriculture and other applications with wide ranging geographical distribution 
NigComSat-1R has a total of 40 transponders 
14 active Ku-band and 2 redundant transponders, 8 active Ka-band and 4 redundant transponders, 4 active C-band and 2 redundant transponders, 2 active L-band and 2 redundant transponders 
NIGCOMSAT is collaborating on Public Access Venues (PAV) deployment projects with other agencies of the Federal Ministry of Communication Technology 
NITDA, USPF 
NIGCOMSAT will also be a key partner during the upcoming Analogue to Digital TV Channel broadcast migration project will also depend on partners like NIGCOMSAT

NIGCOMSAT-1R has increased its commercial value through the generation of revenue for Government investment by: 
Leasing of 5 KU transponders, C-Band, Broadband sale and the leasing of Direct to Home (DTH) platform to private strategic partner

The Federal Ministry of Communication Technology has declared Nigerian students a priority demographic and through the Universal Service Provision Fund (USPF)have rolled out targeted initiatives including: 
Collaboration with the Ministry of Education and World Bank (STEP-B) in the deployment of fibre-optic to Universities and affiliated Medical Colleges -Nigerian Research and Education Network (Ng-REN) 
1.4 Million students in 27 Federal Universities now connected via NgRENand will shortly be able to join the West & Central African REN (WACREN) 
Will now be able to join and collaborate with global REN communities 
3.4 Million Polytechnic students due to be connected by end 2015 in second phase 
School Knowledge Centres 
Aplatform through which the USPF extends ICT services to un-served areas and provides shared (public) access to ICT services, including computer training 
1,552 secondary schools equipped with ICT tools and 1,458,880 studentsestimated to have been introduced to ICTs through this program.

Connect Nigerians: Reforming NIPOST 
TheNigerianpostalsectorismanagedbyNIPOST,thereforethegrowthofthesectorisintrinsicallytiedtothereformofNIPOST 
The Nigeria Postal Bill is currently under consideration by the Federal Executive Council and will: 
Create clear delineation of roles and responsibilities in the postal sector via the creation of an independent regulator 
Create a level playing field for postal operators 
Transform NIPOST into an autonomous and financially viable postal company (providing low cost universal postal services and a broad range of service) 
NIPOST is modernising its physical and IT network and collaborating with actors in the broader economy to deliver a wider range of services.

Specifically, eight (8) ICT startups supported to establish their businesses through customized incubation and acceleration programs 
iSEC< 5 years old just secured a turn-key deal with NIBSS to deploy its innovative financial authentication solution for all banks. 
AfricaniaComputers Ltd (e-Pump solution) 
Raised US$40,000 to complete its Back-office real-time monitoring software for sales and operation of gas station. 
KlienDevortwhich has a social networking to workplace automation tool and has negotiated a US$800K investment 
TeDataLtd (an e-Stock solution provider) that has raised US$50k, created over 10 jobs 
Ongoing incubation and acceleration of over 70 tech startups at iDEAcentresthat have the potential of generating 10,000 direct and indirect jobs.

19 Nigerian tech startups have been supported at most recent DEMO Africa events, 2013 and 2014 respectively 
Of the five that attended DEMO Africa 2013, four have since raised over $ 200,000 (locally and internationally) 
SpacePointe, an offline / online market channel with virtual POS solution for retailers, created 128 jobs and is valued at of N500m 
Has Potential to realize revenues of NGN 184 Bn. in 5 years with over 10,000 jobs created (both direct and indirect) 
Nerve is a convergent phone with multi-content and network sharing capabilities 
Has a current valuation of NGN 60 Million and potential to create 2,000 jobs and achieve NGN 18 Bn. Revenues in 5 to 7 years 
Hutbay, a real estate marketplace solution with current valuation of about N184m has potential to achieve NGN 9.2 Bn. in 5 years with over 100 jobs created 
Connect Finance, a financial and CRM software package currently valued at N50m with growth projection of N500m and 100 jobs in 5 years.

Hosted DEMO Africa 2014 event in Nigeria 
Of 40 finalists, fourteen (14) Nigerian startups (highest from any African nation)launched their innovative solution before the audience of international and local investors, technology buyers 
Five of these startups are products of our iDEA Incubation Centers 
In view of the impressive showing at DEMO Africa 2014, the hosting rights for DEMO Africa 2015 has been granted to Nigeria 
Two Nigerian startups, part of adjudged elite top five from DEMO Africa 2014 have been sponsored to DEMO US in Silicon Valley to showcase their products, obtain exposure and seek partnerships.

The Technology Innovation Fund 
First of it’s kind 
Closed at $ 16.2 Million 
Further rounds will aim to reach target of $ 50 Million 
The Fund will help to grow the still very nascent Venture Capital industry in Nigeria and will fill the gap that exists where high risk capital is needed by entrepreneurs 
The Fund will target disruptive and innovative technology startups in Nigeria that have the potential to grow to become category leaders 
This action will create opportunities currently un-available to the ever growing ecosystem of young Nigerian IT entrepreneurs 
It is estimated that by knock on effect, the Fund will create 35,000 jobs.

The Federal Ministry of Communication Technology and the Rockefeller Foundation are partnering to deepen the effect of online job creationin Nigeria 
Through the partnership, workshops to train youths in every state of the federation as well as the FCT have commenced 
Intent is to train 1,000 unemployed or under-employed youth in each State, and to train 35,000 youth by the end of 2015 
Initial training sessions have been held in Edo and BayelsaStates 
Training sessions are currently being held at NYSC Orientation camps 
1,300 & 2,000 trainees undergoing workshop at Kogi& Benue State NYSC camps respectively

The Ministry of Communication Technology is a key partner as the Federal Governments intervenes to empower Nigerian women and girls through ICTs 
Major thrust is through the Federal Government’s unique gender based budgeting initiative known as the Growing Girls and Women in Nigeria (GWIN) 
The Ministry of Communication Technology, a key partner in the GWIN project, is empowering women and girls through specific technology initiatives, including:

Digital Girls curriculum developed and piloted in 12 Federal Government Girls Colleges and presently undergoing review 
About 1850 Girls registered as Members in the 12 pilot schools 
Initially 1200 students projected 
Quiz competition was administered to club members to mark 2014 ICT Day for Girls 
Best Club Member and Club Manager were awarded 1 computer laptop each 
The revised curriculum to be ready for launch and thereafter will be available for girls in all secondary schools across the country in Q1 2015 
1,000 young female graduates of tertiary institution completed training in fundamentals of telecommunications 
The 200 best students will be trained further to become Huawei Certified Data Associates (HCDA) 
20 of the 200 will receive further training in China 
All 200 will be engaged in Huawei and partner facilities across the country. 
To be the largest network of connected Nigerian women 
Women to receive regular content on health, parenting, finance, business etc 
Opportunity for women to ask questions from experts in various fields 
Women in the rural areas will receive relevant content via text and voice SMS

ICTs: The Foundation for Nigeria’s Transformation © 2014 Federal Ministry of Communication Technology Transformation Agenda has provided the impetus for propelling Nigeria towards the attainment of her Vision 20:2020 Of importance to the Agenda is Nigeria’s ability to leverage and harness ICTs for national growth and development: Economic: the ICT industry is one of the fastest growing of the Economy and ICT infrastructure is the foundation on which many economic services are delivered 1A frequently cited World Bank study found that low-income and middle-income countries experienced “about a 1.38 percentage point increase in GDP for each 10 per cent increase in broadband penetration” Social: various social services are more efficiently and effectively delivered over ICTs There is significant impact in the delivery of education, health, welfare services, public services etc. 1Christine Zhen-Wei Qiangand Carlo M.   • 6. The Information Communication Technology (ICT) industry in 2011 was dominated by the telecommunications sector and multinational corporations. Contribution to GDP was approx. 5.46% There was a fragmented IT sector with small domestic players made up of approximately 350 companies Domestic value added in key areas was sub-optimal and it was characterized by consumer preference for global brands and high levels of importation of inputs and finished products The tariff regime and challenging operating environment for manufacturing encourages ensured that this was so Over $360m was transferred out in purchase and maintenance of software on products and services.   • 59. President GoodluckJonathan’s agenda has a very strong emphasis in inclusive development and considers significant portions of our women & girls to belong to a vulnerable section of society and are sometimes left out of major development drives In addition, major indicators in gender-specific online trends show that women and girls tend to be omitted from participation in the evolving digital economy The Ministry of Communication Technology is a key partner as the Federal Governments intervenes to empower Nigerian women and girls through ICTs Major thrust is through the Federal Government’s unique gender based budgeting initiative known as the Growing Girls and Women in Nigeria (GWIN) The Ministry of Communication Technology, a key partner in the GWIN project, is empowering women and girls through specific technology initiatives, including: The Digital Girls Clubs, the “1,000 Girls ICT Training Programme” and the “SmartWomanNigeria” project. EMPOWERING NIGERIAN WOMEN & GIRLS VIA ICTs Digital Girls curriculum developed and piloted in 12 Federal Government Girls Colleges and presently undergoing review About 1850 Girls registered as Members in the 12 pilot schools Initially 1200 students projected Quiz competition was administered to club members to mark 2014 ICT Day for Girls Best Club Member and Club Manager were awarded 1 computer laptop each The revised curriculum to be ready for launch and thereafter will be available for girls in all secondary schools across the country in Q1 2015 1,000 young female graduates of tertiary institution completed training in fundamentals of telecommunications The 200 best students will be trained further to become Huawei Certified Data Associates (HCDA) 20 of the 200 will receive further training in China All 200 will be engaged in Huawei and partner facilities across the country. To be the largest network of connected Nigerian women Women to receive regular content on health, parenting, finance, business etc Opportunity for women to ask questions from experts in various fields Women in the rural areas will receive relevant content via text and voice SMS To be launched Q1, 2015. © 2014 Federal Ministry of Communication Technology 60
