• The Scheme was launched in March 2015.
• Aim is to promote usage of Geotechnical Textiles in the North
Eastern Region.
• The Scheme supports the incremental cost, if any, due to use of
Geotextiles for following areas:
• Road Construction,
• Slope Stabilisation
• Water Reservoirs
• Financial Outlay : Rs.427 Crore
• Duration : 05 Years ( 2014-15 to 2018-19)
13. • To demonstrate use of Geotechnical textiles as a modern
cost-effective technology in the development of
infrastructure in fragile geological conditions of NER
• To promote the use of geotechnical textiles material and
create a market for these products in the NER through
inducing demand side pull;
• Stimulate development of technical textile industry in the
NER
SCHEME OBJECTIVES
14. The scheme has two components:
• Component-I :Hard intervention (Rs374 Cr)
Under this component Incremental cost of the Pilot Stretches
of identified ongoing or new projects, due to application of
geotechnical textile solutions, will be reimbursed to the
State/Central Project Authorities;
• Component-II : Soft Interventions (Rs43 Cr)
Under this component activities such as site inspection and TEV
study, design solutions and DPR preparation, on site
monitoring and testing, specification formulation, training and
capacity building, awareness campaigns, market development
support, and evaluations studies etc will be funded directly by
the Central Govt. to the identified agencies;
• Administrative Cost of the Scheme: Rs 10 Cr
DETAILED SCHEME OUTLINE
15. 1. Pilot Project identification : by Project Authority
2. Site inspection : by COE
3. DPR-1 of the pilot project :
• To be prepared by Project Authority based on traditional solution.
• Cost of DPR to be funded by Project Authority
4. DPR -2 of the pilot project :
• To be prepared on Geotechnical textiles-based solution by the agency nominated by
the Central Government (COE Geotech) with the participation Project Authority
• Cost of preparation of DPR will be funded by Central government
• DPR 2 would also include bid specifications for geotechnical textile material for
floating tender
SCHEME IMPLEMENTATION METHODOLOGY
16. 5. DPR 1 (traditional solution) will be compared with DPR 2
(technical textiles-based solution)
Following scenarios may emerge:
1) DPR 1 < DPR 2: Example, DPR 1(Rs 100) < DPR 2 (Rs 110). Rs 100 by State Govt; Rs 10
+ Technical support and soft interventions by Central Govt
2) DPR1 = DPR2: Cost borne entirely by Project Authority. Technical support and soft
interventions from Central Govt
3) DPR 1> DPR 2: Savings accrued to Project Authority. Technical support and soft
interventions from Central Govt
6. The Project Authorities may dovetail financing of their pilot
projects from any other source, including Central Plan
assistance, as per the original project. This scheme will support the
incremental costs of such pilot projects due to introduction of
geotechnical textile solutions over and above the original project
cost

17. 7. Tender for the pilot stretch with technical textiles solution will
be floated based on bid specifications in DPR 2 by Project
Authority with technical assistance from COE
8. Tender evaluation through a committee consisting of Project
Authority, with technical assistance from COE
9. Project commences with implementation guidelines based on
DPR 2

23. • Designed by using Non-Woven Geotextiles and Biaxial Geogrids to
overcome the above issues.

30. ISSUES
• Sub soil consists of black cotton soil at certain reservoirs and
Silty sand & clayey gravel at certain locations.
• All reservoirs are drying off during summer due to seepage of
water through the reservoir base and slopes.
• Severe water problem for drinking and irrigation to the
nearby habitations.
• No conventional lining system adopted.
• Sliding of slopes due to softening of soil reducing reservoir
capacity and increasing regular O&M
31. IMPROVEMENT WITH GEOSYNTHETICS
• Reservoir Lining System Designed by using Non-Woven Geotextiles,
and HDPE Geomembranes to overcome the above issues.

34. MANIPUR:
• Airport Road of length 2.2 Kms at Manipur has been
completed with a cost of Rs. 1.16 Crores. (Approved incremental
Cost:1.45 Cr.)

• Nine Roads under PMGSY (45.39 kms) approved with a cost of Rs 3.14
Crores
• Bishnupur-Nungba Road (7 stretches of road, 26 stretches for slope
stabilisation & 1 Reinforced soil structure approved with a cost of 16.82
Crores
• Nine Water Reservoir Projects of Manipur approved with a cost of Rs.1.61
Crores.
• 1 Water Reservoir of Project Tourist Circuit Manipur-Imphal-Moirang-
Khongjom-Moreh approved with a cost of Rs 1.47 Crores
TRIPURA
• One road project (2.6 Kms) from Kholabari to Jharnatilla, Mohanpur
division approved with a cost of Rs.21,39,250/-
• Two water reservoirs projects at Bhagat singh hostel in Agartala &
Women College in Agartala approved with a cost of Rs.22,67,865 and
Rs.27,07,100/ respectively

36. MEGHALAYA:
• One Road Project from Shillong to Nongstoin approved with a cost of Rs
4.95Crores
• Balat - Bagli Road approved with a cost of Rs 1.91Crores
ARUNACHAL PRADESH
• Construction of Retaining Wall at NIT Jote approved with a cost of Rs 0.96
Crores.
MIZORAM:
• 3 Road Projects approved at a cost of Rs 66.02 Crores
