Capacity Building resources
 By Capacity Building resource, we mean any element
of interest that can help the development of
knowledge (capacity building) in the field of Earth
Observation.
 This element can be human, organizational, IT-
related, methodological, technical.
 Targeted CB resources are freely accessible or
sponsored by special agreement, depending on the
particular status of the applicant

Geonetcab portal as Resource
facility
 Provide information that helps decision makers,
policy makers, EO professionals and scientists
become more familiar with EO applications and
opportunities.
 Make freely accessible through the resource facility

What is the GEONETCAB portal?
 Overview
The goal of the FP7 GEONETCAB was to let users in
the field of Earth Observation (EO) accessing to
Capacity Building (CB) resources.
It has produced an inventory of the capacity-building
resources available online for the EO domain (about
350 items within 3 years)

2nd EOPOWER Workshop (Thessaloniki) 33
- An inventory not enough comprehensive, limited
visibility from others access services, including those of
GEO-GEOSS
EOPOWER - http://www.eopower.eu 35
Some limits
- Important work to input the description of
resources and maintain the metadata up to date
?
-Many description are already availables in others
discovery service or web portal without an efficient way
to interconnect
EOPOWER - http://www.eopower.eu 36
Technical framework for Resource facility
Interconnect GEONetCab portal with partner’s CB
databases
Toward a
Capacity Building
System of
Systems
How to both achieve a better mobilization
of CB resources and avoid replication of
efforts ?
2nd EOPOWER Workshop (Thessaloniki) 37
EOPOWER - http://www.eopower.eu 38
Objectives
Many projects collect information about Capacity Building
resources delivered in a form of database, structured according
specific schemas and specific web interface
Provide interoperability between the different CB Systems
 Avoid replication of efforts
 Achieve better mobilization of resources
 Propose a large view of available material to the
decision makers, policy makers and EO professional
EOPOWER - http://www.eopower.eu 39
A Capacity Building System of
systems
As the GEO System of systems, an approach which :
 Keep the different system autonomous
 Based on specialized components to take care of all
mediation and harmonization tasks to connect the
systems
 Minimize the impact on the project
 Reuse the outcomes of past project to provide the key
components
EOPOWER - http://www.eopower.eu 40
Brokered Architecture
Allows the interoperability between differents systems,
keeping the local system autonomous

  5. key principles
  6. to be conform within the principles given it is a brokered architecture which allows the interoperability between differents systems, keeping the local system autonomous CB Sos consists : several CB Database providing catalog service the broker is able to contact different CB catalogs, harmonize their metadata and providing a collected answer through harmonized data schema a global portal which allows search and discover capabilities local systems can keep with their own data model, own web publication interface, all the harmonization and mediation operations are delegated to the broker local systems need expose a catalogue service to provide CB resource metadata to the broker
  7. the implementation of capacity building could appear complicated and could take time as i said before the idea is to Reuse the outcomes of past project to provide the key components of the proposed architecture : technologies for building local CB system (BalkanGEONET) brokering framework (GEOSS) a CB Information model (GEONETCAB) a editing and discovering components (GEONETCAB)
