12. “In view of the great & increasing cost of
paper, and of the large quantity of the
article required in the operations of the
Institution, I request that a basket be kept
in each room of the building, into which all
pieces of waste paper may be thrown
during the day and afterwards emptied
into a common receptacle to be preserved
for sale.” Secretary Joseph Henry, 1862.

The basic practice remains the same today as 150 years ago.
Paper is collected primarily from staff areas although a few receptacles are present in spaces where newspaper and brochures may be more likely to be deposited.
The paper products are recycled by GSA contractors Georgetown Paperstock and World Recycling. We like the GSA program because we get paid for our recycling and that assures us that the materials do indeed get recycled. If our recyclers don’t recycle it then they don’t get paid. Single Stream options would require us to pay for the service and our staff and visitors would be asking how we could be sure it got recycled. So we practice a dual stream program that results in a cleaner sort closer to the point of source.

We participate in the GSA’s National Capitol Region Recycling Program for recycling Commingle.
We have now changed to blue recycle bins with lids that keep out rain, animals and bees.
The result has been dramatic increases in commingle recycling tonnage.
Most of it is sent to the Montgomery County Material Recovery Facility which we visited to better understand what is being recycled and to assure out staff and visitors that the material we collect is indeed being recycled and we know where it goes.
I took 25 banners, washed them, and had them sewn into 700 tote bags.
