41.1 DEFINITION
PLAN ·NING (企 ·划)
“The PROCESS of THINKING about the activities required to achieve a DESIRED GOAL…It involves the
CREATION & MAINTAINTANCE of a plan” (Wikipedia).
“Deciding in advance what to do, how to do it, when to do it, and who is to do it. Planning bridges the gap
from where we are to here we want to go” (Harold Koontz and Cyril O'Donnell. Principles of Management: An Analysis of
Managerial Functions, 2008).
“A concept of executive action that embodies the skills of anticipating, influencing and controlling the nature
and direction of change” (Dalton McFarland. Management: Principles & Practices, 1974)
51.1 DEFINITION
PLAN ·NING (企 ·划)
企 = 人 + 止
[Oracle Bone Script]
[Person] [Feet]
① Plan, aim, promote
② Attempt
③ Expect, wish
In Oracle Bone Script (1250~1050 BC), person’s foot is larger than normal size.
It means to “Stand on his/her tiptoes in order to start something.”
1. Stand on his/her tiptoes in order gaze out or get a better sight
1.1 Why do people gaze out by standing on their tiptoes?
- People are satisfactionless.
- People are aware of the problem in current situation and look for better values.
- People intentionally stand on their tiptoes and gaze at a better world over
the fence.
1.2 What do people look for?
- People gaze at the certain target, not leisurely see the scenery over the fence.
- People think a clear/desired goal (why planning?)
- Planning starts when people clearly set up the goal of planning.

111.2 DIFFERENCE BETWEEN PLANNING & PLAN
PLANNING PLAN
• A Process
• A primary function of management
• Long-term objectives
• Common to all plans ()
• Aim at structural changes
• Broad goals, which development plans seek to achieve
• Strategical planning (企划)
• Answer “Why?” & “What?”
• A Document
• NOT a function of management
• Short-term objectives
• Vary from plan to plan (tactical)
• Aim at quantitative changes
• Planed with greater precision
• Tactical action plan (計划)
• Answer “How?”
計 (“count or plan”) = 言 (“say”) + 十 (“ten or all”).
