Challenges in ERS
Long Response Time

By doing CPR in the first 15 minutes, there is a huge chance to save lives
With 1 minute shorter response time in heart attacks, about 15% more lives can be saved. (Sund, 2006b)
In sparsely populated areas professional response organisations may be far from the incident location
General financial cut-backs in the number of services provided by traditional response organisations

Dimensions can help us to find new actors’ needs
It is not rational to look at new actors from one dimension and ignore
other aspects
Researchers and practitioners should be aware of important dimensions
of new actors when studying them deeply
There may be more dimensions in the future with new type of new actors
