Emergency Response system(ERS)

Emergency situation may evolve unpredictably over time

3
Who are counted as Main Actors in (Swedish) ERS?
4
Challenges in ERS
Long Response Time
Quality of Response OperationLimited Resources
 By doing CPR in the first 15 minutes, there is a huge chance to save lives
 With 1 minute shorter response time in heart attacks, about 15% more lives can be saved. (Sund, 2006b)
 In sparsely populated areas professional response organisations may be far from the incident location
 General financial cut-backs in the number of services provided by traditional response organisations
5
 Sparsely populated area
 Mountains
 Forests fire
 Early intervention to building fires
 Traffic accidents
 .....
In which situation
6
Are there other societal resources than professional response
organizations that can help and contribute to a response operation?
7
YES , There are!
Volunteer actors
Semi-professionals as
First Responder(FR)
Non –professional
(Layman) as FR
8
 existing or completely new actors
 do not officially interoperate with current ERS
 may help in an emergency situation to shorten the response time
 compensate limited number of ordinary actors
 their identity or functions are not new
 their lack of integration into current ERSs is new
 investigating their needs and characteristics is new
We call them Actors!!!
9
There are many questions about new actors!
10
What is their Role ERS?
What kind of structures
they have?
What is their Responsibility
in ERS?
What are their costs and
benefits? What equipment
they need?
Education and
training?
Accessibility?
11
Is there any categorisation, conceptualization and systematization of
new actors, their identity, role, responsibility, etc…?
12
 Literature review
 Project reports review
 Interview with the other researchers in the domain
 Interview with practitioners
Method
 Data analysis
 Data was tagged and labelled based on highlighted issues
 Focus was mostly on everyday accidents and large accidents
 14 dimensions were identified

16
 To define indentify new actors
 To study new actors further thoroughly
 To provide them with proper solutions such as Information systems
(Efficient and effective method for information exchange, coordination, etc.)
 To analyse them (Needs analysis , Information needs, CBA, …)
 To be able to publish information about them in a specific way
Why do we need such categorization?
17
 Different dimensions can influence one another
 Dimensions can help us to find new actors’ needs
 It is not rational to look at new actors from one dimension and ignore
other aspects
 Researchers and practitioners should be aware of important dimensions
of new actors when studying them deeply
 There may be more dimensions in the future with new type of new actors
Future work
18
 To develop and complete the framework
 Apply the framework for analysis of different kinds of new actors

Thank You!
Q&A
1) How do you deal with actors in your work and projects? Are you looking at all
dimensions of them?
2) Have you seen other types of actors that could help to emergency response
systems? We already named 3 of them: Non –professional, Volunteer actors ,
Semi-professionals
