3. The 2018 Programme Guide places a special focus on encouraging
projects supporting social inclusion (notably of refugees and
migrants), as well as preventing radicalisation.

4. The Erasmus+ Programme shall contribute to the achievement of:
◦ the objectives of the Europe 2020 Strategy, including the headline
education target
◦ the objectives of the strategic framework for European cooperation
in education and training (ET 2020), including the corresponding
benchmarks;
◦ the sustainable development of Partner Countries in the field of
higher education;
◦ the overall objectives of the renewed framework for European
cooperation in the youth field (2010-2018);
◦ the objective of developing the European dimension in sport, in

5. Schools Key Action 2 strategic partnerships: there is
a new name for ‘schools only’ strategic partnerships,
which is now called ‘school exchange partnerships’.
There is a significant budget increase and a simplified
application process.
Youth Key Action 1 mobility: some elements of
European Voluntary Service transfer to the new
European Solidarity Corps programme.

6. Additional opportunities for Erasmus+ higher education
students to carry out traineeships aimed at gaining digital
skills;
The ErasmusPro initiative under VET mobility projects to
boost long term mobility for VET learners;
A new "Schools Exchange Partnerships" format under
Strategic Partnerships to help schools better finding their
way into cooperation projects;
The action "Sector Skills Alliances" has been
reintroduced to this Programme Guide;
The funding rules for most actions have been fine-tuned;

7. A pre-financing payment will be transferred to the
beneficiary within 30 days of the date when the last of the
two parties signs the grant agreement or when the grant
decision is notified to the beneficiary, and where relevant,
any appropriate guarantees are received (see section
"financial guarantee").
Pre-financing is intended to provide the beneficiary with
a float. National Agencies or the Executive Agency may
decide to split the first pre-financing payment into more
instalments. They may also decide to reduce the pre-
financing or not pay any pre-financing at all, if the
financial capacity of the beneficiary is not deemed
satisfactory.

8. Under some Actions, a second – and in some cases a third - pre-
financing payment will be transferred to the beneficiary within 60
calendar days of the receipt, by the National or Executive Agency,
of the further pre-financing payment requests advanced by the
beneficiary if the further pre-financing payment request is
accompanied by an interim report. These further pre-financing
payments may be requested when at least 70% of the previous pre-
financing payment has been used up. Where the statement on the
use of the previous pre-financing payment(s) shows that less than
70% of the previous prefinancing payment(s) has been used to cover
costs of the action, the amount of the new pre-financing to be paid
shall be reduced by the unused amounts of the previous pre-
financing.

9. Programme Countries: EU Member States, EFTA/EEA
countries, the former Yugoslav Republic of Macedonia and Turkey.
Partner Countries, which may participate in certain actions, in
accordance with the Regulation and the concluded participation
agreements:
◦ Neighbouring Partner Countries:
◦ o Western Balkans (Albania, Bosnia and Herzegovina, Kosovo , Montenegro,
Serbia);
◦ o Eastern Partnership Countries (Armenia, Azerbaijan, Belarus, Georgia,

10. For British applicants:
Please be aware that eligibility criteria must be complied with for
the entire duration of the grant. If the United Kingdom withdraws
from the EU during the grant period without concluding an
agreement with the EU ensuring in particular that British applicants
continue to be eligible, you will cease to receive EU funding (while
continuing, where possible, to participate) or be required to leave
the project.

11. Development of relevant and high-quality skills and
competences:
supporting individuals in acquiring and developing basic skills and
key competences, in order to foster employability and socio-
educational and personal development, as well as participation in
civic and social life.

12. Social inclusion:
priority will be given to actions that help address diversity and
promote – in particular through innovative and integrated
approaches– ownership of shared values, equality, including
gender equality, and non-discrimination and social inclusion
through education, training, youth and sport activities.

13. Open education and innovative practices in a digital era:
priority will be given to actions that promote innovative methods
and pedagogies, as well as participatory modes of governance,
where appropriate.

14. Transparency and recognition of skills and qualifications: priority
will be given to actions that support employability as well as learning
and labour mobility and facilitate transitions between different levels
and types of education and training, between education/training and the
world of work, and between different jobs.

15. Sustainable investment, performance and efficiency:
priority will be given to actions supporting the effective
implementation of the Investment Plan for Europe, including by
promoting funding models attracting private actors and capital (incl.
under the Erasmus+ Student Loan Guarantee Facility),;
as well as supporting the design of evidence-based reforms that
deliver quality, innovation and relevance in education, training,
youth and sport systems and policies.

opportunities for students, trainees, apprentices, young people and
volunteers, as well as for professors, teachers, trainers, youth
workers, staff of educational institutions and civil society

19. Erasmus Mundus Joint Master Degrees (EMJMD):
high-level integrated international study programmes
delivered by consortia of higher education institutions that
award full degree scholarships to the best master students
worldwide.

20. The main changes compared to the 2017 call for proposals are:
The funding available for the EMJMDs will cover four intakes
of students as compared to three intakes in the past.
The EMJMD grant will finance a maximum of 60 "Heading
1" student scholarships for the four intakes.
The maximum EU co-financing rate will be 95%.

21. Up to 48 additional student scholarships for the four intakes
are available for eight targeted regions of the world:
◦ Eastern Partnership countries, South-Mediterranean
countries, Asia, Central Asia, Latin America, South Africa
and Gulf Countries ("Heading 4")
◦ the Africa-Caribbean-Pacific countries ("European
Development Fund")
The 75% ratio of EMJMD scholarships earmarked for
student candidates from Partner Countries refers to the
overall number of scholarships financed, including those made
available for one or more priority regions/countries of the
world.

22. Erasmus Mundus Joint Master Degrees support the
following activities:
the delivery of a joint master programme corresponding
to 60, 90 or 120 ECTS credits and resulting in the award
of either a joint or multiple master degree;
the award of scholarships to excellent students
worldwide for their participation in one of these joint
master programmes.

23. Erasmus+ Master Degree Loans: offered to higher education
students from Programme Countries to go abroad for a full
Master Degree

24. The loans are up to 12,000 EUR for a 1-year Master
programme and up to 18,000 EUR for an up to 2-year
Master and can cover living, tuition and other study costs in
any of the 33 Erasmus+ Programme Countries.

26. Strategic Partnerships aim to support the development,
transfer and/or implementation of innovative practices as well
as the implementation of joint initiatives promoting
cooperation, peer learning and exchanges of experience at
European level. Projects that address the priority "Inclusive
education, training and youth" will be considered as highly
relevant.

27. Strategic Partnerships may also organise training, teaching
and learning activities of individuals, in so far as they bring
added value in the achievement of the project's objectives.

28. On the basis of an assessment of the national context (i.e. needs and
realities of national systems in the fields of Education, Training
and Youth), Programme Countries may opt for allocating distinct
budget to the following types of Strategic Partnerships:
◦ Strategic Partnerships aiming at implementing innovative
practices in the field of education, training and youth;
◦ Strategic Partnerships with a view to establishing exchanges
of practices
In this case, indicatively, at least 65% of funds in VET and adult
education, and 35% of funds in school education will be allocated
in the Programme Countries to support Partnerships mainly aimed at
developing innovation.

29. In school education, at Programme level, the objective will
be to keep the share of funding for Strategic Partnerships
supporting innovation at approximately 35%.
In the field of higher education, 100% of the funds will be
allocated to this type of Strategic Partnerships.

30. Knowledge Alliances between higher education institutions and
enterprises which aim to foster innovation, entrepreneurship,
creativity, employability, knowledge exchange and/or
multidisciplinary teaching and learning;

31. Knowledge Alliances aim at strengthening Europe's
innovation capacity and at fostering innovation in higher
education, business and the broader socio-economic
environment by achieveing one or more of the following aims:
◦ develop new, innovative and multidisciplinary
approaches to teaching and learning;
◦ stimulate entrepreneurship and entrepreneurial skills of
students, higher education teaching staff and company
staff;
◦ facilitate the exchange, flow and co-creation of
knowledge.

33. Sector Skills Alliances identify sector-specific labour market needs,
demand for new occupation profiles and skills needed to perform in
one or more professional sectors.
Sector Skills Alliances support the design and delivery of
transnational vocational training content and teaching and
training methodologies for European professional core profiles;

34. Sectors Skills Alliances will consist of three strands:
◦ Lot 1 - Sector Skills Alliances for skills anticipation:
mainly aimed at identifying skills needs, gaps and training
provisions in a given specific economic sector;
◦ Lot 2 - Sector Skills Alliances for design and delivery of
VET: aimed at responding to identified skills gaps and
needs by developing common trans-national training content
for European occupational core profiles as well as teaching
and training methodologies, with a focus on workbased
learning.
◦ Lot 3 - Sector Skills Alliances for implementing strategic
approaches to sectorial cooperation on skills.

35. A particular focus will be on digital skills as they are
increasingly important on all job profiles across the entire
labour market.
Also, the transition to a circular economy needs to be
underpinned by changes to qualifications and national
education and training curricula to meet emerging professional
needs for “green skills”

36. Capacity Building projects supporting cooperation with
Partner Countries in the fields of higher education and
youth.
Projects aim to support organisations/institutions and systems
in their modernisation and internationalisation process. In
certain eligible Partner Countries mobility activities are
supported in so far as they contribute to the objectives of the
project;

37. Aims to support the modernisation, accessibility and
internationalisation of higher education in the Partner
Countries is to be carried out in the context of the priorities
identified in the Communications
“Increasing the impact of EU Development Policy: an
Agenda for Change”
and “European Higher Education in the World”,
as well as on the “New European Consensus on
Development: Our World, Our Dignity Our Future”

38. Two categories of Capacity Building projects are supported:
◦ Joint Projects: aimed at producing outcomes that benefit
principally and directly the higher education institutions and
other organisations from eligible Partner Countries involved
in the project;
◦ Structural Projects: aimed at producing an impact on
higher education systems and promoting reforms at national
and/or regional level in the eligible Partner Countries.
The maximum EU co-financing rate will be 90%.

39. The Special Mobility Strand (SMS) has been removed.
There are three National and Regional priority areas instead
of four and they have been revised.
The minimum number of Programme Countries required in a
consortium has been decreased from three countries to
two.
Future CBHE projects will be offered two options for the start
of the eligibility period: 15 November 2018 or 15 January
2019.
The grant rate for the highest travel band has been
increased to €1500.
Exceptional travel costs have been introduced.

40. foster cooperation and exchanges in the field of youth between
Programme Countries and Partner Countries from different
regions of the world;
improve the quality and recognition of youth work, non-
formal learning and volunteering in Partner Countries and
enhance their synergies and complementarities with other
education systems, the labour market and society;

41. foster the development, testing and launching of schemes
and programmes of non-formal learning mobility at regional
level (i.e. within and across regions of the world);
promote transnational non-formal learning mobility
between Programme and Partner Countries, notably targeting
young people with fewer opportunities, with a view to
improving participants' level of competences and fostering
their active participation in society

43. Better knowledge in the fields of education, training and youth for
evidence-based policy making and monitoring in the framework of
ET2020, Europe 2020 and the wider European policy agenda, in
particular:
country-specific focus, cross-country and thematic analysis,
including through cooperation with academic networks;
peer learning, peer counselling and other exchanges of practices
through the Open Methods of Coordination in education, training
and youth.

44. Initiatives for policy innovation to stimulate development of
innovative policies among stakeholders and to enable public
authorities to test the effectiveness of innovative policies through
field trials based on sound evaluation methodologies;

45. Development of European policy tools to facilitate transparency,
comparability, transferability and recognition of skills and
qualifications, as well as the transfer of credits, to foster quality
assurance, support validation of non-formal and informal learning,
skills management and guidance.
This Action also includes support to networks that facilitate cross-
European exchanges, the learning and working mobility of citizens
as well as the development of flexible learning pathways between
different fields of education, training and youth and across formal
and non formal settings;

46. Cooperation with international organisations with highly recognised
expertise and analytical capacity (such as the OECD and the
Council of Europe), to strengthen the impact and added value of
policies in the fields of education, training and youth;

47. Stakeholder dialogue, policy and Programme promotion
involving public authorities, providers, civil society and other
stakeholders in the fields of education, training and youth, to
raise awareness about the relevant European policy agendas,
and to develop the capacity of stakeholders to concretely
support the implementation of policies and generate tangible
impacts by stimulating an effective exploitation of the
Programme results.

48. Structured Dialogue: Meetings between young people and
decision-makers in the field of youth call for proposal
The debate is structured around priorities and timing and foresees
events where young people discuss the agreed themes among
themselves and with policy-makers, youth experts and
representatives of public authorities in charge of youth.

49. Structured Dialogue: Meetings between young people and

52. The objective of the call is to support the preparation or setting up
of joint VET qualifications including at higher level or the
improvement of such existing qualifications.
The transnational qualification should comprise strong work-based
learning and a mobility components, address learning outcomes,
quality assurance and proper recognition while making use of
relevant European tools and instruments.
Against the background of high youth unemployment, skills
mismatch and shortages as well as the need for higher level
skills at sectoral level, joint VET qualifications have the potential
to address these challenges and ensure that VET response better to
labour market needs.

53. Design or improve a joint qualification in VET, aimed at
responding to concrete skill needs in the countries with
mandatory partners, with a view to its recognition as
qualification in each of these countries.
The joint qualification should be composed of clearly
identified units:
◦ Defined through a detailed qualification profile, that is a
comprehensive outline of the expected learning outcomes;
◦ Complemented by the design of a joint curriculum, with a
strong work-based learning component, and supporting
cross-border, transnational and interregional learner
mobility;
◦ Complemented by assessment standards.

54. Set up new sustainable cooperation structures to ensure
transparency, comparability, appropriate quality assurance systems
and mutual recognition of qualifications, whilst making existing
engagement more systematic and targeted.

55. The maximum EU co-financing rate will be 80%.
Each grant will amount between 200.000 euros and 500.000
euros.
It is expected to fund around 20 proposals.

56. Projects should aim at disseminating and/or scaling up
(replicating on a wider scale, transferring to a different context
or implementing it at a higher/systemic level) successful
methodologies and good results of previous activities on
social inclusion, values and fundamental rights, in
particular those initiated at local level or at developing and
implementing innovative methods and practices in the same
subjects in specific contexts.
As regards to education and training one objective is to pave
the way for the future alliance of schools for inclusion.

The Jean Monnet Actions aim at promoting excellence in
teaching and research in the field of European Union studies
worldwide.
These Actions also aim at fostering the dialogue between the
academic world and policy-makers, in particular with the aim
of enhancing governance of EU policies.
59. Academic Modules, Chairs, Centres of Excellence in order to
deepen teaching in European integration studies embodied in
an official curriculum of a higher education institution, as well
as to conduct, monitor and supervise research on EU content,
also for other educational levels such as teacher training and
compulsory education.
These Actions are also intended to provide in-depth teaching
on European integration matters for future professionals in
fields which are in increasing demand on the labour market,
and at the same time aim at encouraging, advising and
mentoring the young generation of teachers and researchers in
European integration subject areas;

60. Policy debate with academic world, supported through:
a) Networks to enhance cooperation between different
universities throughout Europe and around the world, foster
cooperation and create a high knowledge exchange platform
with public actors and the Commission services on highly
relevant EU subjects;
b) Projects for innovation and cross-fertilisation and spread of
EU content aimed to promote discussion, reflection on EU
issues and to enhance knowledge about the EU and its
processes;

61. Support to Associations, to organise and carry out statutory
activities of associations dealing with EU studies and issues
(e.g. publication of newsletters, setting up of a dedicated web
presence, organisation of annual board meetings, organisation
of promotional events aimed at providing greater visibility to
EU subjects, etc.);
and perform research in European issues in order to advise
local, regional, national and European policy makers and
disseminate the outcomes of these issues including the EU
Institutions as well as a wider public, thus enhancing active
citizenship;

62. Jean Monnet Activities also provide operating grants to
designated institutions which pursue an aim of European
interest, and procure studies and conferences that provide
policy-makers with new insights and concrete suggestions via
critical independent academic views, and reflect on current
issues of the EU, in particular through the annual international
conference on political subjects with the participation of
policy-makers, civil society and top-level academics.

64. The activities in the field of sport aims to help develop the
European dimension in sport by generating, sharing and
spreading experiences and knowledge about different issues
affecting sport at the European level. Ultimately, sport
projects supported through Erasmus+ should lead to
increased levels of participation in sport, physical activity
and voluntary activity.

65. Encourage participation in sport and physical activity,
especially by supporting the implementation of the Council
Recommendation on health-enhancing physical activity and
being in line with the EU Physical Activity Guidelines;
Encourage participation in sport and physical activity,

Promote education in and through sport with special focus on
skills development, as well support the implementation of the
EU Guidelines Dual Careers of Athletes;

66. Promote voluntary activity in sport;

Improve good governance in sport;
Combat violence and tackle racism, discrimination and

68. Small Collaborative Partnerships will offer the opportunity to
conceive, implement and transfer innovative practices in
different areas relating to sport and physical activity between
sport organisations.
Small Collaborative Partnerships will in particular aim at
ensuring the continuity of Preparatory actions 2013 and should
include at least one local or regional sport club as a partner.
