BANK INFORMATION SYSTEM DESIGN PROBLEM IN CENTRAL ELECTRONIC
EDUCATION AND HUMAN RESOURCES DEVELOPMENT TRAINING, FINANCE TRAINING

ABSTRACT
HRD Training Center, the Ministry of Finance is a unit of echelon II organization in charge of implementing the
education and training of rank and position hierarchy. HRD Training Center has three (3) subfields, one of
which is the subfields Evaluation and Performance Reporting that have an important role in the management of
Item Bank. Problems in the management of Item Bank which runs today is all in the preparation process of
testing instruments ranging from the writing process to the determination of a matter still use conventional
methods to manual where the use of computers as a tool only and is not contained therein automation process.
Besides, the bank matter contained in the HRD Training Center only store the test materials were analyzed
qualitatively (theoretically). Based on the Item Bank development procedure, to obtain a good matter about the
qualitative analysis in addition to (theoretically) is also needed about the quantitative analysis (empirical) which
includes two measurement parameters, namely: the level of difficulty and distinguishing the grain problem, as
well as test quality analysis to test about the validity. To design a system wake of electronic information about
the bank is done by using the object-oriented development method with a model system development using Rapid
Application Development (RAD), for the design of systems using the Unified Modeling Language (UML).
Encoding system with ASP.NET platform using the C # programming language and the MVC architecture
(Model, View, Controller). While the database used is SQL Server 2008. The expected outcome of this system is
that it can help the process -writing, about qualitative analysis, test questions, about the quantitative analysis,
and determination of a matter that can be produced that have the characteristics of matter and can assist in the
effective management of Item Bank that meets the standard in Item Bank development.

1. INTRODUCTION
1.1 Background
Centre for Education and Training Human
Resource Development (HRD Training Center)
has a role in fostering the education, training,
and human resource development in the field
of rank hierarchy, and leadership
competencies, fostering the implementation of
tests of competence, as well as managing the
scholarship based on technical policy set by the
Head Finance Education and Training Agency.
HRD Training Center consists of three
subfields, one of which is the subfields
Evaluation and Performance Reporting
(Evalap) which has an important role, namely
managing the test material (matter) or also
called the management of Item Bank. During
which creates the problem in the Item Bank
management in HRD Training Center is just a
Item Bank used as a collection point service
exam in the form of a folder on the computer,
where the process of making the test material
(matter) until the determination of a matter
done conventionally or manually, giving rise to
some problems.
These issues among others, in the process
of writing about a matter in which the maker of
one another that have different formats of
writing about as a result of the lack of
standardization of the format used so that
management becomes more difficult matter.
A matter that has accumulated in the Item
Bank then scrutinized (review) by a team of
reviewers to discuss how to examine the test
items based on item-writing rules. About the
review process is time consuming especially
when the discussion to produce a good
question. Questions have subsequently been
examined by KasubbidEvalap to be issued in
the tests. The process of fixing this problem is
to use a standard estimate because there has
been no standard for selecting items were
eligible to be issued in the tests.
According Sumardyono&Wiworo (2011),
Item Bank is a set of items was calibrated

(tested) both theoretically and empirically, and
contains important information that can be
easily used in the preparation of an assessment
instrument (test). Based on these definitions, it
is necessary to test the qualitative problem
(theoretically) and quantitative (empirical)
issued prior to the exam questions in order to
produce a valid assessment instrument
(saheeh).
Based on the research and interviews
conducted by the Head of the subfields Evalap
HRD Training Center, a matter which is put
into Item Bank is only performed at the stage
of qualitative analysis. These issues have not
been made quantitative analysis that is not
known about the quality in terms of validity of
the items (items was) and characteristics of the
items were in the form and level of difficulty
distinguishing the grain problem .
1.2 Problem Formulation
Based on observations on systems that run
on HRD Training Center, then the problem can
be identified as follows:
1. In the process of writing about , between
makers about the one with the other has a
different format of writing about as a result
there has been no standardized format is
used so that the management about the
problem more difficult.
2. Author submit questions directly about the
matter hardcopy, so form must be typed
again by officers about the recipient and
allows the leakage problem.
3. About the review process was done by
using a moderator (discuss) that take a long
time
4. About the standard setting process using
approximate because there has been no
standard for selecting items were eligible to
be issued in the tests.
5. Problem is put into question bank is only
performed at the stage of qualitative
analysis. The matter has not been made
quantitative analyzes that do not yet have
good characteristics items were empirically.
From the identification of the issues
mentioned above, the problem can be
formulated as follows:
1. How to analyze and design the Test Bank

Training CenterFinancial Training Agency
The Ministry of Finance ?
2. How to make Test Bank Information
Systems Elektronikdi HRD Training
CenterFinancial Training Agency, the
Ministry of Finance in accordance with the
procedure question bank development ?
1.3 Limitation
In order for this research is more focused
and directed, the research conducted by the
extent of the problem as follows:
1. Research conducted only in HRD
Training Center, Financial Training
Agency, Ministry of Finance and
Reporting on Performance Evaluation
subfields.
2. Just save the questions for the test and
the type of service used is a matter of
multiple choice questions.
3. Analysis of the quality of the validity of
the test using the test questions, while
analysis of grain about quantitative
measurement includes two parameter,
namely: the level of difficulty and
distinguishing the grain problem.
4. Electronic information system question
bank is used by the admin, maker matter,,
reviewer, testee, and Kasubbid
Performance Evaluation and Reporting (
KasubbidEvalap ).
5. Method development is a model system
used Rapid Application Development
(RAD) with the system design using the
Unified Modeling Language (UM) ,
which is used in the development and
tools using ASP.NET systems with
programming languages C # and MVC
architecture (Model , View , Controller) .
While the database use SQL Server 2008
and IIS 7 as a web server.
6. This study was only done to
implementation.
2. THEORITICAL BASIS
2.1 Definition of Information System
Ladjamuddin (2005) defines that the
information system is a set of organizational
procedures when implemented will provide
information for decision makers and to control or
organization.
2.2 Definition of Item Bank
Item Bank has the sense of a large
collection of test items that measure a field
instruction (teaching) specific (Kartowagiran,
quoted in Sandman, 2004). According to Wright
and Bell in Puspendik (2009), Item Bank
development goal is to assess the quality of the
question itself can be determined from the test
items in it if it meets certain criteria that will be
used in the assembly of an assay.
2.3 Analysis of Test Quality
Analysis of the quality of the test is a step
that is taken to determine the degree of quality
of a test, either as a whole or the grain problem

that become part of the test (Arifin, 2011).
Analysis of test quality with regard to the
question of whether the test as a measuring
instrument actually measures what should be
measured. The question refers to the subject
matter, namely validity.
2.3.1 Validation or validity of the Items
The validity of the assessment tool to the
provisions of the draft which was considered so
really assess what it should be assessed. If one
wants to know which test items that cause the
problem as a whole is bad because it has a low
validity, then it can be searched with a validity
problem.
For questions form an objective score for an
item commonly given to 1 (for items answered
correctly) and 0 (items answered incorrectly).
One way to determine the validity of the
measuring instrument is to use a product
moment correlation proposed by Pearson as
follows (Arikunto, 2012):

2.4 Item Analysis
Analysis of the grain problem or item
analysis is the assessment test questions in order
to obtain the questions that have adequate
quality (Sudjana, 2010). Item analysis was
conducted to determine whether or not a matter
of function (Surapranata, 2009). The analysis is
generally done in two ways, namely qualitative
analysis (qualitative control) and quantitative
analysis (quantitative control) (Surapranata,
2009).
2.4.1 Qualitative Analysis of Grain Problem
Qualitative analysis is often also referred to
as logical validity (logical validity) is a study
intended to analyze the problem in terms of
technical, content, and editorial (Surapranata,
2009). Testing this theoretical question is
technically called the review questions or
study questions (item review).
In the matter of grain analyzed
qualitatively, about the use of the review
format will greatly assist and facilitate
implementation procedures. About the study
format is used as a basis for analyzing the
grain problem. Here's a review of the format
of multiple choice questions (Depdiknas,
2010).

Processing qualitative data obtained from
the study of items with the format of the study
items were then measured by a Guttman scale.
The data analysis results by means of (Purwanto,
2002):

2.4.2 Item-Analysis of Quantitative
Quantitative analysis about the emphasis on
the analysis of the internal characteristics of
the test data obtained through empirical
(Surapranata, 2009).Internal characteristics
include parameters quantitatively intended
difficulty level and distinguishing the grain
problem.
2.4.2.1Level of Difficulty
The level of difficulty is about the
opportunity to answer a question correctly in
a certain level of ability commonly expressed
by the index (Arifin , 2011) . Here is a
formula to find P. (Arikunto, 2012).

2.4.2.2Discriminating Power
Differentiator is how much power the
ability to distinguish between items was
testee who know the answers correctly and
with the testeecan not answer that question
(or answer to any testee) (Suherman , 2003) .
To calculate the distinguishing each item on
the following formula can be used (Arikunto,
2012):

3. RESEARCH METHODOLOGY
3.1 Research Framework

4. DISCUSSION
4.1 Definition of Scope
To further focus of this study, the authors
limit the scope of the problem and research on
HRD Training Centre, Ministry of Finance ,
Performance Evaluation and Reporting
subfields . In the management of question bank
which runs today still have obstacles ranging
from writing about the matter until the
determination. As at the time of writing there is
a problem where the system can not
accommodate the writing process so that the
matter in accordance with the manufacturer's
standard questions with each other have
different formats of writing about. Similarly
when reviewing a matter that requires a
relatively long time because each item on each
one to be discussed together to produce a
decent question, and the determination of the
feasibility of a matter which is still based on
estimates and not on procedures in accordance
with the applicable rules.

The application is within the scope of an intranet
system because the system can only be accessed is
limited to the internal network at the Training Center
of the Ministry of Finance. Electronic information
system question bank goes online as a matter of trial
process also involves testee of various Training
Center. For that all activities are conducted online
and distributed data directly. The design of the
system helps the processing and storage of data at
start -writing process review questions (qualitative
item analysis), test questions, a quantitative analysis
about the matter until the determination.
4.2 System Analysis
4.2.1 Problem Analysis
After the collection of data through
observation, interviews regarding the
management of the system test material (matter)
running on HRD Training Center, Financial
Training Agency, Ministry of Finance, which
runs the system still uses the conventional
system which is manual and not following the
procedures in the development of a Item Bank.
The system starts when the lecturers as the
makers write exam questions using Microsoft
Excel. The format of writing about the maker
about one another that sometimes different due
to the lack of standardization of the format used
so that the management of the matter in Item
Bank becomes more difficult.
A matter that has accumulated in the Item
Bank then scrutinized (review) by a team of
reviewers. About the review process or about
the qualitative analysis carried out in HRD
Training Center was done by using a moderator,
where there is one person as arbitrator. Each
itemswere discussed together with some
reviewers. This process is done in several stage,
so a lot of the time required in the process of
review questions.
When the exam will be held, the clerk will
hand over the receiver about a matter that has
been studied to KasubbidEvalap determination
to do about. The process of setting this matter
based on the results of a review of a matter that
has been done before. The questions that have
been reviewed (study) is qualitatively good , but
not necessarily in the field is also good .
Therefore, there needs to be a matter of
empirical testing.

1. Conclusion
Based on the results of the discussion, it
generates some conclusions as follows:
1. The system developed based question
bank development procedures that
include a qualitative analysis about
which includes review (review ) about
based on the lattice and exam -writing, as
well as quantitative analysis of matter
that serves as a test instrument using the
formula about the validity, power
differentiator, and level of difficulty.
2. Electronic question bank system is a web
-based system developed using
ASP.NET platform with the C #
programming language and the MVC
9
architecture (Model, View, Controller )
and SQL Server 2008 database that
serves as a tool question bank and test
instruments for the questions that are
owned so as to assist in the management
tasks for the exam questions.
3. The system is expected to be on target
applications and in accordance with the
requirements for internal analysis was
adjusted HRD Training Center.
2. Suggestion
Based on the research and analysis that has
been done, there are suggestions that can be
taken, including:
1. Developed systems still have limitations in
accommodating the types of problems
other than multiple choice. It would be
better if this system is developed further so
as to accommodate other types of
problems such as essays, right from
wrong, and about the match.
2. Systems developed an electronic question
bank used to load only a matter for the
official exam. It would be better if the
system is also used to load the exam
questions for the other.
3. The system developed has not been able to
provide an option for KasubbidEvalap if
you want to use another instrument test
formula. It would be better if the system is
able to provide a choice in selecting the
formula to be used.
4. The system developed has yet to find a
feature about the reliability and power
Spieler grain problem. The system should
be equipped with a calculation to find
reliability and power humbug about the
matter so that the characteristics of a more
complete and decisions for problem
determination can be done better.
5. For further research to develop this system
by adding a statistical report on the matter
that has not been or have been reviewed
(review ), or a matter that has not been
tested and established as a matter about
which to test or about the dropped /
discarded.
6. The system developed can be developed
using other programming languages ,
programming languages either web or
desktop -based.

HRD Training Center has three (3) subfields, one of which is the subfields Evaluation and Performance Reporting that have an important role in the management of Item Bank. Problems in the management of Item Bank which runs today is all in the preparation process of testing instruments ranging from the writing process to the determination of a matter still use conventional methods to manual where the use of computers as a tool only and is not contained therein automation process. Besides, the bank matter contained in the HRD Training Center only store the test materials were analyzed qualitatively (theoretically). Based on the Item Bank development procedure, to obtain a good matter about the qualitative analysis in addition to (theoretically) is also needed about the quantitative analysis (empirical) which includes two measurement parameters, namely: the level of difficulty and distinguishing the grain problem, as well as test quality analysis to test about the validity. To design a system wake of electronic information about the bank is done by using the object-oriented development method with a model system development using Rapid Application Development (RAD), for the design of systems using the Unified Modeling Language (UML). Encoding system with ASP.NET platform using the C # programming language and the MVC architecture (Model, View, Controller). While the database used is SQL Server 2008. The expected outcome of this system is that it can help the process -writing, about qualitative analysis, test questions, about the quantitative analysis, and determination of a matter that can be produced that have the characteristics of matter and can assist in the effective management of Item Bank that meets the standard in Item Bank development. INTRODUCTION 1.1 Background Centre for Education and Training Human Resource Development (HRD Training Center) has a role in fostering the education, training, and human resource development in the field of rank hierarchy, and leadership competencies, fostering the implementation of tests of competence, as well as managing the scholarship based on technical policy set by the Head Finance Education and Training Agency. HRD Training Center consists of three subfields, one of which is the subfields Evaluation and Performance Reporting (Evalap) which has an important role, namely managing the test material (matter) or also called the management of Item Bank. During which creates the problem in the Item Bank management in HRD Training Center is just a Item Bank used as a collection point service exam in the form of a folder on the computer, where the process of making the test material (matter) until the determination of a matter done conventionally or manually, giving rise to some problems. These issues among others, in the process of writing about a matter in which the maker of one another that have different formats of writing about as a result of the lack of standardization of the format used so that management becomes more difficult matter. A matter that has accumulated in the Item Bank then scrutinized (review) by a team of reviewers to discuss how to examine the test items based on item-writing rules. How to make Test Bank Information Systems Elektronikdi HRD Training CenterFinancial Training Agency, the Ministry of Finance in accordance with the procedure question bank development ? 1.3 Limitation In order for this research is more focused and directed, the research conducted by the extent of the problem as follows: 1. Item analysis was conducted to determine whether or not a matter of function (Surapranata, 2009). The analysis is generally done in two ways, namely qualitative analysis (qualitative control) and quantitative analysis (quantitative control) (Surapranata, 2009). 2.4.1 Qualitative Analysis of Grain Problem Qualitative analysis is often also referred to as logical validity (logical validity) is a study intended to analyze the problem in terms of technical, content, and editorial (Surapranata, 2009). Testing this theoretical question is technically called the review questions or study questions (item review).
