2. Bengal govt's Kanyashree scheme bags UN award
Mamata Banerjee is taking the prize for Kannyashree Prakalpa at Netherland
3. Background
• West Bengal has an adolescent (10-19 years) population of 1.73 Crores, out of which 48.11% are
girls.
• The age group 10-14 years forms 9.3% of the total population while 15-19 forms 9.7% of the
total population

• WHO has identified this age group as the period of preparation for adulthood during which
several key developmental experiences occur like acquiring social and economic independence,
development of identity, the acquisition of skills needed to carry out adult relationships and
roles and the capacity for abstract reasoning.
• While adolescence is a time of tremendous growth and potential, it is also a time of
considerable risk during which social contexts exert powerful influences.
• Child marriage is one such social concern and a violation of children's rights. According to
DLHS - 3 (2007-08), West Bengal shows the fifth highest prevalence of child marriage
4. Marriage before 18
• Amongst all the states with 54.7% currently married women
(age 20-24) being married before 18.
• The incidence is even higher in rural areas (57.9%).
• Every second girl in the high prevalence child marriage
districts of West Bengal……
• [Murshidabad (61.04%), Birbhum (58.03%), Malda (56.07%)
and Purulia (54.03%)] were married off before they reach
18, the legal age for girls to get wedded.

• These are also districts with high incidence of trafficking.
• Significantly, child betrothal and marriage is completely gendered
practice –
• and an overwhelmingly large percentage of girls are married at
before reaching adulthood - and only a miniscule percentage of
boys are subjected to the same fate.
• This phenomenon adversely affects the education, health,
nutritional status, growth and development of girls.
• The Selected Educational Statistics (2010-11) published by MoHRD,
Government of India shows that for the state of West Bengal, the
Gross Enrollment Ratio (GER) gradually decrease for high school
(IX-X) and higher secondary (XI-XII)
• which means that more children, including girls are leaving school
in the adolescence age group

• This leads to a high drop-out rate.
• The drop-out rate between Class I-X was 63.5% for
girls and 64.9% for boys which are relatively higher in
comparison to all India average:
• The ASER 2012 (by Pratham) shows that while only
4.2% girls are out of school in the age group of 11-
14 the percentage goes up considerably (14%) for
the age group 15-16 years
• which shows that the girls become more vulnerable in
this age group

• While a number of factors contribute towards girls dropping
out of school,
• human rights research shows that the greatest obstacles to
girls' education are
• child marriage, pregnancy and domestic chores,
• and that ensuring that girls stay in school is one of most
effective protective measures against child marriage.
• In the above context, the government of west Bengal has
decided on creating an enabling environment for elevating
the education, health and nutrition status of women and
children through an innovative scheme
• – “ Kanyashree Prakalpa”
8. About the Scheme
• Department of Women Development and Social Welfare, Government of West
Bengal (DWD&SW) has designed the
• Kanyashree Prakalpa Scheme launched - 2013
• Kanyashree Prakalpa - a conditional cash transfer scheme with the aim of
improving the status and well being of the girl child in west Bengal
– by incentivizing schooling of all teenage girls and delaying their marriages until the age of
18, the legal age of marriage.
• Kanyashree prakalpa is a west Bengal government sponsored scheme which
will be implemented henceforth in
– all districts of the state
9. Components of the Scheme
• The scheme has two components:
• Annual Scholarship of Rs. 500/-(Rupees Five hundred only)
• One time Grant of Rs. 25,000/-(Rupees Twenty-five thousand only)
• The Annual Scholarship is for unmarried girls aged 13-18 years enrolled in classes VIII-XII in
government recognized regular or equivalent open school or equivalent vocational/technical
training course.
• The One-time Grant is for girls turned 18 at the time of application, enrolled in government
recognized regular or open school/college or pursuing vocational/technical training or sports
activity or is an inmate of Home registered under J.J. Act 2000.
10. Components of the Scheme
• Both the benefits under the scheme will be granted to girls who belong to families with
annual family income not more than Rs. 1, 20,000/- (Rupees One Lakh and twenty thousand
only.
• The bar for family is not applicable if the girl has lost both parents, is physically challenged
(40% disability) or is inmate of J.J. Home.
• Given that child marriage has a grossly negative impact on the lives of children, adolescents
and young women,
• this scheme is expected to bring about improved outcomes in terms of their educational
status, health (especially facilitate the prevention of infant and maternal mortality) and
contribute towards the empowerment of the girls in the State, and bring immeasurable
benefits for the larger society as a whole
11. Target Beneficiary
• All girl children within the age of 13 to 19 years from families with annual income up to
Rs. 120000/-
• Girls regularly attending institutions for education or vocational/sports training
• Girls of Child Care Institutes registered under J.J. Act within the age of 18-19 years
• For the one-time grant, girls who are completing 18 years on or after 1st April 2013
• Approximately 18 Lakhs girl students for annual scholarship each year
• Approximately 3.5 Lakhs girls for one time grant each year
12. UN Public Service Day 2017 conference
at World Forum
• World Forum will be the venue for the United Nations Public Service Day 2017
to be held in The Hague on 22 and 23 June 2017.
• During this two-day international conference, the participating countries will
explore ways for achieving better public services based on the
– theme ‘The Future is Now’.
• The key question will be how the public sector can improve the services it
provides to citizens by renewing its approach.
• Some 500 participants, including ministers and senior civil servants, are
expected to attend the conference.

13. UN Public Service Day 2017 conference
at World Forum
• The United Nations organises the Public Service Day annually. Previous editions
have been held in South Korea, Bahrain, Spain and Austria.
• Conference provides an excellent platform for underscoring the importance of
public services for the entire international community.
14. UN public service day
• The United Nations Public Service Day is celebrated on June 23 of every year.
• The prestigious UN Public Service Awards are given away on this day.
• The UN Public Service Day was designated by the United Nations General
Assembly's resolution A/RES/57/277 of 2003, to “celebrate the value and virtue
of public service to the community”.
• The United Nations Economic and Social Council established that the United
Nations Public Service Awards be bestowed on Public Service Day for
contributions made to the cause of enhancing the role, prestige, and visibility of
public service.
15. Award
• The United Nations has awarded the West Bengal government the first place for Public
Service for its “Kanyashree” scheme.
• The award ceremony was held at the World Forum, The Hague. A total of 552 projects
from 62 countries were nominated for the award.
• A trophy and a certificate was received by the Chief Minister, Mamata Banerjee.
• The “Kanyashree Prakalpa” is a targeted conditional cash transfer scheme aimed at
retaining girls in schools and other educational institutions.
• It also aims towards skill development and prevent child marriage.
• Over 4 million adolescent girls have already enrolled in the scheme and about $ 500
million handed over to the beneficiaries through their bank accounts, a release from the
State government said.
• The scheme is being implemented through 16000 institutes and schools.
16. Kanyashree Prakalpa recognized as the best project
by United Nations
• The award was presented at the World Public Service Forum by UN
Assistant Secretary General.
• After receiving the award, the Hon'ble Chief Minister dedicated it to
the Kanyashree girls and said,
– "We are delighted on behalf of our countrymen and the people of Bengal to
receive the first prize on UN Public Service Day. Receiving the first prize from
the UN for Kanyashree is a huge honour and recognition".

• Ensure Grant Use only for Educational Purpose
• Scholarship amount increases annually Rs. 500 to Rs. 1500-2000
– Or give At lest Rs. 200-300 per month is better
– And One time grant at lest Rs. 1,00,000 minimum
