2. Introduction
● The Economic Survey 2021-22, released on Monday, said that
Delhi has replaced Bengaluru as the start-up capital of India
after added over 5,000 new start-ups between April 2019 and
December 2021.
● India surpassed the UK and became the third-large country in
terms of unicorns, since it generated 44 unicorns in 2021. India
comes in third after the US and China which added 487 and
301 unicorns respectively.
6. Extended Tax Benefits for startups
● Earlier startups that were incorporated between April 1, 2016,
till March 31, 2021, were eligible for this tax benefit scheme.
● Now the last date is extended till March 31, 2023
7. DRONE SHAKTI
The Union Budget pushed for promotion of drones through startups
and skilling at Industrial Training Institute (ITIs). Finance Minister
Nirmala Sitharaman said “Startups will be promoted to facilitate
“Drone Shakti’ through various applications and for Drone- As-A-
Service(DrAAS).
8. Drones will be promoted for:
-Crop Assessment
- Digitization of Land records
- Spraying of Insecticides and nutrients
9. Agri-tech startups
-The GoI has decided to set up a dedicated fund for agritech
startups.
-A fund with blended capital, raised under co-investment model,
will be facilitated through NABARD. This is to finance startups
for agriculture & rural enterprise, relevant for farm produce
value chain.
11. The Union Budget 2022 proposed a great
scope for budding entrepreneur in the field
of Defense . The following thing were stated.
● Defence research and development
(R&D) would be opened up for industry,
start-ups and academia.
● 25% of R&D budget allocated for
industry, start-ups and academia.

to take up design and development of
military platforms and equipment in
collaboration with DRDO and other
organisations under the special
purpose vehicle (SPV) model.
● An independent nodal umbrella body
will be set up for meeting wide ranging
testing and certification requirements
13. Electric Vehicles
Battery Swapping Policy:
● Battery Swapping is a service that allows EV drivers to replace depleted battery blocks
for freshly charged ones at swap stations. This is faster than charging the vehicle and
reduces range anxiety for drivers.
● Overcomes the constraint on space for building charging stations.
● Private sector will be encouraged to create sustainable and innovative business models
for battery and energy as a service, improving the efficiency in the EV ecosystem.
Why were EVs not popular in India till now?
● Government policies need more inclusiveness of the both demand and supply chains
not just dependent on demand-side policies.
● The high upfront cost/price of EVs.
● The lack of charging infrastructure both in private and public domains.
14. EV Revolution and Opportunities
● According to a US-based website, EV batteries convert 59-62% of energy into vehicle
movement, while petrol-run vehicles only convert 17-21%, making EVs more efficient.

Three major goals towards green technology in 2022 budget
1. To reduce the emissions intensity
2. To increase the non-fossil-based component of electric power
3. To expand the carbon sink from forest and tree cover
Government is helping by:
1. Additional Rs 19,500 crore for (PLI) for manufacturing of high-efficiency solar modules
2. Green Bonds
3. Blended finance (with the government’s share limited to 20 per cent)
