DRIE Central Luncheon, June 2011 Presenter: Michael Dudley, Research Associate, Institute of Urban Studies, University of Winnipeg How many recent natural disasters that have befallen metropolitan areas in the past several years (forest fires, floods and earthquakes) aren't so much "natural" but are instead the result of (or exacerbated by) poor planning decisions in the past, such as building on flood plains and other vulnerable locations, but that our "psychology of previous investment" prevents us from altering our building patterns? As well, our rigid, centralized "big pipes" approach to city building, infrastructure and commodities makes our cities vulnerable to shocks and system breakdowns, such as those associated with energy prices and availability. The presentation will argue for the incorporation of resilience principles in urban planning, which in many ways will mean a return to historical practices and forms.

More than 222,570 citizens perished as a result of a 7.0 earthquake, and over 1 .3 million are cur- rently homeless. The city of San Francisco, in California, United States, had a similar earthquake in the 1990s, and fewer than 100 people were killed. Chile a few months ago had an earthquake that was fár stronger than Haiti's, but fewer than 1,000 people were killed. So why did a 7.0 earthquake on the Richter scale cause so much destruction in Haiti? In this article, the author argues that the historical boycott of Haiti's government in the 1 9th and 20th centuries by the international community, the constant internal struggle among the members of the elite for the control of state power, and the weakening of state structures through the creation of nongovernmental organizations have weakened the government's capacity to deal with major catastrophe and meet the needs of its citizens. Since the U.S. government designated Haiti for Temporary Protected Status (TPS) in January 2010 after one of the world’s worst natural disas- ters, the country has undergone two additional catastrophies: the outbreak of cholera, intro- duced into Haiti’s waterways through reckless sanitation at a United Nations military base, and Hurricane Matthew, the strongest hurricane to hit Haiti in more than half a century. The Department of Homeland Security (DHS) designates countries for TPS in cases of ongoing armed conflict, natu- ral disaster, or other extraordinary and temporary conditions that prevent the nationals of those countries who have emigrated from safely return- ing to their home country. The DHS redesignated Haiti for TPS in 2011, emphasizing the gravity of the damage that the earthquake had caused and the severity of one of the world’s worst cholera outbreaks. TPS has been extended for Haiti four times since redesignation.1
