DeficitDouble Digit unemployment in 2010Portugal unemployment rose to 10.9% in the Third Quarter (Business Week Nov 17, 2010)Thousands of civil servants on 6 November rallied peacefully in Lisbon against the proposed budget cuts. The parliament on 3 November approved general guidelines for the 2011 budget, which entails severe ‘austerity' measures and is due to be put to a final vote on 26 November. The government's fiscal plans include tax increases, as well as cuts in public sector salaries and public investment, and the freezing of pensions. Workers affiliated with the CGTP on 29 May rallied in Lisbon to denounce the plans. Prior to this, rail workers on 23 March staged a nationwide strike which severely disrupted rail services, while around 50,000 public sector workers in February marched in the capital to demand a 4.5% salary increment.The government is under pressure to reduce rising public debt and the budgetary deficit, which in 2009 rose to 9.3% of the country's GDP. Under EU rules, member states are required to limit their budgetary deficits to 3% of GDP. However, 20 of the EU's 27 member states are currently running deficits exceeding that limit as a result of the global economic downturn. The authorities are keen to avoid a situation similar to that of Greece, which has been severely affected by the financial crisis.

Portugal is ranked 46 out of 139 in Global Competitiveness. The ranking slipped in the past 3 years from 43 to 46.

Eye on Earth is a two-way communication platform on the environment which brings together environmental data and scientific information with feedback and observations of millions of ordinary people. You can view air and bathing water quality for the majority of Europe as well as provide your feedback. You can even share this data with your friends and family using a number of social networking sites.The key to this platform is that you can compare and contrast in real time the official information from the European Environmental Agency with information that is being provided real time from citizens in the same zone.It is open and transparent information.

The Power of Information Task Force is a British government agency working to improve the way government shares information with its citizens. Yesterday, the Task Force launched “Show Us a Better Way,” a contest that asks citizens to identify what they would like to see done with public information. If they like the idea they will help fund it, to the tune of £20,000 to develop the idea to the next level. Here are some examples of ideas they are looking for.Examples of possible entries are:Crime Mapping: The slides below show an interactive map showing where crimes have been committed. Unlike a lot of crime maps, however, it doesn't just display the crimes alone - it also contains contact information for your local police. Enabling you to see what's happening in your local area, set your forces top priorities and also decide where to park your car!Fix My Street: This is a simple website where you can report problems with your local environment. You start with a place or postcode and then report your fault. The site allows you to attach a photo before marking your report on a map. The report is then whizzed off to the relevant local authority who can fix it.Culture is becoming the value proposition in today’s world.The whole job is making the customer happy.What’s your job? What are you delivering?So, how did Zappos let culture lead the way?If you can deliver happiness you can…Changing the concept of selling shoes to selling happiness.AT – what are you selling?By the way, he sold his biz for a billion dollars. Miami 311The City of Miami, even when limited by a tight budget, looks for ways to improve the services it offers citizens. The city wanted to develop an online application to record, track, and report on nonemergency incidents, but the application’s sophisticated mapping technology would require significant computing resources. Further constrained by long hardware-procurement cycles, the city needed a cost-effective, scalable solution that would maximize its available resources. The city developed its 311 application on the Windows Azure platform , taking advantage of scalable storage, processing power, and hosting provided by Microsoft. As a result, the city was able to reduce IT costs, improve the services it offers citizens, and deliver those services faster than before. It also now relies on a cost-effective disaster-recovery model, an important benefit in this hurricane-prone region. This page shows a sample of how a state could track their Economic Stimulus funds in the initials phases. On the left hand side we see a “jobs created” performance measure to keep track of the jobs as they are reported. In the center and right side we track the state level funds requested vs. the maximum available – making sure that your state receives all of the funds available and meets the mandatory deadlines.To keep this solution simple and flexible to use, at the bottom we are showing the Stimulus funds displayed in an Excel web access window. By using Excel as a web or “cloud based access” point this prevents multiple different versions of the data being created and then quickly falling out of sync with each other. By pulling the latest common data whenever this screen is opened in a web browser, you insure that everyone is working from the same data.This solution is also designed to allow you to pull your data from any financial system to integrate into this platform.
