Advantages: provide visibility on the whole crisis evolution
(past, present, future activities and their relationships)
→ Support the whole life cycle of a plan: description, simulation,

Coordination is a main issue in crisis management [Chen2008,
Hanachi2012]
A coordination model is a triplet (E, M, R):
E : Set of coordinated entities (such as Police, Military, Red
Cross ...)
M : Media or infrastructure supporting the coordination (Map,
Blackboard, P2P channel ...)
R : Set of coordination rules. Rules may be abstracted by
coordination techniques
