 • Submit paper to journal of choice for peer review

  1. All UK research councils, a number of charitable research funders, government departments, the NIH, the ERC and other European funders all have policies mandating open access. Until now, many of these funders havn’t monitored compliance with these policies. It looks like that’s about to change.In a recent blog post Professor Douglas Kell, chief executive of the BSSRC pointed out that the Research Councils are rewriting the joint statement and each Council is aiming to tighten up compliance with existing policy.They aim to have comparable mandates and comparable sanctions e.g. withholding the final payment on an award, withdrawing the eligibility to apply for further Research Council funding from individuals who fail to comply, and accepting only open access publications as part of the track record of delivery of Research Council-funded researchThe Research Outcomes System, ROS, used by AHRC, BBSRC, EPSRC and ESRC, and shortly to be adopted by NERC will be used to monitor compliance.
  2. The University requires you to enter publications metadata into TULIP for Portfolios of Activity, REF and the web pagesA number of research funders require you to deposit the bibliographic metadata and the full text of your publications in a repository to comply with their open access policy.The UoL has both a publications database and arepository at Liverpool but they don’t currently talk to each other. Complying with birth the university’s and your research funders requirements could mean entering your publications twice. Another problem is that outputs aren’t currently linked to awards so producing reports for funders requires manual intervention when it could be automated.
  3. The good news is that a project is underway to integrate the Research Archive, the university repository, with other University Systems. The point of this project is to ensure that you (or someone acting on your behalf ) only have to enter details of your publications once and that they are available for re-use in all other University systems. As well as being able to add publications manually or by uploading an endnote library, we’re adding additional input options so that will be allow you to enter a doi, pubmed id or WoS id and import the record into the research archive. At the same time, you will be able to upload the full text of an output if you need to do so in order to comply with a research funders open access policy. Once you’ve added your publication to the research archive we’ll pull in citation counts from Scopus and WoS so you can see how many times it has been cited and click through to these databases to see who it has been cited by.You will be asked to link your output to a relevant award to facilitate outcomes reporting e.g. RCUK Research Outcomes. The awards data is being pulled in from TULIP and will be filtered so that you only see those you are associated with.At the beginning of the project we analysed the data currently in TULIP and found that there were over 14,000 records. When you enter an output you will also be asked to indicate which of the other authors on a paper are UoL staff. This will allow us to identify collaborations and will help to avoid duplicate records (and you entering duplicate records) in the database. If one of your co-authors adds a paper to the database and indicates that you are also staff at the UoL that paper is automatically added to your list of publications.Library staff will also be checking and updating the data to ensure it is accurate. Before the last RAE, the outputs chosen for submission were checked by staff in P & D and the library to ensure they were accurate and at least 50% were missing information or had incorrect information.You will only need to enter your publications ONCE. As soon as you have entered your publication it will be shared with TULIP, Portfolios of Activity, web pages, the REF system.
  4. If you are required to make your publication available on open access and can comply with your funders policy by depositing your work in the Research Archive you shouldPrepare paper & submit to journal of choice for peer review, make changes required as a result of peer review process and then submit the final version to the journal. Then, when you add the bibliographic metadata to the Research Archive deposit the same final version along with it.The repository team will check the bibliographic record and update if necessary (e.g. If you enter it as an online early publication they will update the record when the paper is published and volume/page numbers are fixed) and the journal copyright conditionsIf permitted under copyright, the full text will be made live in accordance with any publisher restrictions e.g. a 12 month embargo. If there is a problem the Research Archive Team will contact you.Bibliographic metadata will be shared with PoA, be available for selection in the REF system on deposit. Full text and/or bibliographic data will be sent to the web pages once the quality checks are complete.
