- Tim – Good Morning and welcome totoday’s Technology Broadcast “The Future of Parking Enforcement: It’s Bigger Than the Plate”. My name is Tim Taylor and I’ll be facilitating today’s session. Before we get started I’d like cover a few items to ensure a fluid presentation. Throughout the duration of the broadcast you will be on mute; however, we do strongly encourage you to send us questions through your questions window. We’ll queue them up for a Q & A period at the end of the broadcast. Also, please note our presenters will be sharing their vision of how your agency can build a technology road map that’s right for you. That being said, questions that are of a higher level and strategic in nature are best suited for this session.Additionally, we are very pleased to announce that we have a special guest joining us at the end of the broadcast for the Q & A: Pittsburgh Parking Authority Director, David Onorato. Mr. Onorato will be on hand to take your questions and share insights into Pittsburgh’s successes with pay by plate. Lastly, this broadcast is brought to you by Dixon Resources Unlimited. Without any further delay we’re pleased to introduce to you Julie Dixon.Julie - Good morning, thank you for joining us. I am pleased to host this informational presentation that will review some of the latest developments in parking management solutions.
- Julie - Today, I have invited two vendors, gtechna and Cale, to discuss the latest evolutions in parking meter technology along with an integrated parking enforcement solution. During this brief session, we will review the operational success stories that have made Pittsburgh more efficient and customer friendly utilizing this approach, and we will talk about the integrated solution of pay by plate meters and license plate recognition technology for enforcement management.
- Julie - Let me introduce myself, my name is Julie Dixon and I started an independent consulting business specializing in parking solutions one year ago. I started my career as the first parking enforcement officer for the Santa Barbara County Sheriff’s Department and for the last 7 years working with meter and enforcement solutions throughout the US, including supporting the City and County of San Francisco with their parking meter operation, including my involvement with the SFpark project. For those of you unfamiliar with SFpark, it was the first federally funded program focused on congestion management for both on and off street parking. As a consultant, I currently work with municipalities to define their parking technology roadmap, in addition to looking for way to improve their overall parking operation with everything from technology decisions to revenue reconciliation and auditing.
- Julie - I mentioned the parking technology roadmap and I believe that it is essential that an agency define both their short term & long term technology goals in order to establish an incremental plan that allows you to make moderate investments towards an overall parking management system. Whenever you are considering new technology, you should consider the five functional areas listed here on this slide. Most importantly, always consider how your technology decisions will interface with each other and prior to purchase, be sure to define interface requirements and identify vendors with open standards that will allow for easy integration in order to minimize future costs.I would now like to introduce Jeff Nethery from Cale America.
- Jeff - Thanks Julie. As Julie mentioned, I am Jeff Nethery and my role as GM at Cale America is to oversee our sales, service and support of Cale products in the United States. We currently have pay stations installed in over 125 different cities, college campuses and privately-managed parking properties. Cale is a global company with subsidiaries and distributors through out the world. Some of our largest installations include the Cities of Chicago, Calgary and Amsterdam, and most recently the City of Pittsburgh for pay by plate.
- Jeff - Additional slide supporting prior script, but talk about the user-friendliness of the pay by plate customer interface.
- Jeff - This slides shows that Cale has been in the parking meter business for a long time, and has been pioneers in the development of electronic pay stations, secure credit card platforms and robust web-based backoffice solutions. Cale is now the first company in the United State to have a fully integrated, successful Pay by Plate system deployed in both a large municipal and campus environment. We are very proud of the partnership with these key customers and their confidence and trust in our team’s ability to develop reliable solutions that are extremely durable, scalable and upgradable. For example, the components and software we are developing today for the CWT pay station can fit into the MP102 cabinets that was developed more than 20 years ago! I would like to introduce Mike Bourre of Gtechna, gtechna is not only a partner on the enforcement side but are also a value add to Cale’s pay by plate technology.
- Jeff - Thanks Mike. One example of a unified solution that Cale has developed is a centralized management of operational data through an online help desk database. As you can see from the graphic, the solution involves tracking input from customers who call in to ask questions or report problems, as well as warnings and alarms that are generated by the pay stations. In both cases, when maintenance is required, a service ticket is automatically generated by the system that can be assigned to a technician and updated in the field via a smartphone or tablet app. All departments have access and visibility to the live data and statistical reports so that the parking program can be continuously improved over time, both from the customer and management team perspectives.
- Jeff - This slide shows a trend report based on the reasons customers are calling the help desk. You will see spikes on the July 4th and Labor Day holidays for callers asking if they are required to pay for parking or if parking is enforced on the holidays. This type of feedback is helpful in evaluating signage and even how the meters operate during holiday periods. In a Pay by Plate environment, this real time data is even more important since a spike in customer reports of citations issued in error could point to a communication or system issue that needs immediate attention and correction. Mike will now talk about some enforcement solutions in a Pay by Plate environment.
- Gtechna is an enforcement solution provider, and we serve the parking market, municipal code market and public safety market. Our business converges back to one common element,,, the ticket.
- Gtechna has over 100 customers, here is a sampling of those customers. By the way the police departments indicated on the slide also do parking enforcement.
- In this rapidly changing parking technology market, we believe it will require collaboration between technology companies, to ensure that the full solution set is well integrated… technology dictates it and the market will reinforce it. The old days of all companies being there own island is over. Before selecting a vendor, look at your future solution requirements. Your solution requirement will probably span across many companies. Ensure your future vision matches well with the suppliers you pick.
- Our solution is web-based so it can be installed on premise or hosted. Please look over the diagram above while I give you some of the highlights.In general our system is highly configurable, we have dynamic reporting so you have the freedom to build the reports you need including many feature add-ons for both the front end ticket issuance and a full ticket management processing backend.
- Mike - Our system is highly configurable, the above screen shots give one of many examples. Our solution is not hard coded, it has over 30 man years in development and has been designed to fit most agencies operations. In the example above we are showing that the cashier can only view the ticket list with pictures and cannot, as an example void a ticket. All of this is configured to your operational needs.
- Mike - Gtechna offers the latest in handheld computers. We still support the full rugged PDAs everyone knows, but the trend is telling us that parking enforcement agencies are looking at tablet and smartphones because of two reasons – ease of use and cost. With a cell plan these devices can even be offered for free.
- Mike - License plate recognition is a force duplicator. With a 3 reads per second it is possible to enforce all of your parking needs in the fraction of the time it would require in the traditional method. With shrinking budgets and pressure from city hall to drive more revenue. This technology add-on is a real bull’s-eye for any city parking enforcement agency. As you can see from the slide you can enforce all related plate technologies within one application, scofflaw, pay by plate, pay by phone, permits etc.
- With the over one year of working with Cale and Pittsburgh Authority we have modified several things in our collaboration efforts. One of those highlights is a new feature within our command center that is called PlateCheck. PlateCheck corrects errors introduced by the parker. In our experience we have noticed a trend that around 1% of plates are entered in error, even after the Cale / Pittsburgh marketing drive to educate the public on the new pay by plate payment method. In the screen above we are showing on command center every transaction coming in, including all the time stamps and originating from the Cale pay terminal. On the screenshot capture above you can see under terminal number we capture every transaction that comes from Cale.
- Mike - We use over 5 different algorithms to correct user input. In Pittsburgh the average amount of pay by plate transactions account for approximately 20,000 per day. A 1% error rate might seem small but in Pittsburgh’s example that accounts for approximately 200 bad tickets a day. Imagine a parker paying for parking and getting a ticket, this would impact the city in multiple ways. Negative press, adoption rate, complaints to city hall, a lot of work for everyone to deal with. So in this example slide we show the plate number the officer input the Parker input and correction method used.
- So what ends up happening with this new value add feature, when the PEO does a plate verify, our command center will validate what the parker inputed plus all the permutations that platecheck does to ensure a ticket is not wrongfully given. This feature set is unique in our industry, and we think it is a must have if you want to maximize your adoption rate for pay by plate technology. Back to you Jeff

- Julie - One of the most frequently debated topics with the municipalities that I have worked with has been whether to opt for pay by space or pay & display meters. Once we introduced the concept of Pay by Plate into this discussion and reviewed the overall benefits and efficiencies, the debate quickly ended. Agencies are quickly realizing the infrastructure cost savings and the ability to maximize parking spaces, and let’s not forget, the mobile LPR unit becomes a citywide tool that can be used for more than one purpose. The pay by space meter combined with the LPR solution is a cost effective investment. This approach is not really the wave of the future; it’s a current reality that makes the most sense.
- Julie - Pay by plate offers a simple approach for both meter operations and enforcement. The license plate is the common reference point.
- Julie – The one common denominator with parking is the License Plate. By using this unique identifier with your parking meters, you can leverage the pay by plate solution as an incremental investment into a solution that becomes a multi-faceted enforcement tool for your agency.To set the right direction you must have a vision, a future target of where you want your agency to be. Both Cale and gtechna believe that the future is here… it is called pay by plate. Not only is the pay by plate technology a benefit in its own right, but if you leverage all the other possible enforcement possibilities with the common reference point, the license plate will become the barcode of the parking market.
