Severe delays with receiving IEEE publications in some areas

Significantly varying Gross Domestic Product and Purchasing Power
Parity per capita within Region 8, with a ratio in the order of 1:100
between the lowest– and the highest–income country. In the US, this ratio
is less than 1:2 between the different states. In several Region 8 countries,
the US–based prices for IEEE products and services are extremely high.
Bad rate of exchange between the US dollar and the Euro
