2. Concept of Integrated System Agricultural Statistics
This follows from a modular approach to census and survey planning
with a core module based on a complete enumeration of limited set of
key items and sample based complementary and thematic surveys.
This concept has been used to support ;
• Preparation of Census of Agriculture In Ghana
• Piloting of the Agricultural Integrated Survey
3. Support to Census of Agriculture In Ghana
• The Government of Ghana through the Ministry of Food and Agriculture(MoFA) requested the
technical support of FAO in its bid to carry out a Census of Agriculture. Technical support was
provided based on a modular approach of the World Programme for Census of Agriculture .
MODULAR APPROACH
4. Core census module
• Conducted on a complete enumeration basis
• Provides a limited range of key structural items of importance for
national policy-making, making international comparisons,
constructing sampling frames, and analysing data at detailed
geographic or other levels
• Similar to the conventional agricultural census in the past, but with a
much more restricted range of items.
5. Census supplementary modules
• Conducted on a sample basis at the same time as, or immediately
after, the core census module
• Provide more detailed structural data or data not required at lower
administrative levels.
• The sample for the census supplementary modules will be selected
based on sampling frames from the core census module.
6. Piloting of the Agricultural Integrated Survey
• A cost-effective approach to agricultural data collection in developing countries
that will help to build comprehensive rural information systems.
• Farm-based modular 10-year survey programme
• Methodology developed in the context of improving Agricultural and Rural
Statistics
• Modules will support national statistical agencies to accelerate the production of
quality disaggregated data on the technical, economic, environmental and social
dimensions of farms, including smallholder farms.
7. Support to Census of Agriculture In Ghana Cont’;
Activities Carried Out
• Preparation of Tools and Instruments: FAO brought on board both
international and national consultants (agricultural, gender, data
processing and communication) to put together the methodology and
other key documents such as questionnaires, manuals, software
programmes etc. for the census.
• Study Tours: Personnel of the Ghana Statistical Service (GSS) and the
Statistics Research and Information Directorate (SRID) of the Ministry Food
and Agriculture were sponsored for study tours to Namibia and Lesotho to
have first-hand knowledge on agricultural census and also participate in
international workshops.
• Pilot Census: FAO fully sponsored the Pilot Census which covered 4 agro-
ecological zones, a good representative of the country.
8. Support to Census of Agriculture In Ghana Cont’;
Activities Carried Out
• Advocacy Support: FAO is assisting GSS & MoFA to organize briefing
sessions with development partners
• Acquisition of census materials: Softwares, navigation tools and
other equipment procured to facilitate training.
• Development of Communication Strategy; to facilitate full
participation of the general populace.
9. Supporting Ghana to Monitor the SDG Indicators
AGRIS questionnaires will provide basic data for monitoring the following five SDG
indicators
2.3.1 Volume of production per labour unit by classes of farming/pastoral/forestry
enterprise size
2.3.2 Average income of small-scale food producers, by sex and indigenous status
2.4.1 Proportion of agricultural area under productive and sustainable agriculture
5.4.1 Proportion of time spent on unpaid domestic and care work, by sex, age and
location
5.a.1 (a) Proportion of total agricultural population with ownership or secure rights
over agricultural land, by sex;
(b) Share of women among owners or rights-bearers of agricultural land, by type
of tenure
